R 1929 ')0'/ '-. , RESOLUTICN ID. 1929 RESOLUI'IW OF 'll-m CITY (J)T]tiK::;IL OF THE CITY OF AHROYO GRANDE \OICIN:) SUPlORT FCR STIlDY OF TIlE CDASTAL BRANCH OF TIlE STATE WATER PROJECI' AND WASTE- WATER RECLtMATIW WI1HIN TIlE COT.mY OF SAN LUIS OBISro ! \\l-IEREAS, preliminary drafts of the San Luis Obispo Cbunty Master Water Plan Update indicate that demands for domest ic water wi 11 exceed suppl ies presenOy nvailable on a Cbunty Wide basis; and ~, after preliminary analysis by the Cbunty Engineer it has been determined that the best alternative initial supplemental water supply project considering both economic and environmental concerns is development of the Coastal Branch of the State Water Project; and V\HEREAS, the Ci ty Cbunci 1 of the Ci ty of Arroyo Grande has adopted an Urban Water Management Plan; and V\HEREAS, that plan indicates that a supplemental source of Water will be requi red by the City of Arroyo Grande to sustain a manageable growth rate past the year 2000 to avoid impact ing the present healthy condit ion of the groundwater bas in heavily utilized by agriculture in the South Cbunty; and V\HEREAS , the South Cbunty currently discharges partially reclaimed wastewater into the Pacific Ocean at an average daily rate \vhich exceeds three million gallons; and V\HEREAS, a report entitled Water Reclamation Assessment (Kennedy/Jenks Engineers), dated July, 1982, projects quality, applications, and costs for use of same reclaimed wastewater; and I WHEREAS, the Jenks study arrives at conclusions somewhat different than those sumnarized by the Cbunty Master Water Plan Update; i !UN 1T:lEREIUill BE IT RESOLVED, that the Ci ty Cbunci I of the Ci ty of Arroyo Grande does hereby support the Cbunty Engineer's recommendation to the Board of Supervisers that a study be conducted for the implementation of the State \'later Project Cbastal Branch for the Cbunty's full entitlement and that that study should be coordinated wi th Santa Barbara Cbunty to include a more detai led determination of the pipe line sizes, alignment and project requirements, as well as economic, financial, water quality, and environmental aspects of the project; and BE IT FURTIIEH RESOLVED, that the Ci ty Cbunci 1 encourages the use of reclaimed wastewater as permi tted under the law and requests. the Board of Supervisors to direct Cbunty Staff to continue surveillance for and the distr ibution of current information to water advisors within the Cbunty with regard to the potential development and use of reclaimed wastewater. On motion of Cbunci 1 Member Moots, seconded by Cbunci IlVJember Johnson, and carried on the following vote, to wit: AYES: Mayor Pro Tern Gallagher, and Cbunci 1 Members Johnson and Moots, IDES: None, ABSENT: Mayor Smith and Cbunci 1 Member D.
