Good Afternoon,
I am very disappointed in the thought of your raising our sales tax. This really can not be
happening at this time when many people aren't even able to work and received no support
from the government. The timing of this is punitive and must be stopped or addressed after
our economic recovery.
The face mask fines are outrageous and I do not need to be told what to do with my body if
people are afraid to get Covid-19 they can surely stay home. My family has been through
enough and it is not your job to put health above the constitution. I have been continually
harassed about the mask issue and I am not allowed to wear a mask due to my current health
condition. Do you realize if you have a mask excuse signed by a Doctor it doesn't change how
others will respond to you.
Pleases don't allow this to happen as there will be many lawsuits and create more strife for
everyone. We have been through enough!

I will keep this short and sweet. I do not support the tax increase. I do not support you using the chaos of the Covid-
19 issue and the mandates coming from Newsom to strip us of our rights. Fining your community for not wearing a
mask is the wrong direction. Being fiscally conservative with our tax dollars would be a good place to start.

This is not a way to compensate for poor budgeting by the city. The citizens of Arroyo Grande didn’t
create this problem so don’t feel we should all be punished with extra sales taxes and mask fines.

Good evening!
Thank you very much for your service to the wonderful community of Arroyo Grande and
thank you for taking the time to listen to my thoughts.
I am writing today concerning Governor Newsom’s statewide mandate requiring face
coverings in public and the city of Arroyo Grande’s enforcement thereof.
Because the Governor’s order requires face masks only when social distancing is not possible
and because the order lists numerous other exemptions, it seems unlikely that it would be
possible to enforce the order without turning our sweet Village into a police state of sorts.
Following are some examples of people who are exempt from the face covering.
• Persons with a medical
condition, mental health
condition, or disability that
prevents wearing a face
covering.
Persons for whom wearing a face covering would create a risk to the person related to
their work.
Persons who are hearing impaired, or communicating with a person who is hearing
impaired.
Persons who are seated at a restaurant or other establishment that offers food or
beverage service.
Persons who are engaged in outdoor work or recreation.
According to the SLO County health department, we have had 905 cases of covid. This is out
of a population of 283,111 - about a .3% infection rate. This is total cases. Very few of these
cases are active right now.
With statistics like these, it just doesn’t make sense to pour precious resources into the
enforcement this latest order.
It doesn’t make sense to turn The idyllic Village of Arroyo Grande into a dystopian town
where exempt citizens would need to show compliance officers their papers. Or a town where
a rushed mother who forgot to bring her daughter’s mask to run a quick errand would be
approached by police and have to explain herself.
Please don’t move us in that direction. There is so much more here to be lost than to be gained
here. I beg of you, keep The Village sweet. Keep The Village small town. Please.

Dear AG City Council,
I just want to take a minute to voice my concerns regarding the proposed tax hike and face
mask fines that will be voted on tomorrow. As a resident and business owner, I feel that this is
the wrong approach to increasing revenue. Many businesses, including my own, have taken a
financial hit with this continuing shut down of our economy and many clients losing their jobs
or sources of income has caused a trickle down affect to well, pretty much everyone else.
Adding additional taxes when money is already so tight will only create the reverse affect and
keep people from spending their already limited finances. I highly encourage you to reconsider
the timing of this and find another resource to pull from other than the over burdened
taxpayers.
Second, mandating face masks is illegal and unconstitutional. Even Dr. Fauci, the leading
infectious disease specialist according to NBC, has stated multiple times that face masks don’t
work and no one should be wearing them. Regardless of how someone feels about the issue or
even if they work or not, its not legal to mandate it and then fine people for not following the
mandate as its not a law. If you do this, the city will face multiple law suits and most likely the
fines will not have to be paid since the courts cannot enforce this, so it will lead to increased
costs to the city and be a complete waste of time, money and resources for all.
People need to take personal responsibility and do what is right for them and the safety of
those around them. Government needs to stay out of the way.

