PRYOR, CHIEF OF POLICE BY: SHAWN COSGROVE, SUPPORT SERVICES COMMANDER SUBJECT: CONSIDERATION OF RESOLUTION DECLARING SURPLUS PROPERTY DATE: MAY 22, 2018 SUMMARY OF ACTION: Declaration of surplus property and approval to authorize the sale, transfer or disposal of surplus property that is either inoperable or generates unsustainable maintenance costs. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: This action will have no significant impact on finances and will have minimal impact on personnel resources to arrange for the sale, transfer or disposal of the surplus property through a surplus auction house. Funds generated from the sale of one (1) utility vehicle, one (1) portable generator, and one (1) utility trailer will be routed to the general fund. RECOMMENDATION: It is recommended that the City Council: 1) Adopt a Resolution declaring a 1995 Ford E- 350 utility vehicle and Honda generator mounted on utility trailer as surplus and authorizing its sale or disposal; and 2) Adopt a Resolution declaring an existing military generator as surplus property and authorizing its transfer to the City of Grover Beach. BACKGROUND: In 2011, the Police Department acquired a used 1995 ambulance in order to accommodate equipment assigned to members of the San Luis Obispo Regional S.W.A.T. Team. The vehicle was cosmetically modified to support the function of the tactical team and was designated for rapid tactical deployment. In addition, the utility vehicle was commonly used for public events such as Strawberry and Harvest Festivals as a command post and display vehicle. In this time period, the Police Department also acquired several flatbed trailers to accommodate portable generators to be used in the event of a critical incident, which may require a mobile command post. One generator is inoperable and does not serve a practical purpose to the Police Department. The second generator is military surplus and can only be transferred to another law enforcement agency and cannot be sold for profit. Item 9.e. - Page 1 CITY COUNCIL CONSIDERATION OF RESOLUTION DECLARING SURPLUS PROPERTY MAY 22, 2018 PAGE 2 ANALYSIS OF ISSUES: Pursuant to City Administrative Policy C-006, the City periodically replaces standard equipment based on certain criteria. The Police Department has assessed the current fleet and identified one (1) utility vehicle and two (2) generators mounted on utility trailers that are either inoperable or generate continued maintenance costs that are fiscally unsustainable. The 1995 converted ambulance was originally purchased to serve the members of the regional tactical team. This particular vehicle because of age and mileage has created increased maintenance costs to the Police Department. In anticipation of selling this utility vehicle, the Police Department has identified an existing utility fleet vehicle to supplement the tactical team’s needs. The newer utility vehicle accommodates the team member’s equipment and the mileage is substantially lower than the 1995 converted ambulance. Storage of the two (2) trailer/generator combinations are taking up valuable space in the secured parking lot and do not serve a purpose, as the department possesses additional generators that are functional. One (1) inoperable generator will be sold at auction and the other functional generator will be transferred to the City of Grover Beach Police Department for their specified use. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Adopt the Resolutions declaring one (1) utility vehicle and two (2) trailer/generator combinations as surplus and authorize their sale, transfer or disposal; 2. Do not adopt the Resolution; or 3. Provide direction to staff. ADVANTAGES: Approving the recommended action will mitigate continued maintenance costs of older fleet vehicles and equipment, will provide support to the Grover Beach Police Department, and will sustain the needs of the tactical team with no additional costs to the City. DISADVANTAGES: No disadvantaged have been identified. ENVIRONMENTAL REVIEW: No environmental review is required for this administrative action. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. Item 9.e. - Page 2 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING A 1995 FORD E-350 UTILITY VEHICLE AND HONDA GENERATOR MOUNTED ON UTILITY TRAILER AS SURPLUS AND AUTHORIZING ITS SALE OR DISPOSAL WHEREAS, the City of Arroyo Grande (“City”) owns a 1995 Ford E-350 utility vehicle and one (1) portable generator mounted on a utility trailer and the cost of maintenance of this vehicle / property exceeds its value; and WHEREAS, these items can be classified as surplus property and made available for sale to private parties or disposed of. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does declare as surplus the vehicle / property described in Exhibit A attached hereto and incorporated herein by this reference, and authorizes staff to sell/dispose of said vehicle / property in compliance with authorized disposition procedures. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does declare as surplus the military generator described in Exhibit A1 attached hereto and incorporated herein by this reference, and authorizes staff to transfer said property to the City of Grover Beach in compliance with authorized disposition procedures.
