R 1984 . ... . ~ .. . . 54 REOOLUTION NO. 1984 A REOOLUTION OF THE Cl'lY COUNCIL OF THE Cl'lY OF ARROYO GRANDE AOOmNG POuev FOR TRANSPOR- TATION NEEDS ON AND NEAR LE POINT SfREET FROM MILLER WAY TO WESLEY SfREETAND VICINrIY. WHEREAS, the City Council of the City of Arroyo Grande appointed a coomittee to nplore the desirability of extending Le Point Street as public right of way between Nevada Street and Wesley Sueet, and to explore the feasibility of widening Le Point Street between Nevada Street and Miller Way; and WHEREAS, such Le Point Street Coamittee has met and provided recomnendations to the City Council; and WHEREAS, the recOlDllendations of the Le Point Street Comnittee were conveyed to the Parking and Traffic C"""';~.ion for review and recoomendation; and WHEREAS, the Parking and Traffic v.....m.sion has reviewed such re cOlDllendations of the Le Point Street Coamittee and has provided further recomnendation to the City CoWlcil, NOW, THEREFORE, THE Cl'lY COUNCIL OF ARROYO GRANDE HEREBY adopts the following policies with regards to the deveJopcnent of certain sections of Le Point Street and vicinity: 1. Le Point Street should be widened to a DIinimm paved width of forty (40) feet from Miller Way to Nevada Street. Sidewalks and parking should be ~ovided only on the south side of Le Point Street from Miller Way to Nevada Street. Private and adjacent property owners shall widen and construct curbs, gutters and sidewalks at their petsonal expenae when developing property adjoining Le Point Sueet in the section hom Miller Way to Nevada Street. In the event construction is requited by the City to accoumodate safety or driver convenience, the City shall provide fWlding through normal budget processes for such ilrprovements. , 2. The attached ilrprovc:ment plan for that section of Le Point Sueet from Miller Way to , I Nevada Sueet is hereby adopted and the City staff directed to implement such improvements as i portrayed on the plan, if and when private development desit~s or will necessitate such improvements. 3. 'The City shall not extend Le Point Street as a public right of way through private properties located between Nevada Street and Wesley Street. Proposed amendments to the City's , General Plan shall be prepared to reflect an amendment from ~ojected public right of way and public street from Nevada SUeet to Wesley Street to a circulation plan as identified in patagraph .. and 5 of this R esolurion. 4. Vehicular access to the rear portions of COIJIIICrcially zoned parccJs on the north side of Branch Street; between Nevada Street and Weaky Street, shall be further developed with twenty (20) to twenty-five (25) feet wide private driveways interconnecting all or IOOst private properties between Wesley and Nevada Streets. 'The alignment and connection point of such drive(s) to Wesley Street shall be deteDDined by the Planning ("~.sion after a review and study of planned land uses in the area. Private drives shall connect Wesley Street with Nevada Street, but ~veway connection with Wesley Street shall not connect directly with Larchmont Drive. 5. Construction of these private drives shall be done as part of private development and shall not be conmcnced by City initiative or action at this time.
