The City Council met in a Cont i nued Session with Mayor BfAnn Smith
presiding. Upon roll call Counc il Members Matt Gallagher, Dorace Johnson, D.
G. Porter were present.
PLEDGE OF ALLEGIANCE AND INVOCATION
Council Member Gallagher led the Pledge of Allegiance to our flag. Counc il
Member Johnson delivered the invocation.
APPROVAL OF CHECKS
On motion of Council Member Gallagher, seconded by Council Member
Johnson, and unanimously carried, Demand Checks No. 26730 through 26868 for
$183,311.33, and Payroll Checks No. 31912 through 32014 for $97,293.61, for a
Grand Total of $280,604.94, were approved for payment as submitted by Finance
Director Dave Bacon.

CONSENT AGENDA
Council Member Johnson withdrew Item 9 for discussion. On motion of
Council Member Gallagher, seconded by Council Member Johnson, and unanimously
carried, to approve Consent Agenda Items 5 through 8.

Council Member Johnson praised the effective job the City is doing on
tree preservation. She congratulated the City employees and citizen volunteers
working on the project.
On motion of Council Member Gallagher, seconded by Counci 1 Member
Johnson, and unanimously carried, to approve Item g as recommended.
231 PACIFIC COAST RAILWAY PLACE WATER LINE ABANDONMENT REPORT
After questions from the Council to Public Works Director Paul Karp, City
Manager Robert Mack told the Council he was recommending against the line
abandonment because to do so may adversely affect the quality of water to
227, 229, 231 and 235 Pacific Coast Railway Place.
WILLIPM BRIGHT of 231 Pacific Coast Railway Place said he wants the water line
abandoned because he is concerned the line may blow up. He aska:J why the
easement never had been recorded, and said he would not have purchased the
property if he had known the li~e was there:
Council Members said they would like more information on this issue and
Mayor Smith continued the discussion to the next meeting. City Attorney Art
Shaw was directed to research the matter of proscriptive rights further.

RANCHO GRANDE ASSESSMENT DISTRICT REPORT
Public Works Director Paul Karp explained the scope of the Rancho Grande
Project, Assessment District 81-1, saying that it will include water, streets
and sewer for West Branch Street, Camino Mercado, Rancho Parkway, James Way, a
new reservoir, roadway, lines and pump station for the new reservoir, water
1 i nes I and water and sewer servi ces. He introduced R. Denni s Del zeit of
Willdan Associates, 374 Poli Street, Ventura. He said the plans for the Rancho
Grande Project were on display and the backbone water facilities constructed on
the property would eventually serve undeveloped portions of Oak Park Acres
which was in the Assessment District. The project is to be oversized in the
, general area over the elevation of 200 feet above sea level. To accomomplish
I the oversizing, the City will be asked to post up front $130,000 which had been
budgeted in the Water Fund for fiscal year 1985-86. Council Member Gallagher
i asked if the City would recapture its investment with reasonable return. Mr.
Karp indicated that if the district proceeded, a zone of benefit would be
I recommended by the City staff to be established for collection of high pressure
water fees from property outside the district when hookups to the system are
i approved. The amount of the hookup fee would be set high enough to guarantee a
I reasonable return on the City investment, Mr. Karp said.
! Mr. Karp said Mr. Delzeit is an assessment engineer. He referred to the
district's plans and specifications, and said the total amount assessed to the
: properties in the district is $8,640,083.00. He explained that before the
I public hearing, bids will be received on the project. He said the' Council
i should now decide whether to give conceptual approval of the Assessment
" District and adopt the ,Resolutions pertaining to it so further legal actions
may proceed. After questions from the Council, Mr. Karp read the title of the

Mr. Karp recommended that the City Council authorize the Staff to employ
Garing, Taylor and Associates to provide engineering and construction manage-
ment services for the referenced assessment district subject to the sale of
bonds, as per the proposal letter of October 23 1985, from R. James Garin~
president. Mr. Karp explained that the agreement was necessary to accompll
a reimbursement to the property owner or Rancho Grande for engineering services
already provided to the proposed assessment district. He further explained that
the engineer would be empl?yed as part ?f a.Distri~t funded construction management
and inspection team supervlsed by the Clty lnspectlon team.

