CC 2019-01-22_11a Renaming Elm St Center and Certain Facilities at Rancho Grande Park MEMORANDUM TO: CITY COUNCIL FROM: SHERIDAN BOHLKEN, RECREATION SERVICES DIRECTOR SUBJECT: CONSIDER REQUEST TO RENAME THE ELM STREET COMMUNITY CENTER AND TO NAME CERTAIN FACILITIES LOCATED AT RANCHO GRANDE PARK DATE: JANUARY 22, 2019 SUMMARY OF ACTION: Consideration of a request to rename the Elm Street Community Center the “Mark M. Millis Community Center”, and to name the children’s playground facility at Rancho Grande Park the “Mel Cottrell Children’s Playground”. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The estimated cost for replacing two street signs at the Elm Street Community Center would cost approximately $51 per sign, plus materials and staff time to replace the wooden sign in front of the building. Signage for the Elm Street Community Center and the playground facility at Rancho Grande Park will not exceed $1,000.00. A mid-year budget adjustment may be needed to allocate funds for these two sign projects. RECOMMENDATION: Consider a request by Mayor Ray Russom to: 1) adopt a Resolution to rename the Elm Street Community Center to “Mark M. Millis Community Center”, in honor of his civic service to the City of Arroyo Grande; and 2) adopt a Resolution to name the children’s playground facility at Rancho Grande Park the “Mel Cottrell Children’s Playground” in recognition of his volunteerism, community service, and donations benefitting the City of Arroyo Grande. BACKGROUND: On February 14, 1967, the City Council adopted Resolution No. 735 (Attachment 1), which established policies for the naming of public parks. This policy guided the naming of public parks until June 24, 2014, when the City Council adopted Resolution No. 4603 amending the policy (Attachment 2). At the December 11, 2018 City Council meeting, Mayor Ray Russom requested, and the Council concurred, to schedule a future agenda item proposing to rename parks and/or park facilities after Mark M. Millis and Mel Cottrell. Item 11.a. - Page 1 CITY COUNCIL CONSIDER REQUEST TO RENAME THE ELM STREET COMMUNITY CENTER AND TO NAME CERTAIN FACILITIES LOCATED AT RANCHO GRANDE PARK JANUARY 22, 2019 PAGE 2 ANALYSIS OF ISSUES: The current park naming policy for the City of Arroyo Grande is guided by the following policies: 1. Parks and recreation areas of sufficient size, which are to be used for recreational purposes shall be given Spanish names and identified as a park. 2. Park areas which are too small to provide recreational facilities, are located or designed primarily to serve purposes other than recreation, shall be called “Pocket Parks.” 3. In cases where a “Park” or “Pocket Park” has been donated in part or in its entirety for park purposes to the City of Arroyo Grande, if so recommended by the Parks and Recreation Commission, said “Park” or “Pocket Park” may commemorate the name of the person or person’s instrumental in said gift to the City. 4. In cases where land is already owned by the City and a majority of funds have been donated for the purpose of developing or renovation the park and the donor has made important contributions to the Arroyo Grande community, upon recommendation by the Parks and Recreation Commission, said “Park” or “Pocket Park” may commemorate the person or persons instrumental in said gift to the City. 5. In cases in which public property cannot be identified as set forth in Sections 1, 2, 3, and 4 hereof, upon recommendation of the Parks and Recreation Commission, said property may be identified by other appropriate names. Due to the disbandment of the Parks and Recreation Commission and adoption of Ordinance No. 695 (Attachment 3), this item is coming directly before the City Council for consideration. At a future date, staff will come before the City Council with an amendment to the current park naming policy to remove the reference to the Parks and Recreation Commission. ‘Important contributions’ stated in Section 4 of the park naming policy may include, but are not limited to the following: a) Enhances the lives of the members of the community, b) Fosters a sense of community identity and pride, c) Promotes the preservation and use of historic resources, d) Engages in actions to improve the environmental health and aesthetics of the community, and e) Improves the local economy by attracting tourism or other businesses to the community. Mark M. Millis has been serving the community of Arroyo Grande since 1972 when he began serving on the City Council. Over 18 years, he made significant contributions to effect positive changes and improvements to the City. He served on the City Council from 1972-1980, serving the last 2 years of his term as the appointed Mayor. He was elected as Council Member again from 1980-1984 and 1986-1988, before running for