CC 2020-06-23_08e Award Contract Concrete Repairs MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO G. SOSA CONSTRUCTION, INC. FOR CONSTRUCTION OF THE 2020 CONCRETE REPAIRS PROJECT, PW 2020-03 DATE: JUNE 23, 2020 SUMMARY OF ACTION: Award a construction contract for concrete repairs within the City. Work is anticipated to start in August 2020. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The proposed contract and change order authorization will result in a total of $114,359 in expenses to the City, $103,963 for the direct contract amount and $10,396 (10% of the contract amount) for contingencies. The contract is included as part of the FY 2020-21 Capital Improvement Program budget and is funded through Local Sales Tax revenue. In addition, staff time will be necessary to provide construction management and inspection services for the project. RECOMMENDATION: It is recommended the City Council: 1. Award a contract for the 2020 Concrete Repairs Project to G. Sosa Construction, Inc. in the amount of $103,963; and 2. Authorize the Acting City Manager to approve change orders for 10% of the contract amount, $10,396, for unanticipated costs during the construction phase of the project (total construction costs = $103,963 + $10,396 = $114,359). BACKGROUND: On April 28, 2020, the Council approved construction plans and specifications for the 2020 Concrete Repairs project. The work involves the removal of mature Liquid Amber trees that are damaging and/or uplifting the adjacent sidewalk along Village Glen Drive and replacing them with Arbutus Marina trees. The project also includes removal and replacement of trees at two locations on Woodland Drive. Item 8.e. - Page 1 CITY COUNCIL CONSIDERATION OF AN AWARD OF CONTRACT TO G. SOSA CONSTRUCTION, INC. Sidewalk areas where displacements are still minimal (less than 2 inches) will be repaired using lower-cost concrete slicing. Sidewalk areas with larger displacements will consist of removing and replacing the damaged sidewalk panels. The project scope also includes sidewalk repairs in various locations where trip and falls have been noted. Because the work to be performed is within residential areas, the specifications restrict work hours to 8:00 a.m. to 5:00 p.m. on all streets, except East Grand Avenue. ANALYSIS OF ISSUES: On June 2, 2020, seven bids were received for the 2020 Concrete Repairs project. Following review and mathematical corrections, the lowest base bid was received from G. Sosa Construction, Inc. in the amount of $103,963, which is approximately $28,000 below the engineer’s estimate of $131,500. There were no bid alternates proposed for the project. The project specifications state that the lowest bidder will be determined using the base bid. G. Sosa Construction, Inc.’s base bid has been determined to be responsive and G. Sosa Construction, Inc. to be a responsible bidder. Therefore, an award of a construction contract to G. Sosa Construction, Inc. is being recommended for the proposed improvements listed in the table below. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve the recommended actions as proposed; 2. Award a construction contract to the lowest responsive/responsible bidder but limit the amount of change orders that can be approved by the Acting City Manager; 3. Do not award a construction contract for the project at this time; or 4. Provide direction to staff. ADVANTAGES: The project will reduce the potential trip and fall hazards along selected streets, address complaints received from the public, and improve access for individuals with mobility limitations. The project will reduce deferred maintenance costs by helping to protect existing City infrastructure by removing trees that damage and uplift sidewalk panels and replacing them with more appropriate species. These will be minimized as much as possible and the project specifications require the contractor to notify affected residents and businesses in advance. ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Guideline Section 15301(c) for repairs to existing sidewalk, gutter, and similar facilities. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. Attachment: 1.
