SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE SANTOS FIELD
BARRIER REMOVAL PROJECT, PW 2017-01

SUMMARY OF ACTION:
Accept the Santos Field Barrier Removal Project that has improved accessibility for
disabled users at the Soto Sports Complex and begin the one-year warranty period for
any defects that may arise.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
An allocation of $76,600 is included in the Capital Improvement Program budget which
includes $62,031 of 2017 Community Development Block Grant (CDBG) funds. The
total cost of the proposed project is estimated at $76,600. The recommended action will
not impact staff resources.
RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by Sansone Company, Inc. in
accordance with the plans and specifications for the Santos Field Barrier
Removal Project, PW 2017-01;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
BACKGROUND:
On November 28, 2017, the Council awarded a construction contract to perform the
Santos Field Barrier Removal Project to Sansone Company, Inc. in the amount of
$53,471 and authorized the City Manager to approve change orders in the amount of
$5,347. The project consisted of the construction of an ADA accessible ramp from the
Soto Sports Complex parking lot to the bleachers at Santos Field. The contractor’s final

construction cost for this project is $58,782.50 which included change orders to correct
two incorrect point elevations, sleeve and repair existing fence posts, and install new
fencing as opposed to salvaging damaged existing fencing.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications within the contract timelines and within the available budget. There are no
outstanding issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the Santos Field Barrier Removal Project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete and accepting the improvements will allow staff to close out the
project. The project eliminates a previous barrier to ADA access at the Santos ball field.
The project implements the Council goal to support City infrastructure.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is needed to accept the project.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