Dear Arroyo Grande City Council Members,
I am strongly in favor of an ordinance requiring people to wear masks in
public.
As you know, on March 4, 2020, Governor Newsom declared a State of
Emergency due to COVID-19. On March 13, 2020 The White House declared a
National Emergency due to COVID-19. At those times, the county
sheltered-at-home. Our daily new cases were on the order of 0 – 4, with
1 COVID-19 death. Now that we’ve opened, our daily new cases are on the
order of 30 – 40, with 5 deaths.
The prudent thing to do, is what we can to stop the spread. If we do
nothing, COVID-19 cases will continue to rise, deaths will continue to
rise, and we will be shutting down the economy again. With today’s
announcement from Governor Newsom, the shutting down of the economy has
already started.
One thing we can easily do now to slow the spread is for everyone to
wear a mask in public. Most people are already wearing a mask in
public. Unfortunately, there are a few people in this city that need an
additional incentive to wear a mask. A city ordinance will provide this
incentive. I hope you will pass this ordinance.

Good afternoon,
I am voicing my displeasure that you are even considering increasing sales tax. Our businesses and
personal finances have been hugely impacted already with the continuing support from our elected
officials keeping our state closed. The rise in suicide, spousal, and child abuse has not even gotten a blip
on the radar. We will all be voting this election, and will not forget how you handle this.
The subject of face mask fines is absolutely unthinkable. It is unconstitutional, unhealthy and is not a
law. You will face lawsuits collectively, and individually if you enact this ridiculous over reach. We have
very few deaths, and not to mention we the people have our rights. It is not your job to fine me for using
my constitutional rights as to choice. It is not your job to put health above the constitution. Please
remember that you swore an oath when you were elected to uphold the CONSTITUTION OF THE
UNITED STATES OF AMERICA. Enforcing unlawful orders as the color of law will bring more division. I
have the choice to stay home if I am not well. Do not tell me as a grown adult what to put on my body.

I urge the Mayor and City Council to approve the mask ordinance on the City Council's
7/14/20 agenda and ensure it is enforced. This and other steps should have been taken months
ago by the City since it was apparent that the County wouldn't. As a result of not taking
measures to curtail the spread of CV-19, the County is up to 1006 CV-19 cases today; an
increase of 101 cases over the weekend. The delay was irresponsible, disregarded the health
of residents, and will further damage the economy of the County. The County's economy
would not be in such bad shape had the County and cities' elected offices as well as
community service district's elected officials taken appropriate steps much earlier!
Also, attached are my comments on the sales tax Increase ballot measure.

I sent an email with research last week to the address you gave me above. I hope you and
others read the research! Has anyone looked at the potential work comp claims that will start
stacking up due to employees being forced to wear mask during an 8 hour work day? Rest
assured people will start passing out due to low oxygen levels not to mention weakening their
immune systems will cause them to get sick! All resulting in lawsuits to the employer and the
City because of the local mandates (not laws) that are being put in place.
Below please find a very informative video interview that everyone should watch. I'll be
working with local doctors helping get the word out that there are inexpensive cure for
COVID-19 when caught early. This would give everyone the confidence to stop the fear
driven mask wearing and social distancing. If the City of AG follows through with the
ridiculous fines they are proposing you will see more and more businesses closing resulting in
lost revenue to the City. Not to mention the financial ruin to the individuals that own these
business! Have you studied the amount of increase in suicides, child abuse, domestic
violence, drug and alcohol consumption due to people locking themselves in doors, child not
in school, etc.

I live in AG and on occasion have to go inside a business and I am tired of seeing so many
people not wearing masks . When I ask why
the person isn’t wearing one the answer seems to be it’s against my 1st amendment rights. What about my rights ?
Don’t these
people care how their actions effect everyone around them ? When I actually can
have a conversation with these people I give
them the example of next time they, family
member or friend needs to have surgery , make sure when they are in the operating
room to tell the surgeon, nurses and anesthesiologist that they don’t need to wear a mask because as a patient I
wouldn’t want to take away their first amendment rights. Let’s face it, if our President had been
wearing a mask this whole time there wouldn’t be an issue .
Please enact a fine for not wearing a mask.

