CC 2019-06-11_11a Alternatives for 2019 Street Repairs Project MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ALTERNATIVES FOR THE 2019 STREET REPAIRS PROJECT, PW 2019-01 DATE: JUNE 11, 2019 SUMMARY OF ACTION: The City Council will review and select a preferred alternative for the 2019 Street Repairs Project which may result in a change to the previous multi-year plan for the 2018 Street Repair project (James Way). IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: An allocation of $825,000 of Local Sales Tax funds, $70,000 of Urban State Highway Account (USHA) funds, and $296,473 of Senate Bill 1 (SB1) monies are earmarked for the Pavement Management Program in the FY 2019-20 Capital Improvement Program budget. It is anticipated that approximately $534,305 will be carried over from FY 2018- 19 for a total available budget of $1,725,778. Of this overall budget, it is estimated there will be approximately $1,440,070 available for construction and $144,008 for construction contingencies. RECOMMENDATION: Review alternatives for the 2019 Street Repairs Project and select Alternative 2 - West Branch Street as the preferred alternative. BACKGROUND: On April 10, 2018, the City Council reviewed treatment options for the 2018 Street Repairs project (James Way) and selected Alternative 1 - Digouts and Overlay as the preferred alternative. The fiscal impact estimated that 2-1/2 years of the City’s Pavement Management Program budget would be dedicated to James Way. As follow-up to Council’s action, the digouts were completed in Summer 2018 and the curb ramps and overlay were scheduled to be performed in the subsequent years (e.g., 2019 and 2020). The winter rains of 2019 were more significant than prior years which has caused a critical arterial, West Branch Street, to move into a critical point of deterioration and will most likely move into a reconstruction category without immediate repairs. The other critical arterial that is moving into a reconstruction category is Traffic Way. Item 11.a. - Page 1 CITY COUNCIL CONSIDERATION OF ALTERNATIVES FOR THE 2019 STREET REPAIRS PROJECT, PW 2019-01 JUNE 11, 2019 PAGE 2 ANALYSIS OF ISSUES: Staff and its pavement design consultant have analyzed James Way and believe that the digouts previously completed are effective and could hold up another year or two without deteriorating while awaiting an overlay. West Branch Street on the other hand, in its current condition, may not be able to withstand another rainy season and could move into a reconstruction category. In order to preserve West Branch Street, digouts versus an overlay was investigated. An overlay is considered an alteration of a street under the Americans with Disabilities Act (ADA) and would trigger the City’s obligation to provide ADA compliant curb ramps where pedestrian walkways intersect the resurfaced street. While an overlay may be less expensive than digouts, the cost to replace 22 non-compliant curb ramps would most likely outweigh any cost savings of an overlay. The estimated cost to perform digouts on West Branch Street is $1.4M and will correct the roadway’s structural deficiencies. Staff also looked at digouts on Traffic Way (estimated at $315K) and believes that it would be cost effective to perform digouts while a contractor is mobilized on West Branch Street and could be considered as a bid alternate should favorable bids be received. In addition, while a contractor is mobilized another bid alternate to be considered would be to refresh the striping on James Way while it awaits an overlay. Because of the significant investment needed for both James Way and West Branch Street, and the impact to the City’s Pavement Management Program budget which would result in the delay of addressing other roads in the City, staff is requesting direction from Council. Alternative 1 - James Way 2019 Curb Ramps on James Way 2020 Overlay and Striping on James Way Alternative 2 - West Branch Street 2019 Base Bid: Digouts and Striping on West Branch Street Bid Alt 1: Digouts and Striping on Traffic Way Bid Alt 2: Refresh Striping on James Way 2020 Curb Ramps on James Way 2021 Overlay and Striping on James Way ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve staff’s recommended treatment of Alternative 2 - West Branch Street; or 2. Approve Alternative 1 - James Way; or 3. Direct Staff to investigate other potential streets; or 4. Provide other direction to staff. DISADVANTAGES: Selection of either alternative reduces available funding for other street maintenance projects. ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Section 15301(c) covering the repair and maintenance of existing streets, sidewalks, gutters and similar facilities. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2.
