CC 2020-07-28_11a Traffic Way Bridge Closure Alternative MEMORANDUM TO: CITY COUNCIL FROM: WHITNEY McDONALD, COMMUNITY DEVELOPMENT DIRECTOR BY: ROBIN DICKERSON, CITY ENGINEER SUBJECT: CONSIDERATION OF A PROJECT STATUS UPDATE AND RECOMMENDATION OF A PREFERRED CLOSURE ALTERNATIVE FOR THE TRAFFIC WAY BRIDGE REPLACEMENT PROJECT DATE: JULY 28, 2020 SUMMARY OF ACTION: Recommendation of a preferred closure alternative for the Traffic Way Bridge Replacement Project will allow the design team to complete the environmental clearance and design documents with the preferred closure in a timely and cost effective manner. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: At this time, the project is only authorized for design. The cost of design is $1,239,289, consisting of $1,097,143 of Highway Bridge Program (HBP) funds (88.53%) and $142,146 for the local match (11.47%). The City will have a local match of 11.47% for the right of way and construction budget as well. The City would pay $233,758 (28%) more for the cost of bridge construction with the partial closure alternative. Costs for right of way and utility relocation will need to be added and are unknown at this time. RECOMMENDATION: It is recommended the City Council: 1) Receive the project status update for the Traffic Way Bridge Replacement Project; and 2) Confirm the selection of the full closure with Bridge Street one-way alternative for the Traffic Way Bridge Replacement Project. BACKGROUND: The Traffic Way Bridge spans Arroyo Grande Creek allowing Traffic Way to connect to West Branch Street. Traffic Way is an arterial roadway that conveys approximately 11,000 vehicles per day. In general, the design life of a bridge is 100 years. The Traffic Way Bridge is a reinforced concrete structure supported by abutments on each end of the bridge as well as concrete piles. Caltrans completes bridge inspections for the Traffic Way Bridge once every two years. In 2006, the bridge was designated “scour critical,” meaning that the supporting members of the bridge are compromised due to erosion of surrounding soil. The last inspection of the Traffic Way Bridge was completed in 2018. This inspection found signs of deck cracking, failed expansion joints, spalling concrete, concrete abrasion, and creek channel erosion. In March 2018, it was determined that not only is scour an issue, but that the foundation is vulnerable in bearing capacity. Bridge inspection reports provide information on bridge maintenance needs and an overall condition rating of the bridge, known as the “sufficiency rating.” Sufficiency rates range from 0 to 100. A sufficiency rating of 100 is the best rating a bridge may receive and 0 is the worst. The Traffic Way Bridge has a current Sufficiency Rating of 73.6, which wouldn’t normally make this bridge eligible for replacement. However, this bridge has a National Bridge Inspection (NBI) Item 113 code of 3. This means that this bridge is scour critical and has bridge foundations determined to be unstable for calculated scour conditions. Because of this scour rating, the Traffic Way Bridge is eligible for Highway Bridge Program replacement funds. Item 11.a. - Page 2 CITY COUNCIL CONSIDERATION OF A PROJECT STATUS UPDATE AND RECOMMENDATION OF A PREFERRED CLOSURE ALTERNATIVE FOR THE TRAFFIC WAY BRIDGE REPLACEMENT PROJECT JULY 28, 2020 PAGE 3 On July 24, 2018, the City Council approved an updated Master Service Agreement and Program Supplement Agreement for the replacement of the Traffic Way Bridge in order for the City to expend Federal or State funds through the State Transportation Improvement Program (STIP) on this project. On October 8, 2019, the City Council approved the contract for consultant services with Quincy Engineering, Inc. for design of a replacement bridge on Traffic Way. Over the past few months, the design team has been diligently working with City staff, the City Police Department, and the Five Cities Fire Authority to determine the most feasible closure of Traffic Way during the construction of the new bridge. ANALYSIS OF ISSUES: The largest factor making the Traffic Way Bridge eligible for rehabilitation and replacement funds through the Highway Bridge Program is channel scour. Channel scour is the process of flowing water eroding the creek bed away from the bridge. If this erosion occurs adjacent to a bridge’s supports, the bridge is then classified as scour critical. It is estimated that the Arroyo Grande creek’s channel has been lowered by approximately 12 feet in the last 86 years, which has in-turn reduced the supporting piles' ability to hold up the Traffic Way Bridge. Because of this, Caltrans has directed the City to monitor the scour condition during design. There is potential that if bridge design is