R 4234 RESOLUTION NO. 4234 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ESTABLISHING SEVERAL UPDATED AND NEW JOB DESCRIPTIONS AND ADDING TWO NEW JOB TITLES WHEREAS, the City Council of the City of Arroyo Grande ( "City") deems it in the best interest of the City to update and /or create several job descriptions, copies of which are attached hereto as Exhibit "A" through Exhibit "X" inclusive, and incorporated herein by this reference; and WHEREAS, the City Council of the City of Arroyo Grande deems it in the best interest of the City to update the part-time salary schedule to add the new job titles of "Training Technician" and "Community Relations Technician ", a copy of which is attached hereto as Exhibit "Y" and incorporated herein by this reference. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Arroyo Grande that: 1. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform a wide variety of tasks including but not limited to developing, coordinating, and implementing a master training calendar; scheduling training; arranging accommodations for training venues; securing /dispersing funds for per diem expenses; submitting appropriate reimbursement forms for training; maintaining individual training records; ensuring compliance with statutory training requirements; and performing administrative duties related to the assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Chief of Police, Police Commander or his /her designee. ESSENTIAL FUNCTION STATEMENTS -- Essential and other important responsibilities and duties may include but are not limited to the following: Essential Functions: 1. Develop, coordinate, and implement an annual master training calendar for the entire Department. 2. Schedule training upon receipt of training requests approved by the appropriate supervisor. 3. Coordinate training scheduling with the supervisor responsible for developing and maintaining the patrol and detective shift schedules to ensure that appropriate minimum staffing is maintained. 4. Monitor overtime and compensatory time created by training and required backfill and advise the appropriate supervisor as required and /or requested to ensure fiscal accountability. 5. Arrange accommodations for members attending training outside the City. 6. Ensure that payments for accommodations and /or per diem expenses are issued in a timely manner to the vendor or Department member and are consistent with the requirements of the City and any applicable provisions of the Memorandum of Understanding with the Arroyo Grande Police Officers Association. 7. Submit and track appropriate reimbursement forms to the California Peace Officer Standards and Training (POST) Commission to ensure that reimbursement for approved training is correct and received in a timely manner. 8. Maintain individual training records for all Department members, including job - related training and post secondary school education, through the use of computer -based reporting systems /applications. 9. Ensure complaince with statutory and California POST Commission requirements regarding mandatory training and certification. 10. Track individual training and education records to determine eligibility for California POST Commission certificates, e.g. Intermediate and Advanced. Perform related duties and responsibilities as required by the Police Chief and /or Police Commander to meet the needs of the Police Department and the community. 13. Carry out duties and responsibilities in compliance with appropriate federal, state, county, City laws and ordinances and City personnel rules without bias, favoritism, or prejudice. 14. Responsible for self - compliance with regulations, policies and procedures. 15. Accept responsibility and exercise reasonably appropriate discretion in matters not specifically defined or described in the Police Department regulations, policies, procedures, and job description. 16. Consistently demonstrate exemplary courtesy, initiative, diligence, truthfulness, attention to duty, and observance of proper personal discipline in accordance with Police Department standards. QUALIFICATIONS Knowledge of: 1. Basic law enforcement training principles and practices. 2. California POST Commission training and certification requirements. 3. Modern office methods, practices and equipment including the effective use of computers for record keeping, maintaining spreadsheets, and maintaining basic financial records of accounts payable and receipts. 4. Basic verbal and written English language and grammar to be able to reasonably communicate information with the public and /or complete relevant written documentation required by job activities. 5. Basic principles and practices of report preparation. 6. Basic principles of schedule coordination and organization. 7. Applicable federal, state and local laws, rules, and regulations. Ability to: 1. Perform a variety of law enforcement work related to training, scheduling, and record keeping that is reasonably likely to be non- hazardous in nature. 2. Interact effectively and courteously with the public and other law enforcement agencies. 3. Maintain accurate records and prepare reports through the use of appropriate computer -based reporting systems including but not limited to Training Management System (TMS). 4. Communicate clearly and concisely, both orally and in writing. 5. Establish and maintain effective and cooperative working relationships with those contacted in the course of work. 6. Maintain effective audio - visual discrimination and perception needed for making observations, communicating with others, reading, writing and operating assigned equipment. 7. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two (2) years of general work experience involving substantial public contact or work in and /or with a law enforcement agency.
