RESOLUTION NO. 3297
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO . GRANDE ADOPTING THE CITY OF ARROYO
GRANDE EMERGENCY OPERATIONS PLAN, REVISED
JUNE, 1998 (SUPERSEDES RESOLUTION NO. 1743)
WHEREAS, the preservation of life and property is an inherent responsibility of the
local, state, and federal governments; and
WHEREAS, the City of. Arroyo Grande, therefore, has prepared this Emergency
Operations Plan in an effort to assure the most effective and economical use of all
resources (material and human resources) for the maximum benefit and protection of
the population in time of emergency; and
WHEREAS, the City of Arroyo Grande approves and subscribes to those provisions of
the California Emergency Plan and Emergency Resources Management Plan which
apply to local governments, and find that this plan conforms to the state's plans and
is an extension of those plans; and
WHEREAS, the City of Arroyo Grande Emergency Operations. Plan is incompliance
with City of Arroyo Grande Municipal Ordinance No. 120 C.S. and meets all federal
and state criteria as described in the Federal Emergency Management Agency Civil
Preparedness Guide 1-8A and Standardized Emergency Management System (SEMS)
developed by the State Office of Emergency Services (OES) from S8 1841; and
WHEREAS, the basic tenets of emergency preparedness/civil defense are self-help and
mutual aid. The policies, principles, concepts, and procedures contained in this plan
are designed to provide the basis -for the City's emergency organization and emergency
operations; and
WHEREAS, the objectives 'ofthis plan a're to incorporate and coordinate all the facilities
and personnel of the City of Arroyo Grande into an efficient organization capable of
reacting adequately in the face of any disaster; and to conduct such operations as the
nature of the disaster requires, whether. it be to combat a local emergency or to a.ssist
other jurisdictions should they suffer an emergency.
NOW, THEREFORE, the City Council of the City of Arroyo Grande does hereby adopt
the City of Arroyo Grande Emergency Operations Plan (Revised June, 1998).
