CC 2019-07-23_08g Accept Sierra Drive Drainage Improvements ProjectMEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE SIERRA DRIVE DRAINAGE IMPROVEMENTS PROJECT, PW 2018-02 DATE: JULY 23, 2019 SUMMARY OF ACTION: Acceptance of the Sierra Drive Drainage Improvements Project and beginning of the one-year warranty period for any defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: An allocation of $214,600 of Local Sales Tax funds was included in the Capital Improvement Program (CIP) budget for drainage improvements on Sierra Drive. It is estimated that a total of $121,500 will be expended for design, construction, administration, and inspection. The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by R. Burke Corporation in accordance with the plans and specifications for the Sierra Drive Drainage Improvements Project, PW 2018-02; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On May 14, 2019, the Council awarded a construction contract to perform the Sierra Drive Drainage Improvements Project to R. Burke Corporation in the amount of $86,700 and authorized the City Manager to approve change orders in the amount of $8,670. The contractor’s final construction cost for this project is $89,380.50. The project consisted of the replacement of an existing bubbler box to redirect drainage that enters onto Sierra Drive, removal and replacement of existing deteriorating AC dike along Sierra Drive, and the installation of a catch basin at the base of Sierra Drive to Item 8.g. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE SIERRA DRIVE DRAINAGE IMPROVEMENTS PROJECT, PW 2018-02 JULY 23, 2019 PAGE 2 capture the storm water and convey it under Oak Park Boulevard into the existing underground storm drain system. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications ahead of schedule and under the available budget. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Accept the Sierra Drive Drainage Improvements project; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. The drainage improvements eliminate storm water flow across Oak Park Boulevard and reduce the potential of storm water leaving Sierra Drive and entering adjacent properties. The project is consistent with the City Council goal to support City infrastructure. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project.
