CC 2020-04-28_08e Approve 2020 Concrete Repairs ProjectMEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION TO APPROVE CONSTRUCTION PLANS & SPECIFICATIONS AND ENVIRONMENTAL EXEMPTION FOR THE 2020 CONCRETE REPAIRS PROJECT, PW 2020-03 DATE: APRIL 28, 2020 SUMMARY OF ACTION: Approve construction plans and specifications and authorize the solicitation of bids for the 2020 Concrete Repairs project. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: It is proposed that this capital improvement project be funded as follows: Revenues Local Sales Tax (FY 2020-21) $ 78,440 Local Sales Tax (estimated FY 2019-20 remaining) 65,660 Total Revenues $144,100 Expenditures Construction $131,000 Construction Contingencies - 13,100 Total Expenditures $144,100 Staff time will be necessary to provide construction management and inspection services for the project. RECOMMENDATION: It is recommended the City Council: 1. Approve the construction plans & specifications for the 2020 Concrete Repairs Project, PW 2020-03; 2. Authorize the City Clerk to advertise for construction bids; 3. Find that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15301(c); and 4. Direct the City Clerk to file a Notice of Exemption. Item 8.e. - Page 1 CITY COUNCIL CONSIDERATION TO APPROVE CONSTRUCTION PLANS & SPECIFICATIONS AND ENVIRONMENTAL EXEMPTION FOR THE 2020 CONCRETE REPAIRS PROJECT, PW 2020-03 APRIL 28, 2020 PAGE 2 BACKGROUND: Sidewalk improvements are one of the priorities identified in the City’s Critical Needs Action Plan. Each year the Public Works Department identifies damaged sidewalk requiring repair to mitigate the potential for trip and fall hazards located in the public right- of-way. The City focuses on sidewalk improvements by systematically addressing damaged concrete facilities at various locations throughout the City. This approach is consistent with the direction received at the April 11, 2017, City Council meeting regarding the City’s Sidewalk Infrastructure Assessment and Replacement Report. In order to bid the project and provide immunity to the City, the City Council approves the plans and specifications prior to the construction bidding process. Also, the scope of work is required to be environmentally cleared prior to bidding. ANALYSIS OF ISSUES: The general scope of work involves the removal and replacement of mature Liquid Amber trees that are damaging and/or uplifting the adjacent sidewalk along Village Glen Drive. Arbutus Marina will be used as the replacement tree species in the Village Glen neighborhood. This non-destructive trees species will allow for a consistent look and was supported by many of the residents. Furthermore, Arbutus Marina was used to replace several Liquid Amber trees at the James Way entrance to the neighborhood about 5 years ago and they are performing well. If the existing Liquid Amber trees are left in place and the new adjacent sidewalk is replaced, in approximately 3 years the repaired/replaced sidewalk segments will show displacement again. In addition, the removal of these fast growing and destructive trees will save the City approximately $100,000 in deferred maintenance costs, since within the next year, several driveway aprons ($7,000 to $9,000 per apron) and curb and gutter sections will be damaged and need replacement due to root intrusion. Root intrusion has also caused five water service breaks in the Right of Way in the Village Glen neighborhood. There are two locations on Woodland Drive that will have tree removal and repairs to sections of sidewalk. Where appropriate in the overall project, sidewalk repairs include lower cost concrete slicing, where the displacements are still minimal (less than 2 inches). The project scope also includes sidewalk repairs in various locations where trip and falls have been noted. The proposed repairs are listed by location in the table below. If successful bids are received and a construction contract is awarded, work is expected to be performed during August 2020. Approve staff’s recommendations as proposed; 2. Do not approve the construction plans and specifications, direct staff to evaluate alternative locations, and return to City Council for approval in the future; 3. Modify staff’s recommendation and approve; or 4. Provide direction to staff. ADVANTAGES: The project will reduce the potential trip and fall hazards along selected streets, address complaints from the public, and improve access for individuals with mobility limitations. The project will reduce differed maintenance costs and help protect existing City infrastructure by removing trees that damage adjacent water service lines and uplift sidewalk panels by replacing them with more appropriate species. The project is consistent with the City Council goal to support City infrastructure. DISADVANTAGES: There will be intermittent sidewalk closures during the project. These will be minimized as much as possible and the project specifications require the contractor to notify affected residents and businesses in advance. ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Guideline Section 15301(c) for existing sidewalk, gutter and similar facilities.
