CC 2020-02-25_08d Declare Surplus Property MEMORANDUM TO: CITY COUNCIL FROM: BEAU D. PRYOR, CHIEF OF POLICE SUBJECT: CONSIDERATION TO DECLARE SURPLUS PROPERTY DATE: FEBRUARY 25, 2020 SUMMARY OF ACTION: Authorize the disposal or sale of a 2009 Dodge Dakota work truck (4612), which has been replaced with an existing pool vehicle from the Police Department fleet. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: Upon sale of the surplus vehicle, the City could realize a small amount of revenue up to $2,500. Additionally, a minor amount of staff time will be necessary to assist with processing the necessary documentation to sell the vehicle through a surplus auction house. RECOMMENDATION: It is recommended the City Council adopt a Resolution declaring an existing 2009 Dodge Dakota Police Department work truck as surplus property and authorizing its sale or disposal. BACKGROUND: The City owns a 2009 Dodge Dakota work truck (4612). This work truck was used by the Neighborhood Services Division of the Police Department. The vehicle was beginning to need extensive maintenance. The vehicle will be replaced with a 2016 Dodge Ram 1500 pickup truck (4613) which is currently used by Police Department staff as a pool vehicle. The 2009 Dodge Dakota work truck (4612) is being proposed for surplus and will be sold through authorized disposition procedures. ANALYSIS OF ISSUES: As the fleet ages, the cost of maintaining the vehicle(s) increases. In this case, the vehicle being proposed for surplus is in need of an engine rebuild or replacement and is currently inoperable. The vehicle has 95,824 miles and is eligible to be replaced per the City’s Purchasing Policy, which states that a vehicle of this type is eligible to be replaced after 5 years or 80,000 miles. Item 8.d. - Page 1 CITY COUNCIL CONSIDERATION TO DECLARE SURPLUS PROPERTY FEBRAURY 25, 2020 PAGE 2 ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Adopt the Resolution declaring the vehicle as surplus and authorize its sale or disposal; 2. Do not adopt the Resolution; or 3. Provide direction to staff. ADVANTAGES: The City could realize some minor revenue of up to $2,500 and remove the vehicle from its current location at the Corporation Yard. By replacing the vehicle with an existing vehicle in the fleet, the City will not have to purchase a replacement vehicle. DISADVANTAGES: Police Department staff will no longer have a dedicated pool vehicle available for out of area training or local courier services. ENVIRONMENTAL REVIEW: No environmental review is required for this administrative action. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. Item 8.d. - Page 2 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING AN EXISTING 2009 DODGE DAKOTA (4612) POLICE DEPARTMENT WORK TRUCK AS SURPLUS PROPERTY AND AUTHORIZING ITS SALE OR DISPOSAL WHEREAS, the City of Arroyo Grande (“City”) has a 2009 Dodge Dakota work truck which is no longer of use to the Arroyo Grande Police Department; and WHEREAS, the item can be classified as surplus property and made available for sale or disposal through a surplus auction house. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does declare as surplus the 2009 Dodge Dakota described in Exhibit A attached hereto and incorporated herein by this reference, and authorizes staff to sell or dispose of it in compliance with authorized disposition procedures.
