Annibali 1400 West Washington Street # 104-283 Sequim, Washington 98382 July 14, 2020 Honorable Caren Ray-Russom, Mayor Arroyo Grande City Council 300 E Branch Street Arroyo Grande, CA 93420 Dear Mayor Ray-Russom and Council, I recently became aware of the selection process underway for a new Chief of Police for the City of Arroyo Grande. It is with great enthusiasm that I endorse the appointment of Commander Michael Martinez as the next Chief of Police for the City of Arroyo Grande. By way of introduction, I recently retired from active duty public safety after nearly forty years of service. I served as a Chief of Police for twenty years in three states and upon my retirement was considered one of the most senior chiefs in the State of California. I also had the honor of being selected to serve on the Professional Standards, Image and Ethics Committee of the International Association of Chiefs of Police (IACP), where I served for fifteen years. However, what makes me most qualified to author this endorsement is that I served as Chief of Police for the City of Arroyo Grande from 2007 to 2017. During my time there, we re-invented a stagnant police department, set new levels of professional standards, introduced model training values and other innovative programs – and built a new Police Station. This could not have been done alone and I selected Michael Martinez at that time to be both a Sergeant, and later a Commander to assist me in this venture. Simply said… The Arroyo Grande Police Department would not be the current model of professional policing without the leadership and dedication of Commander Martinez. Mike not only understood and embraced this fresh standard of policing, he took it to new heights in training, community outreach and other programs that are currently the envy of police departments throughout California. There is no higher honor for a Chief of Police, or a municipality for that matter, than to have developed your own successors to serve in key positions. The selection of Michael Martinez as the next Chief of Police will not only recognize Mike’s dedication, experience and service, but it will also celebrate the ongoing accomplishment that the Arroyo Grande Police Department has had developing leaders within their own organization. In closing, I know what it takes to be successful Chief of Police and I know the Arroyo Grande community. But most of all, I know Mike Martinez. There is no other candidate more qualified, Honorable Caren Ray-Russom, Mayor Arroyo Grande City Council July 14, 2020 Page 2 of 2 respected and experienced in the AGPD model of service delivery than Commander Michael Martinez and I strongly encourage you to confirm him as your next Chief of Police and continue your success.