and being elected as Mayor in 1988. He served two terms as directly elected Mayor through 1992. He also served on various boards and advisory committees, aiding as a leading proponent of parks and recreation, and recognizing the importance of family participation in recreational activities in creating lasting relationships within our community (Attachments 4 & 5). Item 11.a. - Page 2 CITY COUNCIL CONSIDER REQUEST TO RENAME THE ELM STREET COMMUNITY CENTER AND TO NAME CERTAIN FACILITIES LOCATED AT RANCHO GRANDE PARK JANUARY 22, 2019 PAGE 3 Mel Cottrell has been a co-sponsor for special projects within City facilities and an active volunteer at Rancho Grande Park. In 2012, Mel and Jan Cottrell donated two shade structures at Rancho Grande Park totaling over $23,000. In 2016, Mel and Jan Cottrell also donated the audio/visual system at the Woman’s Club Community Center. Over the last 12 years, Mr. Cottrell has also made a significant impact on the community through his volunteerism. He has volunteered his time on a routine, if not daily basis to monitor and address the maintenance of Rancho Grande Park by drying the slides for the children to use after inclement weather, filling in gopher holes in the fields for use by children and other park goers, monitoring and disposing of trash, cleaning bathrooms, refilling doggie bags that he himself purchased, and demonstrating a general altruistic presence of care, concern, and responsibility of the park. Mel Cottrell has also been awarded on two separate occasions the Community Service Award for dedication and service to the City. Naming the children’s playground in commemoration of Mel Cottrell would be consistent with the park naming policy. The children’s play area at Rancho Grande Park is an ideal location to name after Mel Cottrell due to his interest of keeping the park clean, safe, and accessible for children and families. ADVANTAGES: Approval of naming the Elm Street Community Center in commemoration of Mark M. Millis and naming the playground area in commemoration of Mel Cottrell at Rancho Grande Park will provide recognition to two very dedicated and community-minded individuals. These actions also support the City’s organizational values by honoring individuals who have demonstrated pride in their community through service, professionalism, teamwork, and commitment. DISADVANTAGES: There may be citizens who do not agree with these considerations. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Adopt the proposed Resolutions to rename the Elm Street Community Center to the “Mark M. Millis Community Center” and to name the children’s playground facility at Rancho Grande Park the “Mel Cottrell Children’s Playground”; 2. Adopt one of the two proposed Resolutions and defer consideration of the other until a later date; 3. Do not adopt either Resolution; or 4. Provide other direction to staff. ENVIRONMENTAL REVIEW: No environmental review is required for this item. Chapter 2.18 of the Arroyo Grande Municipal Code is hereby amended to add Sections 2.18.090 and 2.18.100 of the Arroyo Grande Municipal Code to read in their entirety as follows: 2.18.090 -Historic Designation. The planning commission may nominate places, properties, structures or areas, which they recommend be considered for local, state or national historical designation or considered as an important setting or contributing to the historic character of the surrounding environment. 2.18.100 -Guiding purposes in reviewing projects and Historic Designations. In reviewing potential designations, the planning commission shall be guided by the following purposes and intent: A. Promote the designation, preservation, restoration, safety and use of historic struptures to enrich the lives of future generations, providing opportunities to enjoy and learn about the community's history; C. This Ordinance is exempt from CEQA pursuant to CEQA Guidelines Section15061(b)(3) which is the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment and CEQA does not apply where it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment. SECTION 5. A summary of this Ordinance shall be published in a newspaper published and circulated in the City of Arroyo Grande at least five (5) days prior to the City Council meeting at which the proposed Ordinance is to be adopted. A certified copy of the full text of the proposed Ordinance shall be posted in the office of the City Clerk. Within fifteen (15) days after adoption of the Ordinance, the summary with the names of those City Council members voting for and against the Ordinance shall be published again, and the City Clerk shall post a certified copy of the full text of such adopted Ordinance. This Ordinance shall take effect and be in full force and effect thirty (30) days after its passage. SECTION 6.