Walked in the Village this morning and saw very few stores that even had signs
stating - wear masks to stand in line or come in the store. Can the City can get
the stores on board? The State guidelines do say "Must" not "Should" to stand
in line or enter businesses. This is the only thing we can all do now to stop the
spread.

GUIDANCE FOR THE USE OF FACE COVERINGS
Because of our collective actions, California has limited the spread of COVID-19
and associated hospitalizations and deaths in our state. Still, the risk for COVID-19
remains and the increasing number of Californians who are leaving their homes
for work and other needs, increases the risk for COVID-19 exposure and infection.
Over the last four months, we have learned a lot about COVID-19 transmission,
most notably that people who are infected but are asymptomatic or pre-
symptomatic play an important part in community spread. The use of face
coverings by everyone can limit the release of infected droplets when talking,
coughing, and/or sneezing, as well as reinforce physical distancing.
This document updates existing CDPH guidance for the use of cloth face
coverings by the general public when outside the home. It mandates that face
coverings be worn state-wide in the circumstances and with the exceptions
outlined below. It does not substitute for existing guidance about social
distancing and handwashing.
Guidance
People in California must wear face coverings when they are in the high-risk
situations listed below:
•Working in any space where food is prepared or packaged for sale
or distribution to others;
•Working in or walking through common areas, such as hallways,
stairways, elevators, and parking facilities;
•In any room or enclosed area where other people (except for
members of the person’s own household or residence) are present
when unable to physically distance.
•Driving or operating any public transportation or paratransit vehicle, taxi,
or private car service or ride-sharing vehicle when passengers are present.
When no passengers are present, face coverings are strongly
recommended.
•While outdoors in public spaces when maintaining a physical distance of
6 feet from persons who are not members of the same household or
residence is not feasible.
The following individuals are exempt from wearing a face covering:
•Persons younger than two years old. These very young children must not
wear a face covering because of the risk of suffocation.
•Persons with a medical condition, mental health condition, or disability that
prevents wearing a face covering. This includes persons with a medical
condition for whom wearing a face covering could obstruct breathing or
who are unconscious, incapacitated, or otherwise unable to remove a
face covering without assistance.
•Persons who are hearing impaired, or communicating with a person who is
hearing impaired, where the ability to see the mouth is essential for
communication.
•Persons for whom wearing a face covering would create a risk to the
person related to their work, as determined by local, state, or federal
regulators or workplace safety guidelines.
•Persons who are obtaining a service involving the nose or face for which
temporary removal of the face covering is necessary to perform the service.
•Persons who are seated at a restaurant or other establishment that offers
food or beverage service, while they are eating or drinking, provided that
they are able to maintain a distance of at least six feet away from persons
who are not members of the same household or residence.
•Persons who are engaged in outdoor work or recreation such as swimming,
walking, hiking, bicycling, or running, when alone or with household
members, and when they are able to maintain a distance of at least six
feet from others.
•Persons who are incarcerated. Prisons and jails, as part of their mitigation
plans, will have specific guidance on the wearing of face coverings or
masks for both inmates and staff.
Note: Persons exempted from wearing a face covering due to a medical
condition who are employed in a job involving regular contact with others
should wear a non-restrictive alternative, such as a face shield with a drape on
the bottom edge, as long as their condition permits it.
Background
What is a cloth face covering?
A cloth face covering is a material that covers the nose and mouth. It can be
secured to the head with ties or straps or simply wrapped around the lower
face. It can be made of a variety of materials, such as cotton, silk, or linen. A
cloth face covering may be factory-made or sewn by hand or can be
improvised from household items such as scarfs, T-shirts, sweatshirts, or towels.
How well do cloth face coverings work to prevent spread of COVID-19?
There is scientific evidence to suggest that use of cloth face coverings by the
public during a pandemic could help reduce disease transmission. Their primary
role is to reduce the release of infectious particles into the air when someone
speaks, coughs, or sneezes, including someone who has COVID-19 but
feels well. Cloth face coverings are not a substitute for physical distancing,
washing hands, and staying home when ill, but they may be helpful when
combined with these primary interventions.
When should I wear a cloth face covering?
You should wear face coverings when in public places, particularly when those
locations are indoors or in other areas where physical distancing is not possible
How should I care for a cloth face covering?
It’s a good idea to wash your cloth face covering frequently, ideally after each
use, or at least daily. Have a bag or bin to keep cloth face coverings in until they
can be laundered with detergent and hot water and dried on a hot cycle. If
you must re-wear your cloth face covering before washing, wash your hands
immediately after putting it back on and avoid touching your face. Discard
cloth face coverings that:
•No longer cover the nose and mouth
•Have stretched out or damaged ties or straps
•Cannot stay on the face
•Have holes or tears in the fabric

