CC 2019-10-08_08f Accept 2019 Concrete Repairs ProjectMEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2019 CONCRETE REPAIRS PROJECT, PW 2019-02 DATE: OCTOBER 8, 2019 SUMMARY OF ACTION: Acceptance of the 2019 Concrete Repairs project and beginning of the one-year warranty period for any defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: An allocation of $190,003 of Local Sales Tax funds is included in the FY 2019/20 amended Capital Improvement Program (CIP) budget for the Concrete Repairs Program. Of this amount $98,498 has been expended ($89,518 for the 2019 Concrete Repairs project and $8,980 for sidewalk repairs on East Cherry Avenue). There is a remaining balance of $91,505 which staff intents to program to other prioritized concrete repairs including ADA access improvements, repair and enhance flashing crosswalks in the Village, and 2020 Concrete Repairs program design and record drawings. The design and drawings for the next Concrete Repairs program (in this case 2020) are historically done in the winter season of the prior year so that in bidding can take place in the spring and actual construction occurs in the summer months when the new fiscal year funds become available. RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by CalPortland Construction in accordance with the plans and specifications for the 2019 Concrete Repairs Project, PW 2019-02; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On June 11, 2019, the Council awarded a construction contract to perform the 2019 Concrete Repairs project to CalPortland Construction in the amount of $87,026.50 and authorized the City Manager to approve change orders in the amount of $8,702.65 for a Item 8.f. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE 2019 CONCRETE REPAIRS PROJECT, PW 2019-02 OCTOBER 8, 2019 PAGE 2 total amount of $95,729.15. The contractor’s final construction cost for this project is $89,518.37. The project consisted of the replacement of damaged/uplifted sidewalk adjacent to mature trees throughout the Berry Gardens neighborhood, at two locations on Rodeo Drive, at 310 North Halcyon Road, and the removal of seven trees to be replaced with more appropriate species at a future date. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications on schedule and within the available budget. There are no outstanding issues. The project reduces potential trip and fall hazards along selected streets, addresses complaints from the public, and improves access for individuals with mobility limitations. The project helps protect existing City infrastructure by removing trees that damage and uplift adjacent sidewalk panels. The project is consistent with the City Council goal to support City infrastructure. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Accept the 2019 Concrete Repairs project; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. Attachment: 1.
