CITY COUNCIL JULY 12, 1985
ARROYO GRANDE, CALIFORNIA 1 P.M.
The City Council met in a Continued session from the July 9, 1985, regular
meeting with Mayor B'Ann Smith presiding. Present were Council Members
Dorace Johnson, Gene Moots and D. G. Porter. Mayor pro tern Matt Gallagher was absent.
CIVIC CENTER DEVELOPMENT AND SITE SELECTION
Mr. Mack said that in 1976 an architect named Maul of Morro Bay did a
study in a rough conceptual way to give the City Council ideas as to what
alternatives were available. He referred to a Maul schematic showing how the
new City Hall might look. He compared the square footage the City is talking
about today with the Maul study requirements.

Mr. Mack gave a sample schedule for building a civic center in stages,
and paying for it as it is built. He also discussed other ways to pay for the
civic center. He said six years is an absolute minimum time to get through
the process of construction in phases assuming that the Council budgets each
year what it is currently budgeting plus 10 per cent compounding rate. He said
so far the City has saved $1,125,000.00 for civic center construction.
Council Members discussed the City sales tax growth rate, increasing
operational costs, major capital projects, and the option the City holds on
some South Bank properties.
Mayor Smith left the meeting at 2:15 P.M., and assuming the duties of
presiding officer was Council Member D. G. Porter.
CLARK MOORE, 1180 Ash Street; said the civic center should be in the
Village, that the cost of the Regional Center site would be too high, and that
a bad real estate transaction could not be made in the Village area.
Council Members expressed a concern about vacating tenants if South Bank
properties were purchased, Mr. Mack said in that case he would ask the
property owners for an agreement saying Escrow would not close until the houses
were totally unoccupied.
Council Members discussed building priorities, with administrative offices
and new police facilities coming before construction of new Council chambers. They
discussed immediately remodeling the Council Chambers making them more comfortable
for the City Council; the Staff, and the Public in the interim.
Following further Council discussion, on motion of Council Member Johnson,
seconded by Council Member Moots, and unanimously carried, that the City's number
. one priority having to ,do with City Council Chambers and civic center site
selection be the improvement of the existing Council Chambers, the work to be
done immediately.
Mr..Mack asked that because the Council has not made a decision on the
acquisition of South Bank sites he be allowed to go ahead and prepare documents
that would permit acquisition of properties in the event the Council should
decide to do so at a future Counci I meeting.
