SPECIFICATIONS AND ENVIRONMENTAL EXEMPTION FOR THE
SIERRA DRIVE DRAINAGE IMPROVEMENTS PROJECT, PW 2018-02

SUMMARY OF ACTION:
Authorization to solicit bids to install drainage improvements along Sierra Drive to help
alleviate flooding conditions during certain storm events. Bids are due by April 23, 2019,
with work anticipated for June and July 2019.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The FY 2018/19 and 2019/20 Capital Improvement Program Budget includes an
allocation of $214,600 for the design, inspection, construction, and contingencies of the
subject project. Staff time will be necessary to oversee the construction of the project.
RECOMMENDATION:
It is recommended the City Council:
1. Approve the construction plans and specifications for the Sierra Drive Drainage
Improvements Project, PW 2018-02;
2. Authorize the City Clerk to advertise for construction bids;
3. Find that the project is categorically exempt from the California Environmental Quality
Act (CEQA) pursuant to Guidelines Section 15301(c); and
4. Direct the City Clerk to file a Notice of Exemption.
BACKGROUND:
When Sierra Drive and Hillcrest Drive were originally developed, on a hill within the
County of San Luis Obispo, little consideration was given to drainage. The City of Arroyo
Grande has since annexed the area, and inherited the layout of the roads and the
drainage system. The area is mostly a built-out situation, where the majority of the lots
are developed with single family residences. There are two storm drains and no storage

provided to address storm water flow for major portions of both roads. Currently Sierra
Drive conveys the majority of the flow from the hill along an asphalt concrete (AC) dike
located on the north side of the street, down to Oak Park Boulevard.
For the past few years and during certain strong storm events, there has been a concern
regarding the state of the drainage infrastructure. In particular, the bubbler box at 1501
Sierra which conveys water via a 15-inch pipe from uphill Hillcrest Drive; the deteriorating
AC dike along Sierra Drive; and the introduction of storm water flow from Sierra Drive
onto Oak Park Boulevard.
Over the past year, City staff has worked with the design consultant to perform a drainage
analysis including a calculation of the estimated storm water flows and an evaluation of
the drainage patterns and existing infrastructure along Sierra Drive. Following this
analysis, the design consultant presented alternative improvements to address the
drainage. An alternative that utilizes existing rights of ways was determined to be the most
feasible.
In order to bid the project and provide immunity to the City, the City Council approves the
specifications prior to the construction bidding process. Also, the scope of work is required
to be environmentally cleared prior to bidding.
ANALYSIS OF ISSUES:
The project scope of work involves the replacement of the existing bubbler box to redirect
drainage that enters onto Sierra Drive, removal and replacement of the existing
deteriorating AC dike along Sierra Drive, and the installation of a catch basin at the base
of Sierra Drive to capture the storm water and convey it under Oak Park Boulevard into
the existing underground storm drain system.
The proposed contract time is 30 working days. Should successful bids be received and
a construction contract awarded, work is expected to be performed during June and July
2019. Project plans and specifications are available for review at the Public Works
Department.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve recommendations as proposed;
2. Do not approve recommendations and request further information;
3. Modify recommendations and approve; or
4. Provide direction to staff.

ADVANTAGES:
The drainage improvements will eliminate storm water flow across Oak Park Boulevard
and reduce the potential of storm water leaving Sierra Drive and entering adjacent
properties. The project is consistent with the City Council goal to support City
infrastructure.
DISADVANTAGES:
There will be traffic inconveniences to the travelling public during construction. These will
be minimized as much as possible and the project specifications require the contractor to
notify affected residents in advance. Staff will monitor the traffic control to conform to the
requirements of the Municipal Uniform Traffic Control Devices manual (MUTCD) to
mitigate any negative effects.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Guideline Section 15301(c) for the repair, maintenance or minor alteration of
existing streets and gutters.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
