DRIVE CORRUGATED METAL PIPE (CMP) AND WOODLAND DRIVE
SEWER LINING PROJECT, PW 2018-01

SUMMARY OF ACTION:
Acceptance of the Huasna Road/Oro Drive Corrugated Metal Pipe (CMP) and Woodland
Drive Sewer Lining project and beginning of the one-year warranty period for any defects
that may arise.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
An allocation of $251,300 of Local Sales Tax funds was included in the Capital
Improvement Program (CIP) budget for lining existing storm drain pipes, and $55,000 of
Sewer funds was included for lining an existing sewer main pipe. It is estimated that a
total of $273,000 will be expended for design, construction, administration, and
inspection. The recommended action will not impact staff resources.
RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by Sancon Technologies, Inc. in
accordance with the plans and specifications for the Huasna Road/Oro Drive CMP
and Woodland Drive Sewer Lining Project, PW 2018-01;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has
been recorded, if no liens have been filed.
BACKGROUND:
On April 23, 2019, the Council awarded a construction contract to perform the Huasna
Road/Oro Drive CMP and Woodland Drive Sewer Lining project to Sancon Technologies,
Inc. in the amount of $242,061 and authorized the City Manager to approve change orders
in the amount of $24,206. The contractor’s final construction cost for this project is
$245,986.20.

The project consists of the rehabilitation of approximately 900 feet of storm drain pipe
along Oro Drive and Huasna Road, and the rehabilitation of approximately 543 linear feet
of sewer pipe that runs beneath the backyards of homes along Woodland Drive between
Fair Oaks Avenue and Olive Street.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications on schedule and under the available budget. There are no outstanding
issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the Huasna Road/Oro Drive CMP and Woodland Drive Sewer Lining
project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete and accepting the improvements will allow staff to close out the
project. Rehabilitation and ongoing maintenance of storm drain and sewer mains is
essential to maintaining a properly functioning system. The project is consistent with the
City Council goal to support City infrastructure.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is needed to accept the project.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