not completed in a timely manner and scour conditions continue to deteriorate, the bridge could be forced to close until the replacement bridge is constructed. Staff and Caltrans have conferred on solutions to deal with the scour issue and agree that moving forward with the bridge replacement work is the most cost effective solution in this situation. This is due in part because there is no effective repair strategy that can be implemented to restore bearing capacity of the existing foundations and the life-cycle costs of such a repair would be excessive given the age of the structure. At present time, we have the opportunity to replace the bridge and install a new bridge that will not be as susceptible to creek erosion or scour and that will last 100 years or more. One of the key components for design consideration is to determine whether a full or a partial closure of Traffic Way would be more feasible during construction. Our Consultant Team has been working with City Staff, the City Police Department and the Five Cities Fire Authority to determine how best to proceed regarding the closure. To move forward with design and environmental documents, a decision needs to be made on the preferred closure. There are several aspects of the design that will be impacted by the preferred closure alternative selected, including but are not limited to bridge alignment, the extent of environmental studies, project phasing, utility relocations, the extent of right of way needs, bridge design, and pier spacing. Discussion of the closure alternatives also provides Council and the public with an opportunity to express concerns early in the project design process, when changes can be easily addressed with less impact to completed design. Item 11.a. - Page 3 CITY COUNCIL CONSIDERATION OF A PROJECT STATUS UPDATE AND RECOMMENDATION OF A PREFERRED CLOSURE ALTERNATIVE FOR THE TRAFFIC WAY BRIDGE REPLACEMENT PROJECT JULY 28, 2020 PAGE 4 Four closure scenarios were analyzed by the design team’s traffic engineer. They are as follows: 1. No Project; or 2. Full Closure of Traffic Way Bridge; or 3. Full Closure of Traffic Way Bridge (With Bridge Street Bridge one-way North Bound only) 4. Partial closure of the Traffic Way Bridge for southbound traffic only during the construction periods. The full Traffic Analysis Memo can be found in Attachment A. For purposes of the staff report we will be considering options 3 and 4 above either full closure of Traffic Way with Bridge Street converted to a one-way for northbound traffic referred to as “full closure” or partial closure for southbound traffic only referred to as “partial closure”. Under the No Project and both full closure scenarios, one or more of the study intersections operates at or below a Level of Service (LOS) F. The analysis for the partial closure resulted in a LOS of D or better. From a strictly LOS perspective, the partial closure is the preferred option. However, in addition to LOS, other issues should be considered as part of either a full or partial closure, such as duration of construction, construction cost, delays to first responders and traffic in general, safety of construction crews and the traveling public, and loss of parking. Staff has looked at the advantages and disadvantages of both options as shown in Table 1 below. TABLE 1. Full Closure Results To accommodate a full bridge closure, it is recommended that the following additional traffic management measures be implemented  Install a temporary signal at the Branch Street/Bridge Street (#2) intersection  Create dual northbound left turn lanes at the Branch Street/Bridge Street (#2) intersection  Convert Bridge Street to one-way northbound traffic; and  Eliminate parking on the north side of East Branch Street to provide two receiving lanes.  Temporary closure of Nevada Street.  Modifications to the following intersection:  Branch Street and Traffic Way (#1)  Branch Street and Mason Street (#3)  Nelson Street and Traffic Way (#4)  Nelson Street and Bridge Street (#5) Under the full closure scenario, the queues at the intersection of Branch Street/Bridge Street (#2) and Nelson Street/Bridge Street (#5) would block the entire length of Bridge Street. With the conversion of Bridge Street to one-way northbound, the queues would improve at Branch Street/Bridge Street (#2) and Nelson Street/Bridge Street (#5); however, queues at Nelson St/Bridge Street (#5) and Nelson Street/Mason Street (#6) would exceed the block length, and could be remediated by removing parking to add lanes. These queues will be further studied and remediated if possible during the design phase if this is confirmed as the preferred closure alternative. Emergency response times through the study area could be increased by 