CC 2019-03-12_08d Lift Station No 1 Force Main Replacement ProjectMEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SHANE TAYLOR, UTILITIES MANAGER SUBJECT: CONSIDERATION TO APPROVE CONSTRUCTION PLANS AND SPECIFICATIONS AND ENVIRONMENTAL EXEMPTION FOR THE LIFT STATION NO. 1 FORCE MAIN REPLACEMENT PROJECT, PW 2017-07 DATE: MARCH 12, 2019 SUMMARY OF ACTION: Authorization to solicit bids for the replacement of the Lift Station No. 1 force main, which is a major component of the City’s sewer system. Bids are due by April 23, 2019, with work anticipated from July to November 2019. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The FY 2018/19 and 2019/20 Capital Improvement Program Budget includes an allocation of $1,164,880 for the design, inspection, construction, and contingencies of the subject project. Staff time will be necessary to oversee the construction of the project. RECOMMENDATION: It is recommended the City Council: 1. Approve the construction plans and specifications for the Lift Station No. 1 Force Main Replacement Project, PW 2017-07; 2. Authorize the City Clerk to advertise for construction bids; 3. Find that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15301(b); 4. Direct the City Clerk to file a Notice of Exemption. BACKGROUND: Lift Station No. 1 is the largest of the City’s five sewer lift stations and conveys approximately 17% of the City’s total wastewater flow. The lift station was constructed in 1973 and includes over 3,000 feet of 8-inch cast iron force main that travels within West Branch Street, crosses under Highway 101 and discharges to a manhole located on El Camino Real. Because of this series of breaks, the replacement of the force main is identified as a necessary project in the City’s adopted Wastewater System Master Plan, December 2012. The most recent break was in December 2015. On April 24, 2018, the Council approved a purchase order with MKN & Associates, Inc. for the design to replace the Lift Station No. 1 force main. Since then, City staff has worked with MKN to complete the design, which includes the elimination of the Highway 101 undercrossing. In order to bid the project and provide immunity to the City, the City Council approves the specifications prior to the construction bidding process. Also, the scope of work is required to be environmentally cleared prior to bidding. ANALYSIS OF ISSUES: The project scope of work consists of the installation of approximate 3,500 linear feet of 8-inch sewer force main pipe along West Branch Street between Oak Park Boulevard and Brisco Road using horizontal directional drilling (HDD) techniques. HDD will help minimize traffic impacts during construction, in particular around the Five Cities Center area. The proposed contract time is 90 working days. Should successful bids be received and a construction contract awarded, work is expected to be performed from July to November 2019. Project plans and specifications are available for review at the Public Works Department. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve recommendations as proposed; 2. Do not approve recommendations and request further information; 3. Modify recommendations and approve; or 4. Provide direction to staff. ADVANTAGES: The force main replacement will help eliminate the probability of more frequent breaks in the future and greatly reduces the risk for the potential of substantial fines that can be imposed as a result of these breaks. The project abandons the current crossing under Highway 101 which will eliminate potential liability should there be a break or a failure if the force main were to remain under Highway 101. The project is consistent with the City Council goal to support City infrastructure. Staff will monitor the traffic control to conform to the requirements of the Municipal Uniform Traffic Control Devices manual (MUTCD) to mitigate any negative effects. City inspectors will be at the site during construction to make adjustments for any isolated instances. In addition, City staff and the construction manager for the project will notify and coordinate with adjacent businesses and residents along the proposed force main route to ensure they are notified in advance of upcoming activities. ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Section 15301(b) covering the repair and maintenance of existing facilities of publicly-owned utilities used to provide sewerage.
