R 1985 .... . . RESOLUTION NO. 1985 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE SfATING A POSmON REGARDING THE INCLUSION OF TWENTY-EIGlIT ACRES FOR GRACE BIBLE CHURCH SCHOOL AND CHURCH WITHIN THE SPHERE OF INFLUENCE AND THE SPHERE OF SERVICE OF THE CITY OF ARROYO GRANDE. WHEREAS, on October 13, 1980, the City of Arroyo Grande and the Central Coast Christian Academy entered into an agreement whereby the City of Arroyo Grande agreed to provide water and sanitary sewer service for Central Coast Christian Academy development of the subject property under certain conditions; and WHEREAS, the South San Luis Obispo County Sanitation District and Central Coast Christian Academy entered into an agreement whereby the District agreed to provide sanitary sewer service for Central Coast Christian Academy development on the subject site; and WHEREAS, the agreement of the Central Coast a.ristian Academy has been asSWDed by the Grace Bible OIUrch and said party now intends to include church faciliries as well as educational facilities in development; and WHEREAS, Grace Bible OIUrch developnent shall place no greater demands upon water and sanitary sewer services than agreed upon between the City and Central Coast a.ristian Academy in 1980; and WHEREAS, Grace Bible OIUrch and its predecessors have conducted services in Arroyo Grande for approximately one hundred and ten years and may be one of the oldest Protestant churches within California and desire to maintain an address within the City of Arroyo Grande; and WHEREAS, on June 19, 1986, the San Luis Obispo County Local Agency Formation Comnission (LAFCo) approved to amend the City of Arroyo Grande's and the South San Luis Obispo County Sanitation District's sphere of influence and sphere of service to include the subject property; and WHEREAS, an application for annexation to the City of Arroyo Grande for the subject property has been filed with LAFCo as Annexation No. 25; and WHEREAS, LAFCo has currendy scheduled a public hearing on August 21, 1986 for reconsideration of inclusion of the subje ct property within the spheres of service of the City of Arroyo Grande and South San Luis Obispo County Sanitation District; and WHEREAS, the Oceano Comrmm;ty Services District believes that annexation and developnent of the subject property is deletetious to the commom;ty of Oceano and that the South San Luis Obispo County Sanitation District's treatment facilities may be inadequate to serve development upon subject property; and WHEREAS, the City of Grover City has expressed on July 22, 1986 a concern that inclusion of the subject property within the sphere of service to the City of Arroyo Grande and South San Luis Obispo County Sanitation District may have an iq>act upon South San Luis Obispo County Sanitation District's sewer plant capacity and Grover City's contracted treatment capacity within that plant; and WHEREAS, the City Council of the City of Arroyo Grande share such concerns that South San Luis Obispo County Sanitation District may not be able to serve all current and projected developments within its current boundaries. within the next five years; and WHEREAS, the City Council of the City of Arroyo Grande believes there are urban service concerns in addition to sanitary sewer service which would result from development of the subject property in the inmediate future; and WHEREAS, the City Council of the City of Arroyo Grande believes development of such property should occur in an orderly manner after urban service concerns are resolved. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande: 1. Favors the inclusion of the subject property within the sphere of influence and sphere of service of the City of Arroyo Grande and the South San Luis Obispo County Sanitation District; and, 2. WAUI.~ Sanitarv ~ The City shall provide water and sanitary sewer service to Grace Bible Cwrch's school and church development only on the subject parcel in quantities not to exceed those agreed to on October 13, 1980, in an agreement between the City of Arroyo Grande and the Central Coast OIristian Academy. 1his statement shall not be construed to pennit water and sewer services to be extended to any other facilities not directly related to those uses stated above. B. Dr-in"lle. All drainage plans must conform with State Fish and GlIDe'S Pismo Marsh project plans, the City of Grover City's Meadow Creek drainage plan and with Cal Trans' Oak Park Interchange Project drainage plans. C. Traffic. No developoent shall be approved, by the City Wltil an E.I.R. addresses the proposed developoent on the subject property impact upon the Oak ParkjU.s. 101 interchange and recOlllllends mitigating measures acceptable to the City CounciL All development shall preclude future connection of Oak Park Boulevard to Janda west of the subject property. Oak Park Boulevard sidewalks and street lighting shall be extended north along the full length of the subject properties. ImL Extensive grading which results in significant native tree removal will not be approved by the City.
