R.IQJIRIMNTS FOR OFF-S'IREET PARKIID 00
GRAND AVENUE
MiEREAS, it has been recomnended that on-street parking be removed on Grand
Avenue from Halcyon Road to the western City limit; and
\'IJEREAS, the engineering department has performed a traffic study on Grand ~
Avenue between Halcyon Road and the western boundary; and
\'IJEREAS, the result of this study showed 29 accidents between January,
1984, and April, 1985, and personal injuries and property damage resulting from the J
accidents has caused expenditure in excess of $75,000.00; and
NIEREAS, the removing of on-street parking on Grand Avenue would increase
sight distance and provide for right turn only lanes at major intersections, ~ich
will reduce the accident rate on Grand Avenue; and
WHEREAS, the existing right of way can accommodate the installation of
right turn lanes only if the on-street parking is removed on Grand Avenue from
Halcyon Road to the western boundary; and
NIEREAS, it is the opinion of business persons and residents along Grand
Avenue that until alternate off-street parking is developed, it would be a serious
financial hardship to remove on-street parking; and
WHEREAS, that as a condition to issuance of future development permits for
properties on Grand Avenue, the applicants are currently required to provide
alternate parking;

Grande, that on-s treet parking on Grand Avenue between Halcyon Road and the wes tern [
Ci ty I imi ts shall be el iminated imnediately ~ere recent developments have created
off-street parking; and on a piecemeal basis as new development permits are issued;
until 75 percent of a block's'on-street parking is removed, at ~ich time all
remaining parking shall be removed or unti I September 1, 1990, ~en all remaining
on-street parking shall be removed.
On motion of Counci I Member Gallagher, seconded by Counci I Member Moots,
and on the follo~ng roll call vote, to wit:

the foregoing Resolution was passed and adopted the 27th day of August, 1985.
