CITY COUNCIL BUDGET STUDY SESSION City Council met in regular adjourned session at the Arroyo Grande City Hall, with Mayor Smith presiding. Upon roll call, Council Members Gallagher, Hogan and Vandeveer were present; Council Member Millis was absent. Also in attendance were City Manager Mack and Public Works Director Karp. Mayor Smith reconvened meeting of City Council continued from Monday, June 18, 1984. i City Manager Mack reviewed the proposed 1984/85 Budget for the City Council, i commencing with the Administrative Engineering Section of the General Fund. Counci I I review included the remainder of the General Fund, the Sewer Fund, Park Development i Fund, Water Fund and Lopez Fund. Council action during review included removing I ; from the Administrative Engineering Section of the General Fund, a room divider I for $600.00, a desk for $400.00, and a chair for $200.00. In addition, the Council , removed from the Government Building Section of the Public Works Department, $10,000.00 for the Finance Department, to be used for an update on the City ! Property Evaluation List. Council also requested the Staff to assure that only i common carriers would be used, in the future, to transport the public, engaged I in Recreation Department sponsored events, out of the Five Cities area, in order to reduce liability exposure to the City. City Council deleted a Cushman Utility Vehicle, proposed in the Parks' Budget, and replaced it with a small pick-up vehicle with wide tires. That action resulted ina $1,000.00 increase to the Parks' Budget. Counc i I removed station wagon, budgeted in the Recreation Department's Budget for $12,000.00, and directed that the current Planning Director's car be used in the Recreation Department after a new Planning vehicle is purchased. Council also increased the Budget by $36,000.00 to include a Village Creek Restroom Project which had not been authorized by Council action at the time the Budget was prepared. Mayor Smith excused herself from the meeting at this time; Mayor Pro Tem Gallagher presides. City Manager Mack advised the City Council that Fire Chief Marsalek had been requested to conduct a study to determine how the City would stand if a new 150 evaluation of the community were conducted this year. Council concluded that they would utilize the ISO study, submitted by the Fire Department, to determine whether or not three additional fire fighter volunteers were required, or not, and until such time, those additional positions would not be budgeted. Council expressed concern regarding the salary level of the Chief Building Inspector's position; and asked the City Manager to prepare a recommendation as to how the City might adjust wages in exceptional or unusual situations. City Manager Mack stated that he would do so. I Mr. Mack informed the Council of the Woodland Avenue Park neighbors, who desire the City to participate up to $3,000.00 in replacing a broken fence bordering the City and private property with a $3,000.00 wall. Council unani- mously expressed the opinion that they were not in favor of participating in the expense of a wall for the property. Council also directed, upon recommendation of the City Manager, that the Budget be increased by $300.00 for the Police Reserves to have a Weapons' Maintenance Benefit of $25.00, each, per year, and an increase in the Uniform Allowance of $20.00 per year, for a $240.00 increase. Council, on motion of Councilman Hogan, and seconded by Councilman Vandeveer, adjourned the meeting at 9:30 P.M., concluding Budget Study Sessions for 1984/85. 13'~~ MAYOR ATTEST: I ~-_.- J
