I urge the Board to not adopt An Uncodified Urgency Ordinance Providing That All State And County
Orders And Regulations Applicable Within The Jurisdiction Of The City Of Arroyo Grande And Issued

burdensome and costly for the police department to enforce. For example, the Arroyo Grande
police find a 2 year old that looks like a 3 year old with no mask and not social distancing at
Rancho Grande Park. The budget is hurting so they have been instructed to ticket to get the $100
to fund the new roundabout on Branch Street. The police talk to the mom and she explains he's 2
not 3. Children under 2 are exempt from the mask requirement, so the police wasted their time.
Please balance the budget and take the roundabout out of the budget instead of policing the
covid19 emergency.
In addition, is the State of California reimbursing the City for enforcement of Governor
Newsom's covid19 emergency related mandates?
Lastly, if wearing a mask is really a sign of submission to a new world order as shown in video
below, it would be nice if our City can change it to something that is proven to not harm the
wearer ....like shower caps? Or something different of your choice? Masks are hard to breathe in
and no studies of the harm inflicted.

I am writing to express my support of enforcement of State and County Covid-19 orders in the
city through small civil fines. Public health during a global pandemic can only be achieved
with the coordination and cooperation of the entire community.
Far from being a matter of constitutional personal preference, these orders are in place to
prevent individuals from spreading the virus by carelessly proceeding as usual - not to prevent
individuals who respect the guidelines from contracting COVID-19 themselves. Wearing a
mask in public prevents egress of the virus from any potential carriers, including those who
are asymptomatic and would otherwise unknowingly transmit the virus to others. Individuals
do not have a right to endanger the health of others by violating known and proven virus
prevention methods.
I have two young kids, they understand the norms, and it's not hard for us to all wear a mask in
public. Though, my family and I cannot prevent ourselves from contracting COVID-19 simply
by wearing masks and being responsible public citizens ourselves. Others must observe the
Silver Rule, "do not do unto others as you would not have them do unto you," by respecting
public health guidelines in order to protect the rest of the community and slow the spread of
the virus that is overwhelming our healthcare systems. Models show that if 80 percent of
people wear masks that are 60 percent effective, easily achievable with cloth, we can
effectively slow the transmission of the virus. The city must make it clear that these practices
are expected of community members and visitors alike, and are the norm in our city, so that
we can stop the spread of COVID-19.
