Minutes 1985-05-15 JT ~. CITY OF ARROYO GRANDE PAGE 1 PARKS AND RECREATION COMMISSION JOINT MEETING WITH CITY COUNCIL 11AY 15, 1985 Mayor B'Ann Smith called the meeting to order. Present were Council members D. G. Porter, Dorace Johnson and Gene Moots. Absent was Matt Gallagher, Jr., Mayor Pro Tern. Parks and Recreation Commissioners present were Chairman Pat Sanger, Ernie Ped, Judy Tappan, Gee Gee Soto and Jack Hill. Absent were Billy Howells, Vice- Chairman and Alex Woolworth. Mayor Smith turned the meeting over to Pat Sanger, Chairman of the Parks and Recreation Commission. Chairman Sanger welcomed the City Council to the joint meeting, made introductions and turned the meeting back to the Mayor and Council. ; GOALS AND OBJECTIVES FOR 1985-86 : , i So to Sports Complex - Director Keisler made a presentation of the goals of the , Parks and Recreation commission for the coming year. For the Soto Sports Complex, reconstruction of Pilg and Campbell Fields, parking lot and lighting. Terra de Oro Park - Development of Terra de Oro Park, by budgeting $10,000 and using an additional $5,000 from the Newport Median Account. Twenty-six (26) residents of the area attended the last meeting of the Parks and Recreation Commission to discuss planning of the area. Arroyo Grande Creek - There was a lengthy discussion regarding master planning the Arroyo Grande Creek area. The Commission was concerned with the area from Bridge Street to Mason. Street. The Council is concerned with master planning the creek area to include Tally Ho all the way to Woodland, taking into consideration 20 elements such as flora and fauna and flood control. The Council felt that the Commission and Council were concerned with the same problems with regard to creek development.. . .. Villa~e Restroom - The Village Restroom is now complete with only a few minor problems that the builder will be taking care of. Joe Higuera will open the restrooms on weekends and the Parks Deparbnent will open them during the week. Maintenance Man I for Soto Sports Complex - The Parks and Recreation Department is requesting a maintenance Man I for the Sota Sports complex area to handle scheduling of fields, control of gopher problems, sprinkler repair, schedule barbeque use in park, prepare fields for play and restroom maintenance. This would be a full time position. Commissioners asked questions about salary, etc. The position would pay about middle of the pay range approximately $17,400 per year. LOPEZ CONTINUATION SCHOOL AGREEMENT WITH LUCIA MAR SCHOOL DISTRICT Commission and Council received copies of a proposed lease agreement with the school district for the Lopez School site on Elm Street Park. The lease is for one year. The matter was briefly discussed regarding length of the agreement and the possibility of the school relocating. in the future. THE COUNCIL HAS LEFT THE MEETING IT IS 7,00 p.m. HINUTES Thd minutes or the April 10, 1985 meeting were approved as written. t10NTHL', REPORT There were no additions or corrections to the monthly report. CORRESPONDENCE Information was received from the Area Agency on Aging. The County of San Luis Obispo will received $100,000 to distribute among the cities in the courtty for senio"Cs. The seniors that talked to Director Keisler about use of the money for our area, were having a hard time coming up with something they needed because they have been very resourceful in obtaining what they need. There was some discussion about expanding the kitchen at the Community Center. ---~ .- .~..- ._'._...~-"_.'- '\ CITY OF ARROYO GRANDE PAGE 2 PARKS AND RECREATION COMMISSION JOINT MEETING WITH CITY COUNCIL MAY 15, 1985 The American Diabetes Association asked permission to hold a Bike Ride with Elm Street Park being a checkpoint. Commissioner Tappan motioned for the American Diabetes Association to be granted permission to use Elm Street Park for a check point and Commissioner Soto seconded the motion. The motion carried unanimously. The Commission received information on an article about Central Park in New York. Central Park was the first park developed and its' history and development along with facilities was very interesting. The Commission received a letter from Paulding School thanking the Basketball League for a $200 donation. ADJOURNMENT . Commissioner Soto motioned for adjournment and commissioner Tappan seconded the motion. The meeting adjourned at 7:30 p.m. ATTEST: . . Chairman
