SUBJECT: CONSIDERATION OF RESOLUTION DECLARING SURPLUS
PROPERTY

SUMMARY OF ACTION:
Declaration of surplus property and approval to authorize the sale, transfer or disposal of
surplus property that is either inoperable or generates unsustainable maintenance costs.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
This action will have no significant impact on finances and will have minimal impact on
personnel resources to arrange for the transfer to the Allan Hancock College Police
Academy.
RECOMMENDATION:
It is recommended that the City Council: 1) Adopt a Resolution declaring a Cal West
generator mounted on a utility trailer as surplus and authorizing its transfer to the Allan
Hancock College Police Academy.
BACKGROUND:
In 2011, the Police Department acquired a flatbed trailer to accommodate a portable
generator to be used in the event of a critical incident, which may require a mobile
command post. The generator and trailer no longer serve a practical purpose to the
Police Department or perform any function as specified for its purpose in a critical incident.
The generator was acquired through military surplus and can only be transferred to
another law enforcement association and cannot be sold for profit.
ANALYSIS OF ISSUES:
Pursuant to City Administrative Policy C-006, the City periodically replaces standard
equipment based on certain criteria. The Police Department has assessed the current
fleet and identified the generator mounted on a utility trailer as serving no police purpose.
In addition, the generator and trailer generate continued maintenance costs that are
fiscally unsustainable. Storage of the generator and trailer takes up valuable space in a
secured parking lot and does not serve a purpose, as the department possesses

additional generators and a dedicated mobile command post trailer that are functional.
The generator will be transferred to the Allan Hancock College Police Academy for their
specified use.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Adopt the Resolution declaring one (1) trailer/generator combination as surplus
and authorize their transfer;
2. Do not adopt the Resolution; or
3. Provide direction to staff.
ADVANTAGES:
Approving the recommended action will mitigate continued maintenance costs of older
fleet vehicles and equipment and provide support to the Allan Hancock College Police
Academy with no additional costs to the City.
DISADVANTAGES:
No disadvantaged have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this administrative action.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

ARROYO GRANDE DECLARING AN EXISTING MILITARY
GENERATOR MOUNTED ON A UTILITY TRAILER AS
SURPLUS PROPERTY AND AUTHORIZING ITS
TRANSFER TO THE ALLAN HANCOCK COLLEGE
POLICE ACADEMY
WHEREAS, the City of Arroyo Grande (“City”) has a military surplus generator that is
mounted on a utility trailer, which is no longer of use to the Arroyo Grande Police
Department; and
WHEREAS, the item can be classified as surplus property and made available for transfer
to another law enforcement affiliate only.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande
does declare as surplus the military generator and utility trailer described in Exhibit A
attached hereto and incorporated herein by this reference, and authorizes staff to transfer
said property to the Allan Hancock College Police Academy in compliance with authorized
disposition procedures.
