1. CALL TO ORDER
Mayor Hill called the City Council Meeting to order at 6:00 p.m.
2. ROLL CALL
City Council: Council Members Kristen Barneich, Barbara Harmon and Tim Brown,
Mayor Pro Tern Caren Ray, and Mayor Jim Hill were present.
Staff Present: City Manager Jim Bergman, City Attorney Heather Whitham, Director of
Legislative and Information Services/City Clerk Kelly Wetmore, Director of
Administrative Services Debbie Malicoat, Director of Public Works Bill
Robeson, Chief of Police Beau Pryor, Planning Manager Matt Downing,
and City Engineer Robin Dickerson.

Mayor Hill moved, Council Member Brown seconded, and the motion passed unanimously that
all ordinances presented at the meeting shall be read by title only and all further readings be
waived.
6. SPECIAL PRESENTATIONS
6.a. Introduction of New Employee—Andrew Perez, Assistant Planner.
Community Development Director McClish introduced Andrew Perez as the City's new Assistant
Planner and highlighted his educational and professional background.
6.b. Introduction and Oath of Office— Police Officer Juan Carranza
Chief of Police Pryor introduced Police Officer Juan Carranza, highlighted his educational and
professional background, and facilitated the badge pinning ceremony. City Clerk Wetmore
administered the Oath of Office to Officer Carranza.
7. COMMUNITY COMMENTS AND SUGGESTIONS
Mayor Hill invited public comment. Speaking from the public were: Linda Osty, who offered an
invocation; Patty Welsh, who requested traffic enforcement on Huasna Road; Joshua Aguilar,
Central Coast New Tech High student, who proposed that all public areas of Arroyo Grande be
tobacco free, including dining establishments, entryways, public events, recreation areas, service

areas, sidewalks and work sites; Terry Fowler-Payne, regarding the recent HEAL SLO Healthy
Communities "Health and Housing — Build the Connection" Seminar; Linda Drummy, requested
signage for the Berry Gardens development to identify the neighborhood; and Coleen Kubel,
expressed concern about vandalism and theft of campaign signs and asked that anyone who
witnesses theft or vandalism of signs to report it because candidates spend a lot of money to
purchase campaign signs.
Mayor Hill asked if staff could provide any information regarding traffic enforcement on Huasna
Road. City Manager Bergman responded that speed surveys have been completed and the
Engineer is preparing a final report for City Council consideration which is tentatively scheduled
for the November 13th meeting. Mayor Pro Tem Ray asked if data collected by the Police
Department over the past six months could be provided to Ms. Welsh, with a copy to the City
Council. Police Chief Pryor indicated he could provide data from the radar trailer, as well as traffic
accident, collision and citation data.
8. CITY MANAGER/DIRECTOR REPORTS
No reports were given at this time.
9. CONSENT AGENDA
Mayor Pro Tem Ray requested that Items 9.g. and 9.h. be pulled.
Mayor Hill referred to Item 9.f. and asked if all the work on the Woman's Club Kitchen remodel
project had been completed. City Manager Bergman confirmed that the project is complete and
it is being recommended the City Council accept the project.
Mayor Hill invited public comment on the consent agenda items. No public comments were
received.
Action: Council Member Brown moved, and Council Member Barneich seconded the motion to
approve Consent Agenda Items 9.a. through 9.f., with the recommended courses of action. The
motion passed on the following roll-call vote:

9.a. Consideration of Cash Disbursement Ratification.
Action: Ratified the listing of cash disbursements for the period September 16, 2018
through September 30, 2018.
9.b. Consideration of Approval of Minutes.
Action: Approved the minutes of the Regular City Council Meeting of September 25,
2018, as submitted.
9.c. Consideration of a Side Letter of Agreement to the Service Employees International
Union Local 620 Memorandum of Understanding.
Action: Adopted a Resolution entitled: "A RESOLuTION OF THE CITY COUNCIL OF
THE CITY OF ARROYO GRANDE APPROVING A SIDE LETTER OF AGREEMENT TO
THE MEMORANDUM OF UNDERSTANDING BETWEEN SERVICE EMPLOYEES
INTERNATIONAL UNION LOCAL 620 ARROYO GRANDE CHAPTER AND CITY OF
ARROYO GRANDE".

