CALL TO ORDER Mayor Pro Tem Ray called the City Council Meeting to order at 6:00 p.m. 2. ROLL CALL City Council: Council Members Kristen Barneich, Barbara Harmon, Tim Brown, and Mayor Pro Tem Caren Ray were present. Mayor Jim Hill was absent. Staff Present: City Manager Jim Bergman, City Attorney Heather Whitham, Director of Legislative and Information Services/City Clerk Kelly Wetmore, Director of Public Works Bill Robeson, Director of Community Development Teresa McClish, Director of Recreation Services Sheridan Bohlken, and Planning Manager Matt Downing. 3. MOMENT OF REFLECTION 4. FLAG SALUTE Loni Kuentzel, representing Central Coast Senior Center, led the Flag Salute. 5. AGENDA REVIEW 5.a. Closed Session Announcements. None. 5.b. Ordinances Read in Title Only. Council Member Brown moved, Council Member Barneich seconded, and the motion passed unanimously that all ordinances presented at the meeting shall be read by title only and all further readings be waived. 6. SPECIAL PRESENTATIONS 6.a. Mayor’s Commendation Recognizing Larry Daly for his Volunteer Efforts at the Halloween Carnival & Haunted Maze. Mayor Pro Tem Ray presented a Commendation to Larry Daly in recognition of his work to design and construct the Annual Halloween Haunted Maze, stating the commitment of time and labor he provided over the course of two days to ensure the maze was constructed safely and completed on time is very much appreciated. 6.b. Mayor’s Commendation Recognizing LifePoint Church for their Volunteer Efforts at the Halloween Carnival & Haunted Maze. Mayor Pro Tem Ray presented a Commendation to LifePoint Church in recognition of the volunteer efforts by its members to deliver, assemble, and disassemble 12 carnival games for the Annual Halloween Carnival and Haunted Maze event, stating the carnival games provided by LIfePoint Church offered fun and entertainment for over 1,000 attendees. Mayor’s Commendation Recognizing the Key Club of Nipomo High School for their Volunteer Efforts at the Halloween Carnival & Haunted Maze. Mayor Pro Tem Ray presented a Commendation to members of the Key Club of Nipomo High School in recognition of their volunteer efforts to assist with the set-up of the Annual Halloween Carnival and Haunted Maze event, stated that the members of this youth service group went above and beyond by staying an additional two hours past their scheduled shift to operate the Halloween carnival games, and that the Key Club’s support and willingness to go the extra mile, as well as the Club’s dedication and commitment to the City and community, is admirable. 6.d. Honorary Proclamation Declaring November 2018 as “National Hospice Palliative Care Month”. Mayor Pro Tem Ray presented an Honorary Proclamation declaring November 2018 as “National Hospice Palliative Care Month”. Paola Reyes, representing Hospice SLO County, accepted the Proclamation. 7. COMMUNITY COMMENTS AND SUGGESTIONS Mayor Pro Tem Ray invited public comment. Speaking from the public were: Linda Osty, who offered an invocation and announced that the Five Cities Rotary Club would be sponsoring a free movie night at Fair Oaks Theater on December 8th at 10:30 am and to bring a non-perishable item or unwrapped toy for donation to the Boys and Girls Club; John Nibbio, representing Family Care Network, thanked the City and Council Member Brown for its past support of the organization and provided an update on its improvement project, thanked the Police Department for supporting foster youth in the community, and introduced Araceli, a youth partner with Family Care Network, who presented an award to the City Council thanking them for their support of foster youth in the City. 8. CITY MANAGER/DIRECTOR REPORTS City Manager Bergman announced the grand opening of the Aldi grocery store; reported that he, Chief Pryor and Council Member Barneich attended a recent Homeless Coalition meeting; announced the upcoming 41st Annual Turkey Trot to be held on Sunday, November 18th at 1:00 pm at Arroyo Grande High School; announced the Village Improvement Association (VIA) has turned on the tree lights in the Village; announced the Christmas Parade will be held in the Village on Sunday, November 25th at 5:00 pm; and announced the VIA will be hosting Elegant Night in the Village on December 2nd at 4:00 pm. 9. CONSENT AGENDA Mayor Pro Tem Ray invited public comment on the consent agenda items. No public comments were received. Action: Council Member Brown moved, and Council Member Harmon seconded the motion to approve Consent Agenda Items 9.a. through 9.e., with the recommended courses of action. Consideration of Cash Disbursement Ratification. Action: Ratified the listing of cash disbursements for the period October 16, 2018 through October 31, 2018. 9.b. Consideration of Approval of Minutes. Action: Approved the minutes of the Regular City Council Meeting of October 23, 2018, as submitted. 9.c. Consideration of Resolution Declaring Surplus Property. Action: Adopted a Resolution entitled: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING CERTAIN PROPERTY AS SURPLUS AND AUTHORIZING ITS DISPOSAL”. 