CC 2018-01-23_09f Accept Heritage Square Park Restroom Project MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE HERITAGE SQUARE PARK RESTROOM PROJECT, PW 2016-07 DATE: JANUARY 23, 2018 SUMMARY OF ACTION: Take action to accept the Heritage Square Park Restroom Project and begin the one- year warranty period for any defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The amended Capital Improvement Program Budget is $214,420 for the subject project including $3,966 in donations. The total project cost (design, construction, administration, inspection, etc.) is estimated at $186,800. The contractor’s final construction cost is $139,616. The remaining funds will be returned to the Park Development Fund balance. The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by S. Chaves Construction, Inc. in accordance with the plans and specifications for the Heritage Square Park Restroom Project, PW 2016-07; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On December 13, 2016, the Council awarded a construction contract to perform the Heritage Square Park Restroom Project to S. Chaves Construction, Inc. in the amount of $133,200 and authorized the City Manager to approve change orders in the amount of $26,640. The project consisted of the installation of a pre-fabricated restroom building and associated site improvements. The project also included infrastructure for the installation of a drinking fountain. A drinking fountain was donated by the Five Cities Men’s Club and was installed by City Public Works staff. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Accept the Heritage Square Park Restroom project; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project. The new restroom building provides a much needed restroom facility for the public utilizing Heritage Square Park and is consistent with the historical character of the surrounding area. The project implements the Council goal to support City infrastructure. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project.