I think it is also important to note and that the public should be very much aware- that
mandating masks be worn is a violation of the ADA rules and procedures! Hippa Laws
protect our medical conditions- and WE DO NOT have to disclose why we are unable to wear
a mask.; we have a CONSTITUTIONAL RIGHT TO PRIVACY!
IF a business denies someone from entering - everyone needs to file an ADA complaint on
any business that deny's entry because of not wearing a mask.
1-800-541-0301- and it is a violation punishable up to 75,000! I am going to begin printing
this into flyers- and handing them out---so the public KNOWS what their rights are!

Dear Mayor and Council Members:
The word on the street is the council is moving forward with the proposed
mask policy which is unconstitutional. Elected officials should be making
policy decisions based on the constitution, by doing so, it eliminates
political bias. Case in point, the Pit in AG. They were within their
constitutional right to protect their property. This is why we have a
constitution.
Implementing your proposed mask mandate with fines is a slippery slope.
Where does it end? If this is really about health, why has the City allowed
all the BLM protests? No masks, no social distancing. Is the virus really
that smart?
I am encouraging you to review the attached research with an open mind
so you can understand the negative health issues associated with wearing
masks. Wearing masks actually causes the virus to spread. If masks and
social distancing helped slow the spread of the virus, why is it that most
people testing positive for COVID-19 have been wearing masks and
sheltering-in-place?
Local businesses have suffered enough, this type of policy you are wanting
to implement and enforce will further destroy these businesses. You are
giving people the opportunity to continue socially shaming businesses that
are not compliant with the “mask guidance”. For many reasons, this
could open-up potential lawsuits against you as individuals as well as the
City.
I am asking you to postpone the vote until the City has done sufficient
research to ensure you are doing what’s right for the community you
serve.

It is important to note that wearing a face mask of any kind can be dangerous because
one is inhaling one’s own CO2. CO2 is meant to be exhaled. Inhaling CO2 can cause
respiratory acidosis. An unbalanced PH in the blood can result in decreased blood
pressure, shortness of breath, headache, heart dysrhythmias, drowsiness, dizziness,
disorientation, muscle weakness and many other life threatening symptoms. A mask
also causes inhalation of viruses and bacteria which can cause an activation of an
otherwise dormant infection.

