R 4175RESOLUTION N0.4175 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ESTABLISHING A JOB DESCRIPTION AND SALARY RANGE FOR THE CUSTODIAN POSITION WHEREAS, the City currently contracts for custodial maintenance work; and WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best interest of the City to establish a position in-house to pertorm the custodial work; and WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best interest of the City to establish a job description for the position of Custodian, a copy of which is attached hereto as Exhibit "A" and incorporated herein by this reference; and WHEREAS, the City Council of the City of Arroyo Grande ("City) deems it in the best interest of the City to establish a salary range for the position of Custodian. This position will be placed on the permanent part-time salary schedule. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby establish the position of Custodian to perform the duties and responsibilities set forth in the job description so attached as Exhibit "A". The permanent part-time position of Custodian shall receive the rates of pay as follows: POSITION START 1 YEAR 2 YEARS (+) PAY SERVICE SERVICE Custodian $10.97 $12.35 $14.99 This Resolution shall become effective as of April 15, 2009. MEL, CITY ATTORNEY EXHIBIT "A" CITY OF ARROYO GRANDE CUSTODIAN Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specfications are not intended to reflect all duties performed within the job. DEFINITION To perform a full range of custodial duties related to the care, maintenance and cleaning of assigned buildings and facilities. SUPERVISION RECEIVED AND EXERCISED Receives immediate supervision from higher-level supervisory staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS (Essential and other important responsibilities and duties may include, but are not limited to, the following): Essential Functions: 1. Perform the full array of duties related to general cleaning, maintenance and upkeep of City buildings and facilities. 2. Clean and sanitize all aspects of rest rooms, kitchens, and drinking fountains including, but not limited to; rest room sinks, urinals, toilets, and showers; custodial mop sinks; fountains and refrigerated water coolers; replenish supplies in restrooms. 3. Sweep, vacuum, mop, wax, strip and polish floors; vacuum and shampoo carpets using manual or motorized equipment. 4. Dust and polish furniture, pictures, woodwork, fixtures and equipment. 5. Wash windows, shades, blinds, mirrors, walls, tables and chairs as required. 6. Empty, clean and sanitize waste receptacles. 7. Recycle paper goods and other materials as directed. 8. Remove all collected waste to trash containers. 9. Relamp both incandescent and fluorescent fixtures. 10. Hose down ramps and clean entrances as required. 11. Adjust shades and blinds as needed. 12. Lift and move weights up to fifty pounds as required. 13. Identify and report building maintenance needs in assigned buildings and facilities. 14. Set up meeting and conference rooms with tables, chairs and equipment as needed. CITY OF ARROYO GRANDE Custodian (Continued) Page 2 15. Track use of cleaning supplies, toilet paper, paper towels, trash liners and request the supervisor to order supplies as necessary. 16. Respond to questions and concerns from the general public and City staff; provide information and assist in resolving complaints. 17. Pertorm related duties and responsibilities as required QUALIFICATIONS Knowledge of: Techniques, methods, materials, and equipment used in custodial work. Safe work practices and knowledge of occupational hazards including safe use and storage of cleaning chemicals. Methods and techniques for record keeping. Abili to: Clean and care for assigned areas and equipment. Plan, organize and prioritize work assignments so as to meet established timelines. Operate floor and carpet cleaning and polishing equipment as needed. Use a variety of custodial equipment, supplies and materials. Understand and follow oral and written directions. Work independently in the absence of supervision. Establish and maintain effective relationships with those contacted in the course of work. Respond to concerns in a courteous manner. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Operate assigned equipment and vehicles. Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing and operating assigned equipment. Lift and move heavy equipment and furniture. EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: One year of custodial experience is desirable. Education: Equivalent to the completion of twelfth grade. LICENSE OR CERTIFICATE: Possession of, or ability to obtain, an appropriate, valid California driver's license. WORKING CONDITIONS: Environmental Conditions: Field environment; travel from site to site; exposure to potentially hazardous chemicals and toxic waste; moving objects; work on slippery or uneven surfaces; exposure to all weather conditions. CITY OF ARROYO GRANDE Custodian (Continued) Page 3 Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for walking, standing, bending, twisting, or crouching for prolonged periods of time; heavy, moderate or light lifting and carrying equipment or furniture of up to fifty pounds; pulling, pushing, reaching; operating motorized equipment and vehicles.