9.d. Consideration of Appointment to the Arroyo Grande Tourism Business
Improvement District Advisory Board.
Action: Appointed April Schirmer to the Arroyo Grande Tourism Business Improvement
District Advisory Board.
9.e. Consideration of an Amendment to the Fiscal Year 2018-19 Capital Improvement
Program Budget.
Action: Approved an amendment to the Fiscal Year 2018-19 Capital Improvement
Program budget to add funds donated by the Woman's Club of Arroyo Grande in the
amount of $10,600 for the City of Arroyo Grande and Woman's Club Community Center
Interior Lighting Project, PW 2018-07.
9.f. Consideration of Acceptance of the City of Arroyo Grande and Woman's Club
Community Center Kitchen Renovation Project, PW 2016-01.
Recommended Action: Accepted the project improvements as constructed by Effect
Contractors in accordance with the plans and specifications for the City of Arroyo Grande
and Woman's Club Community Center Kitchen Renovation Project, PW 2016-01.
ITEMS PULLED FROM THE CONSENT AGENDA
Mayor Pro Tem Ray referred to Items 9.g. and 9.h. and noted that the safety measures for each
event were not included in the current budget and suggested that these costs be included in the
FY2019-20 Budget during the Mid-Year Budget review. City Manager Bergman responded that
he would bring this issue forward during the Mid-Year Budget review.
Action: Mayor Pro Tem Ray moved, and Council Member Barneich seconded the motion to
approve Consent Agenda Items 9.g. through 9.h., with the recommended courses of action. The
motion passed on the following roll-call vote:

9.g. Consideration of Temporary Use Permit Case No. 18-017; Authorizing "Halloween
in the Village" on Wednesday, October 31, 2018 and Directing Staff to Implement
Related Safety Measure Including No Parking Zones, Street Closures and Warning
Devices.
Action: Adopted a Resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARROYO GRANDE APPROVING TEMPORARY USE PERMIT 18-017
AUTHORIZING `HALLOWEEN IN THE VILLAGE" ON WEDNESDAY, OCTOBER 31,
2018 AND DIRECTIRNG STAFF TO IMPLEMENT RELATED SAFETY MEASURES
INCLUDING NO PARKING ZONES AND STREET CLOSURES", and appropriate$5,435
from the General Fund Reserve to facilitate implementation of safety measures for the
event.
9.h. Consideration of Temporary Use Permit Case No. 18-015; Authorizing the Village
Christmas Parade on Sunday, November 25, 2018 and Directing Staff to Implement
Related Safety Measures Including No Parking Zones, Street Closures and Warning
Devices.
Action: Adopted a Resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARROYO GRANDE APPROVING TEMPORARY USE PERMIT 18-015

GRANDE VILLAGE CHRISTMAS PARADE, NOVEMBER 25, 2018'; and appropriate
$5,000 from the General Fund Reserve to facilitate implementation of safety measures for
the event.
10. PUBLIC HEARINGS
10.a. Consideration of an Ordinance Making Administrative Updates to Various Sections
of Title 2 (Administration and Personnel), Title 10 (Vehicles & Traffic), Title 12
(Streets, Sidewalks, and Public Places), and Title 16 (Development Code) of the
Arroyo Grande Municipal Code (Development Code Amendment No. 18-004);
Location Citywide.
Community Development Director McClish presented the staff report and recommended the
Council introduce an Ordinance making administrative updates to various sections of Titles 2, 10,
12, and 16 of the Arroyo Grande Municipal Code to reassign duties previously assigned by the
Arroyo Grande Municipal Code to the Traffic Commission, Historical Resources Committee and
Parks and Recreation Commission.
Mayor Hill opened the public hearing. Hearing no public comments, Mayor Hill closed the public
hearing.
Mayor Hill requested that the City Attorney read the full title of the Ordinance. City Attorney
Whitham read the full title of the Ordinance, as follows: "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF ARROYO GRANDE MAKING ADMINISTRATIVE UPDATES TO
VARIOUS SECTIONS OF TITLE 2 (ADMINISTRATION AND PERSONNEL), TITLE 10
(VEHICLES AND TRAFFIC), TITLE 12(STREETS, SIDEWALKS AND PUBLIC PLACES)AND
TITLE 16 (DEVELOPMENT CODE) OF THE ARROYO GRANDE MUNICIPAL CODE."
Mayor Pro Tern Ray noted that consistent with her previous vote against disbanding the three
advisory boards, she would be voting against the proposed Ordinance.
Action: Council Member Brown moved to introduce the Ordinance as read in title by City Attorney
Whitham. Council Member Barneich seconded the motion, and the motion passed on the
following roll-call vote:

12. NEW BUSINESS
12.a. Receive Information Regarding City Neighborhood Traffic Calming Guidelines.
Community Development Director McClish presented the staff report and recommended the City
Council receive and file information regarding the City's Neighborhood Traffic Calming Guidelines.
Director McClish and Police Chief Pryor responded to questions from Council.

Mayor Hill invited public comment. Speaking from the public were John Mack, thanked Chief
Pryor for traffic enforcement efforts in the Berry Gardens neighborhood, that he has witnessed
tickets being issued, stated that he believes the previous traffic study is incorrect regarding the
number of accidents in the neighborhood, opposed having a petition signed for implementing
traffic measures; and expressed concern that two stop signs in Berry Gardens are not being
observed; Pat Lynch, expressed concern about traffic speed in the Berry Gardens neighborhood;
Michael Morrow, expressed concern about traffic not stopping at stop signs within the Berry
Gardens neighborhood and pedestrian safety; Kathy Andrews, stated she has seen an increase
in traffic with the increase of homes in the area surrounding Berry Gardens ; Ed Cox, Todd Lane
resident, asked when the last traffic study was conducted on Fairs Oaks and expressed concern
about turning left from Todd Lane onto Fair Oaks with the increase of density in uses; Linda
Drummy, commented on traffic cutting through from Oak Park Blvd to Blackberry to Grand Avenue
to avoid signals, and stated traffic calming measures are needed on Blackberry such as speed
humps; Patricia Price, stated she was listening to people expressing concern for public safety and
encouraged the Council to consider traffic calming measures; Fernando Garcia, Berry Gardens
resident, stated he looked at his surveillance system and did not see any speeding issues,
commented that the Police Department is conducting traffic enforcement, referred to the Specific
Plan for the development which identifies Courtland as a collector road meant to alleviate traffic
from Oak Park Blvd, and stated there is not a speeding problem on Blackberry. No further public
comments were received.
Staff responded to additional questions from Council and brief discussion ensued regarding
lighted stop signs.
Following Council comments, City Manager Bergman summarized Council direction to staff to
look into options for more visible stop signs that would illuminate during peak traffic times, paint
better markings on the streets, hold off on painting speed limits on the road, and coordinate with
the Post Office to discuss options for relocating some of the mailboxes to reduce the need for
residents to cross the street.
No formal action was taken on this item. The report was received and filed.
13. COUNCIL COMMUNICATIONS
Council Member Harmon announced that on Saturday, October 13th, from 10:00 am to 2:00 pm,
the Five Cities Fire Authority will have an open house in observance of Fire Prevention Week,
and also announced that flu shots will be available at the Arroyo Grande Fire Station on October
21st from 9:00 a.m. to noon, sponsored by the San Luis Obispo Health Department.
Council Member Barneich announced that HEAP Funds will be discussed on November 7th, that
the time and location is to be determined and will be announced at a later time; and thanked
everyone who attended the Empty Bowls fundraiser event which raised $44,000.
14. COMMUNITY COMMENTS AND SUGGESTIONS
Susan Garcia, Berry Gardens resident, commented that Berry Gardens is a great neighborhood,
acknowledged that the police have been patrolling traffic which is great, and suggested the use
of lighted crosswalks in Berry Gardens in the area of the stop signs, and also commented that it
is very important that the Council has control of its meetings, to ensure that audience members
are not speaking during public comment when others are at the podium; and Coleen Kubel,

explained that Chief Pryor was outside speaking to the people who were talking and stated he
was already taking care of the problem.