RANCHO GRANDE ASSESSMENT DISTRICT REPORT Continued
On motion of Council Member Gallagher, seconded by Council Member Johnson,
and unanimously carried, to approve Mr. Karp's recommendation that the City
employ Garing, Taylor & Associates for engineering and management services.
TAllY HO ROAD CONSTRUCTION PROGRESS REPORT
Mr. Karp said that the contractor John Madonna has pledged to cooperate
to finish the project in three to four weeks at the most, weather permittinq.
He said that he is keeping a close watch on the progress there.
FIREWORKS CODE AMENDMENT PROPOSAL
On motion of Council Member Johnson, seconded by Council Member
Ga 11 agher, and unanimously carried, to continue this item to the next
meeting.
RESOLUTION AMENDING SEIU MEMORANDUM OF UNDERSTANDING
Mr. Mack asked Council Members to consider this item in the Closed
Session.
SONIC CABLE TV PROGRAMMING COMPLAINTS REPORT
The Council authorized Mr. Mack to write to Sonic Cable TV thanking the
company for restoring CBS Channel 2 to its schedule, and to remi nd the
company that it has long been one of Arroyo Grande citi zens' favorite
stations.
VIllAGE DESIGN GUIDELINES PUBLICATION
Council Member Gallagher praised the work of the Planning Department on
the publication. He said if the recommendations in the Guidelines are
carried out the vi11age will be greatly enhanced. He said it is important
to identify "The Village." Mr. Eisner said 180 copies of the publications
had been pri nted, and they are bei ng di stri buted to vi 11 age merchants and
businessmen. Copies have been requested by individuals, and there are plans
to distribute copies to nearby communities, he said.
SOTO SPORTS COMPLEX FENCE BID
On motion of Council Member Johnson, seconded by Council Member
Gallagher, and unanimously carried, to accept the low bid of Aztec Fence
Company for $2,190.00. Mr. Mack expl ained to the Counci I that there had
been a bid of $1,851.00 from Security Fence Company, but that the company
had withdrawn its bid.
SCAT BUS PURCHASE REPORT
Mr. Mack said that three new buses will be purchased and delivered on or
about Apri I 1, 1986. After Council discussion of bus size and ridership,
Mr. Mack recommended that the Council authorize him to oversee the payment
of $120,936.52 (Arroyo Grande's 38 per cent 'share of a grant award for the
buses) in advance. He said that the company selling the buses needed to be
paid on delivery and the 9rant monies would not be comi ng through for
approximately three months after that. On motion of Council Member
Gallagher, seconded by Counci 1 Member Johnson, and unanimously carried, to
approve Mr. Mac~s recommendation.
WALNUT CREEK TERRACE
Mr. Karp said as conditions to the approval of the Walnut Creek Terrace
project located adjacent to the Fire Station and U.S. 101, the Ci ty has
required that the developer provide appropriate rights of way to the City.
He recommended that the City Council accept on behalf of the pub] ic the
offers to dedicate by the owners of the project for installation of public
street, storm drain, and open space.

Counci 1 members expressed concerns about access to the easement, and Mr.
Karp said he would speak with the owners about vehicle access to it. Mr.
Gallagher asked Mr. Karp to investigate the Traffic Way Bridge railing for
safety. On mot i on of Counc il Member Johnson, seconded by Council Member
Ga 11 agher, to approve Mr. Karp's recommendation to accept the offers to
dedicate.

ORAL COMMUNICATIONS
Mayor Smith said she would like the Council to begin thinking about and
discussing the subject of Rent Stablization in Arroyo Grande. She said
Sunrise Terrace Mobile Home Park is now for sale, and has heard of problems
some of the tenants there are having. She suggested the Council take up the
issue November 26, 1985.

PETOSEED/LEANNA DRIVE PROJECT
Mr. Mack referred to the map on the wall and said the project consists of
22 acres whi ch run from the Ci ty 1 imi ts on the east at Leanna Dri ve to
Halcyon Road on the west. There will be offices and greenhouses. He said
the parcel has been split in two and the Board of Supervisors has
recommended that there be a community water supply because the on-site water
well is not considered suitable because of an excess of Selenium.
ELLA HONEYCUTT of 560 Oak Hill Road said that she had heard a rumor that
there may be housing deve 1 opmen t on a 1.7 acres corr1er of the Petoseed
property, and expressed concerns about what would happen in the future.
Mr. Mack asked if the Counc i 1 sti 11 supports offering City water and
sewer to the company. The Counci 1 said it is in favor of only supplying
"housekeeping water" and a sewer 1 ine for the office building, in exchange
for appropriate landscaping to provide a buffer for the neighborhood.
MARIE CATTOIR of 195 Orchid Lane said the City has refused water to
County residents before. She said the County could require landscaping as a
courtesy to the City.
Council Member Johnson suggested that there be a stipulation that the
City provide only one-fourth acre foot of water to Petoseed, and that if
the business use of the property changes, the agreement to furnish water and
sewer be rec i nded. She said that the water is for the research and offi ce
facilities only, and the sewer line is for the building (not greenhouses or
irrigation).

DISCUSSION OF RECLAMATION OF SEWAGE WATER
ELLA HONEYCUTT sald the CIty should reclaim the sewage water in the
Arroyo Grande Va 11 ey. She said that a State report recently issued used
inaccurate figures with regard to the feasibility and cost effectiveness of
using reclaimed water. She said reclamation is a viable alternative to
buying water from elsewhere. Council Member Gallagher said that reclamation
water costs are equal to buying water from Nacimiento. Council Member Porter
said this issue is of vital importance to the City because the water is
there. Mrs. Honeycutt said the water is good because there are no heavy
metals in it, and that there are three mi 11 i on ga 11 ons available. The