30 to 90 seconds with a full bridge closure. Implementation of emergency vehicle detection at all traffic signals on Branch Street in the project area is recommended to minimize delay. Partial Closure Results The analysis showed that a partial closure of southbound traffic would result in LOS D or better operations in the project vicinity with the traffic changes discussed below. The Item 11.a. - Page 6 CITY COUNCIL CONSIDERATION OF A PROJECT STATUS UPDATE AND RECOMMENDATION OF A PREFERRED CLOSURE ALTERNATIVE FOR THE TRAFFIC WAY BRIDGE REPLACEMENT PROJECT JULY 28, 2020 PAGE 7 southbound bridge closure circulation recommendations are shown on Figure 6 of Attachment 1. The closure of southbound Bridge Street between Nelson Street and Traffic Way would channelize southbound detoured vehicles to Nelson Street to access Traffic Way. To reduce vehicle demand and potential conflicts at the Nelson Street/Traffic Way (#4) intersection, it would be recommended that southbound Traffic Way be open only to emergency vehicles. With the westbound detoured vehicles at the intersection, it would be recommended that the intersection be modified to all way stop control and the existing northbound and westbound right turn lanes be restriped. If southbound Station Way remained open, the northbound queue on Traffic Way at Nelson Street would extend into the Bridge Street intersection. Under the southbound closure scenario, northbound queues at the intersection of Branch Street/Traffic Way (#1) would extend south of Station Way due to the additional green time needed on Branch Street for eastbound through vehicles. The westbound left turn queue at the intersection of Branch Street/Mason Street (#3) could be accommodated in the existing two-way left turn lane (TWLTL). The westbound queues at the intersection of Nelson Street/Traffic Way (#4) would exceed the storage length but could be accommodated at the Nelson Street/Bridge Street (#5) intersection. The southbound bridge closure provides acceptable traffic operations and faster emergency response times compared to the full closure. Staff Recommendation After reviewing the Traffic Analysis Report and the other information provided above and conferring with City Police Department and Five Cities Fire Authority, staff is recommending the full closure as the preferred option for the project. This recommendation is supported by both the City Police Department and the Five Cities Fire Authority. Project cost and construction duration were key determining factors for staff. If this option is confirmed by Council, City staff and the design team will continue to work with the City Police Department and Five Cities Fire Authority during the design phase to be diligent that response times for the emergency responders are kept to a minimum and that implementation of emergency vehicle detection system is installed at the necessary traffic signals. Confirmation of the preferred closure alternative at this time will narrow the scope of environmental studies and design work necessary for the preferred option, thereby limiting the time and cost of design. Limiting the time necessary to complete design and construction is important to keep the bridge from deteriorating to a point where it may no longer be used while design of the replacement is completed. Because the City is required to fund 11.47% of the cost of both construction and design, staff is recommending that the full closure option be selecting now to reduce overall costs to the City. Item 11.a. - Page 7 CITY COUNCIL CONSIDERATION OF A PROJECT STATUS UPDATE AND RECOMMENDATION OF A PREFERRED CLOSURE ALTERNATIVE FOR THE TRAFFIC WAY BRIDGE REPLACEMENT PROJECT JULY 28, 2020 PAGE 8 ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1. Confirm staff’s recommendation to move forward with the full closure for purposes of completing design work for the Traffic Way Bridge Replacement Project; or 2. Direct staff to utilize a partial closure for purposes of completing design work for the Traffic Way Bridge Replacement Project; or 3. Provide further direction to staff. ADVANTAGES: Recommending a preferred closure alternative for the Traffic Way Bridge Replacement Project will allow the design team to complete the design phase and allow the City to move into a construction phase supporting the closure alternative. Recommending the full closure alternative will have the following advantages: 1. One-season of construction (6 months); 2. Safer construction site for traveling public and construction crews; 3. Easier construction access and staging; 4. Approximately 25%-30% reduced overall construction costs 5. Reduced temporary construction easements DISADVANTAGES: While any type of closure will increase traffic delays and