9.d. Consideration of Cancellation of December 25, 2018 City Council Meeting. Action: Cancelled the regularly scheduled Council meeting of December 25, 2018 due to the holiday. 9.e. Consideration of a Regional Surface Transportation (RSTP) Exchange/Surface Transportation Block Grant (STBG) Cooperative Agreement with the San Luis Obispo Council of Governments. Action: 1) Adopted a Resolution entitled: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AUTHORIZING THE MAYOR TO EXECUTE SAN LUIS OBISPO COUNCIL OF GOVERNMENTS REGIONAL SURFACE TRANSPORTATION (RSTP) EXCHANGE/SURFACE TRANSPORTATION BLOCK GRANT (STBG) COOPERATIVE AGREEMENT NO. AG-FAST-01”, and 2) Directed the City Clerk to submit the RSTP Exchange/STBG Cooperative Agreement No. AG-FAST- 01 and the Resolution to the San Luis Obispo Council of Governments. 10. PUBLIC HEARINGS 10.a. Consideration of Preliminary Approval of Community Development Block Grant (CDBG) Projects for Year 2019. Planning Manager Downing presented the staff report and recommended that the Council provide preliminary approval of proposed projects to be funded with the City’s allocation of Community Development Block Grant funds for the Year 2019. Staff responded to questions from Council. Council and staff discussion ensued regarding the proposed funding under the public facilities category for curb ramp installation on Castillo del Mar and other areas adjacent to schools as it relates to meeting the criteria for CDBG funding; that there are other areas of the City, including crosswalks, that need to be improved; that one of the City’s priorities is addressing Americans with Disabilities (ADA) accessibility deficiencies, including the installation of curb ramps; and a suggestion that staff bring forward a list of eligible barrier removal projects for the Council to prioritize within the amount available for CDBG funding. Mayor Pro Tem Ray opened the public hearing. Speaking from the public were Janna Nichols, representing 5Cities Homeless Coalition, expressed appreciation for the partnership they have with the City, and explained how the grant funding has been used for its housing programs; Jim Guthrie, commented on the original intent and goal of the Jim Guthrie Community Service Grant Program to provide funding to non-profit organizations to make the application process more efficient and streamlined, commented that the CDBG program should fund all the public services projects such as the barrier removal projects, and suggested the Council should either eliminate the Community Services Grant Program altogether or establish specific criteria to make the Item 9.c. - Page 3 Minutes: City Council Meeting Page 4 Tuesday, November 13, 2018 process simple for staff; Keith Storton, stated that he would have to do more research on both programs and how funding is awarded, but stated it sounded like this proposal would be a one- time donation to the 5Cities Homeless Coalition, and from this point forward, funding would go toward street repairs and needs related to ADA accessibility; inquired about the timeline for the Grand Avenue Master Plan as it relates to potential crosswalk improvements, and referred to the curb ramp project on Castillo del Mar and inquired if there would be future logistical problems or cost to the City it this project is not addressed immediately, and stated he liked the idea of presenting the Council with a list of projects to consider potential emergency needs where the CDBG funding could be used. Hearing no further public comments, Mayor Pro Tem Ray closed the public hearing. Action: Council Member Harmon moved to provide preliminary approval, specifically for the allocation of $7,500 for the public services category to the 5Cities Homeless Coalition, with the remainder of the funds in the amount of $56,148 to be used for barrier removal projects under the public facilities category. Council Member Brown seconded the motion, and the motion passed on the following roll-call vote: AYES: Harmon, Brown, Barneich, Ray NOES: None ABSENT: Hill 11. OLD BUSINESS None. 12. COUNCIL COMMUNICATIONS Council Member Harmon provided an update on Five Cities Fire Authority staff that have been called out to provide fire suppression efforts at the Malibu fire and thanked all personnel for their service; announced that the Arroyo Grande Woman’s Club will be having their 11th Annual Artesian Fair on November 17th with proceeds supporting scholarships and charitable efforts. Council Member Brown announced that the Integrated Waste Management Authority meeting would be on November 14th at 1:30pm to discuss the Request for Proposals for a forensic audit. Council Member Barneich also commented on all the law enforcement and fire personnel from the area that have been dispatched to the fires in Southern California. Mayor Pro Tem Ray commented that the City has an urban forest and significant open space with potential for fires, and requested that the City Manager, in his next City Manager’s report, address how we are ready, as a City, for possibilities here to ensure the community’s protection. 14.
