GRANDE AND WOMAN'S CLUB COMMUNITY CENTER SITE
ACCESSIBILITY IMPROVEMENTS PROJECT, PW 2016-10

SUMMARY OF ACTION:
Take action to accept the City of Arroyo Grande and Woman's Club Community Center
Site Accessibility Improvements Project and begin the one-year warranty period for any
defects that may arise.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The FY 2017/18 Capital Improvement Program Budget included $61,251 of 2016
Community Development Block Grant (CDBG) funds and $47,025 of Local Sales Tax
Funds for a total available budget of $108,276 for design, construction, administration,
inspection, etc. The recommended action will not impact staff resources.
RECOMMENDATION:
It is recommended the City Council:
1.Accept the project improvements as constructed by RK&G Construction, Inc. in
accordance with the plans and specifications for the City of Arroyo Grande and
Woman's Club Community Center Site Accessibility Improvements Project, PW
2016-10;
2.Direct staff to file a Notice of Completion; and
3.Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
BACKGROUND:
On November 28, 2017, the Council awarded a construction contract to perform the City
of Arroyo Grande and Woman's Club Community Center Site Accessibility
Improvements Project to RK&G Construction, Inc. in the amount of $72,289.40 and
authorized the City Manager to approve change orders in the amount of $7,228.94. On
February 13, 2018, the Council approved an amount of $9,559.36 for an additional

change order for a total available budget of $89,077.70. The contractor’s final
construction cost for this project is $88,964.78.
The project consisted of the construction of a new American with Disability (ADA)
accessible ramp and landing for two of the doors leading to the exterior patio, and a
new ADA accessible path of travel from the rear of the building to an existing landing on
the south side of the building near the parking areas.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications within the contract timelines and within the available budget. There are no
outstanding issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the City of Arroyo Grande and Woman's Club Community Center Site
Accessibility Improvements project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete and accepting the improvements will allow staff to close out the
project. The project improves the overall accessibility of the Community Center facility
and is consistent with the Council goal to support City infrastructure and improve ADA
accessibility.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is needed to accept the project.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
