Minutes 1984-05-09 SP ~ , ~ HAY 9, 1984 I \ CITY COUNCIL , - 5~30 P.M. , ARROYO GRANDE, CALI FORN'm JOINT MEETING OF THE CITY COUNCIL AND PARK~ & RECREATION COMMISSION Mayor B'Ann Smith called the meeting to order and turned the meeting over to the Parks and Recreation Commission and Chairman Dorace Johnson chaired the meeting. Present wel'e Councilman Karl A. Hogan. Councilman Matt Gallagher, Jr. and Mayor B'Ann .~ -. Smith. Also present were Judy Tappan, Commissioner, Commissioner Mike Thomas, ~.-.. Commissioner Billy Howells, Commissioner Alex Woolworth and Chairman Dorace Johnson. Director of Parks and Recreation John Keisler, Deputy City Clerk Virginia Culp, City -.;.... Manager Robert I~ack and Secretary of Parks and Recreation,Shirley Pimentel were present at the meeting. 1984-85 GOALS AND OBJECTIVES : Director Keisler went over an Arroyo Grande area map showing existing parks, land to be developed and proposed park land areas for the future. [ He pointed out that we have abandoned a'one and one-half (l~) acre parcel in the Oak Park area because of maintenance problems and its location. We propose a nine . (9) acre park site on Rancho Grande and Knollwood developments. . Terra de Oro Park has received exposure on Arbor Day.. It is a rustic park with a fitness trail and we have planted 100 trees in the area. More will be done in 1984- 85 to this park area. - . Strother Park is ~ompleted except for a dumpster area and some curbing. This area will receive more attention in 1984-85; . Off of Cherry Avenue. in the Walnut View Estate proposed development. a drainage retention and park area are proposed. It is recommended by the Commission that this area be developed and maintained through a Homeowner's AssQciation. This park will probably be developed in 1984-85 budget year. SPECIAL BUDGET CONSIDERATIONS Director Keisler explained about a situation at Woodland Park regarding the fence that borders it and. is on City property. He showed pictures of the condition of the fence and stated that he has called around to get. bids on a mason ~Iall, a chain link fence. and wood and masonary fence. For masonary'it would run about $6,000 for the fence. The property owners behind the fence would be willing to help with labor and may even donate some money. This is.a project that needs some consideration because of the deteriorated state of the fence. Staff is recommending the purchase of a station wagon for the Recreation Department. The present vehicle has over 140.000 miles on it and is not reliable. $12.000 is budgeted for the vehicle. . $148,000 has been budgeted for development of the Soto Spor~s Complex in the 1984- 85 budget to complete grading and development of two softball flelds. The Community Building ~/as discussed with regard to a request from one person to have the kitchen area enlarged. Only one group uses regular dishes and not paper and no one else has complained about1he kitchen size. It is recommended that there be no expansion at this time.