I have lived in Arroyo Grande for the past 44 out of my 50 years. I grew up in a time
where most of the roads in Arroyo Grande were still dirt- and houses were blocks apart. I have
always loved this area- and have always felt so blessed to be able to grow up and grow old in
this area.
I understand this year has been scary for everyone. A pandemic, accredited to a virus that
scares everyone- but yet no one fully understands how it spreads, and its impact on day to
day life in this world. Protests happening daily all across our country- with people fighting
over race, beliefs, how departments should be ran, and who should be the " correct" people to
walk in and defuse situations. I have never seen our "small' town so divided over day to day
life. I have lost life time friends- over beliefs on the second amendment recently.
I have COPD- because ever since I was 2- I have gotten phenomena at least once a year
and my lungs are scarred- that even a simple cold makes breathing difficult for me. I have
tried to wear masks out in public- but after several minutes with them on- I am not able to
breathe in enough air- and I begin to feel like I am having an asthma attack. I've talked with
my doctors, all advising me to not wear a mask- that the lack of oxygen can cause me to feel
faint, and even pass out.
In the beginning stores- "suggested " you wear masks while shopping inside of them- I
tried- I couldn't - and so I did not. Yes, I would get "dirty" looks from people, and twice a
concerned person went and told a manager- and they came to talk with me.. When I explained
the situation, both times the managers said, " it's no problem, we all social distance, just do
you best.".
Now Arroyo Grande is Mandating ALL businesses to require all patrons wear a mask if
they enter their business. The Stores are facing fines if people don't, and now citizens are
being confronted with facing fines if they are " out' and not wearing a mask. What is someone
in my situation, supposed to do? I live alone - I have to be able to shop, to walk my dog, to
get gas in my car. I can not afford the added fees of getting things delivered. And if I can't
afford added delivery fees- how will I ever afford to get citation after citation for not wearing
a mask. Will I be required to do Jail time to pay off fines?
As the Arroyo Grande city council you are asking to establish being able to issue an
administrative citation- which in its legal definition is a citation with a fine attached. Yes-
the Governor of California issued " mask wearing as mandatory"; but it is my understanding
he is not able to create new laws without going through the process of submitting them to be
heard, and debated on. He does have more power when california is in a "state of emergency"
but I do not believe we are in one.
We can all debate and present information on why Masks work- and why they do not.
Because at the end of the day- No one really knows. I am asking you to please not impose
administrative citations being given to business and citizens in this city. If this is something
that is going to become the new normal- then please give California citizens the ability to
educate, inform, and debate this issue into become a law- or not.
We live and love in the United States because we are granted freedoms here. Please do not
take this freedom away. Even at it's slightest measure. HItler was loved and supported for
every single thought he had- until he wasn't- History is always going to repeat itself, if it is

ability to see the mouth is essential for communication.

covering is necessary to perform the service.
Persons who are seated at a restaurant or other establishment that offers food or beverage service, while

We were pleased to hear an article on the radio that the Council is considering a mask
ordinance for Arroyo Grande.
It is becoming increasingly difficult to move around the City and patronize local businesses
because of all the people who don’t believe they need to wear a mask. With the surge in Covid
cases all over the southwest public health officials have warned if we don’t wear masks &
social distance we could look like Arizona or Texas.
The worst thing for our economy would be another shut down or people feeling so unsafe they
stay home. Please help our area avoid this scenario!
A second piece of this is that SLO county IS a tourist destination, like it or not. Many people I
encounter are coming from areas with much higher Covid case counts. I was confronted by a
couple from the valley at Saturday’s Farmer’s market for asking them to distance from us as
we waited to buy our produce. They were not wearing masks and were putting the entire
market, vendors & customers, in danger. When I pointed out our Governor had issued a mask
mandate they replied “it’s not a law, it’s a choice.”
Please please help protect us: my children who grew up here, my grandchildren, my 99 year
old mom & her helpers and all your constituents who just want to get on with our lives as
safely as we can. Masks can make the difference!

I am writing to you individually because writing a group seems so impersonal. TI remember
meeting you at the Harvest festival a few years ago. You are very tall, I remember.
I am writing to offer some points to consider during your discussion on face masks on July
14th as I have to work evenings and will not be able to attend.
First of all I would like to urge you to consider science not hysteria, as I am sure you are under
alot of pressure to create some city ordinance regarding mandatory face masks.
And when I say science, I don't mean 'according to Dr. Fauci or Dr. Borenstein' but according
to peer reviewed studies as there have been many on face masks as they have been used for
decades by the medical community.
Here is a sample from the New England Journal of Medicine May 21, 2020
“We know that wearing a mask outside health care facilities offers little, if any,
protection from infection. Public health authorities define a significant
exposure to Covid-19 as face-to-face contact within 6 feet with a patient with
symptomatic Covid-19 that is sustained for at least a few minutes (and some
say more than 10 minutes or even 30 minutes). The chance of catching Covid-19
from a passing interaction in a public space is therefore minimal. In many cases,
the desire for widespread masking is a reflexive reaction to anxiety over the
pandemic.”
If you look solely at the evidence (attached 2pg document) you will find the following
1) There is NO evidence that suggests masks, even N95 masks, inhibit the transmission of a
virus as a virus is only 1 micron thick and to filter out such small particles would suffocate the
individual
2) Masks have a damaging effect as they lower oxygen levels (hypoxia) to below OSHA
standards. OSHA requires an oxygen reading of 19 and a face mask lowers the oxygen level to
17.5.
Please read the attached. It's not long.
Why would AG want to do something far more stringent then the California Dept of Public
Health which admits on its website that there is 'There is limited evidence to suggest that use
of cloth face coverings by the public during a pandemic could help reduce disease
transmission."?
And look around, most people do not have N95 masks which in themselves do not inhibit viral
transmission, most people have loosely fitted cloth coverings that only serve to restrict their
oxygen intake.
And lastly, I question whether any municipality has the legal authority to command all of its
healthy residents to wear a face mask in any circumstance let alone in a situation in which
TWO people have died in the entire county of 270,000 people (one 82 year old and one 94)
and NONE have died in Arroyo Grande and if you do command this, by use of financial
penalties for non compliance, I assume the City is willing to take the responsibility for any ill
effects upon any individual under this order?
By the way 15 people died of the seasonal flu in 2017.
Please vote no on this. Councilor, I honestly cannot believe I am writing to my city asking for
the right to NOT wear a mask. If people who are immuno compromised which to wear a mask,
they should have the freedom to do so, but I do not believe ordering a healthy resident to do
this is reasonable, right or just.

which can lead to a loss of consciousness, as happened to the hapless fellow driving around
alone in his car wearing an N95 mask, causing him to pass out, and to crash his car and sustain
injuries. I am sure that we have several cases of elderly individuals or any person with poor lung
function passing out, hitting their head. This, of course, can lead to death.
While most agree that the N95 mask can cause significant hypoxia and hypercapnia, another
study of surgical masks found significant reductions in blood oxygen as well. In this study,
researchers examined the blood oxygen levels in 53 surgeons using an oximeter. They measured
blood oxygenation before surgery as well as at the end of surgeries.4 The researchers found
that the mask reduced the blood oxygen levels (pa02) significantly. The longer the duration of
wearing the mask, the greater the fall in blood oxygen levels.
The importance of these findings is that a drop in oxygen levels (hypoxia) is associated with an
impairment in immunity. This sets the stage for contracting any infection, including COVID-
19 and making the consequences of that infection much graver. In essence, your mask may
very well put you at an increased risk of infections and if so, having a much worse
outcome.2,3,4
There is another danger to wearing these masks on a daily basis, especially if worn for several
hours. When a person is infected with a respiratory virus, they will expel some of the virus with
each breath. If they are wearing a mask, especially an N95 mask or other tightly fitting mask,
they will be constantly rebreathing the viruses, raising the concentration of the virus in the lungs
and the nasal passages. We know that people who have the worst reactions to the coronavirus
have the highest concentrations of the virus early on. And this leads to the deadly cytokine storm
in a selected number.
It is evident from this review that there is insufficient evidence that wearing a mask of any kind
can have a significant impact in preventing the spread of this virus. The fact that this virus is a
relatively benign infection for the vast majority of the population and that most of the at-risk
group also survive, from an infectious disease and epidemiological standpoint, by letting the
virus spread through the healthier population we will reach a herd immunity level rather quickly
that will end this pandemic quickly and prevent a return next winter. During this time, we need
to protect the at-risk population by avoiding close contact, boosting their immunity with
compounds that boost cellular immunity and in general, care for them.
One should not attack and insult those who have chosen not to wear a mask, as these studies
suggest that is the wise choice to make.

Good evening:
I have heard that this meeting on July 14th will address the mask ordinance in arroyo grande.
I am not sure if I need to email someone specific or call, but I am highly against this.
The fact that our little town allowed for our freedoms to be exercised was amazing. I am asking to please not allow
this ordinance to pass. Fines/tickets are not what we need. As business owners we are struggling to stay a float, on
top of keeping up with everything.