access to neighboring businesses, it will also temporarily change truck circulation and temporarily reduce north/south movement over Arroyo Grande Creek. The full closure will have more overall traffic impacts to Bridge Street and Mason Street. There will also be a temporary loss of approximately 17 parking spaces along Bridge Street and East Branch Street as well as potential impacts to businesses. Emergency response times could increase by 30 to 90 seconds for 6 months. Level of service at key intersections fall to an F rating for six months. ENVIRONMENTAL REVIEW: This project will be subject to both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). The Preliminary Engineering work under contract includes environmental studies and National Environmental Policy Act (NEPA) approval with Caltrans as the lead agency. The City will be the lead agency for California Environmental Quality Act (CEQA) approval and an environment determination will be presented to Council at a subsequent meeting following design completion and a formal request to procure bids for construction. Currently, it is anticipated that an Environmental Assessment and a Mitigated Negative Declaration will be required for NEPA and CEQA. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. Construction of the bridge will affect travel patterns in the area requiring vehicle, pedestrian, bicycle and transit detours. The memorandum is divided into five sections: 1. Executive Summary 2. Existing Conditions 3. Project Alternatives 4. Alternatives Analysis The detailed analysis and closure recommendations are included in the following sections. 1. EXECUTIVE SUMMARY The southbound closure scenario would extend the duration and cost of construction but will provide substantially better traffic operations and emergency response times when compared to the full closure. Intersection Operations This analysis evaluates the impacts of a full and partial bridge closure. The full bridge closure would result in severe delay and queueing at numerous area intersections during peak hours, even when secondary measures such as the one-way conversion of Bridge Street are considered. Maintaining northbound flow and prohibiting southbound flow on the bridge throughout construction would minimize the traffic impacts to area roadways and the study locations will operate within the City’s desired LOS D or better threshold. We recommend that the existing pedestrian and yellow change clearance intervals be updated and emergency vehicle detection be implemented at the signalized study intersections. Pedestrian and Bicycle Circulation We recommend that bicycles follow the vehicle detour routes and pedestrians use Bridge Street as a detour route. However, there are no sidewalks on Nelson Street between Traffic Way and Bridge Street. Bus, Truck and Emergency Vehicle Circulation Under the full closure scenario, northbound detoured large vehicles can be accommodated at the Branch Street/Bridge Street (#2) intersection with the proposed improvements. The removal of the northbound right turn lane at Branch Street/Mason Street (#3) will allow access for southbound detoured emergency services vehicles. However, westbound California legal trucks and larger will likely need to use US 101 as a detour route as closing additional turn lanes at the intersection is not recommended for intersection operations. We recommend bus, truck and emergency services turning templates be applied to the recommended detour routes, including Nelson Street, to confirm access and determine if additional parking needs to be removed. 2.EXISTING CONDITIONS Existing operating conditions are detailed in the MOA (CCTC, January 2020) included as Attachment A and summarized below. US 101 Access At Grand Avenue/Branch Street there is access to a full diamond interchange with US 101. On Fair Oaks Avenue and Traffic Way, there is access to a southbound on- and off-ramp and a northbound off-ramp. However, there is no US 101 northbound on-ramp access south of Grand Avenue in Arroyo Grande. Traffic Volumes Intersection turning movement and roadway segment counts were collected for the project in October 2019 when schools were in session. Approximately 60 percent of vehicles on the bridge travel northbound. Over 90 percent of the northbound vehicles turn left at East Branch Street, many to access US 101 northbound. Traffic Control Figure 1 shows the existing traffic control and lane configurations. The intersections of East Branch Street with Traffic Way and Mason Street are signalized. The intersections of East Branch Street with Bridge Street and Nevada Street are two-way side street stop controlled with left turns to East Branch Street prohibited. The intersections of Nelson Street with Bridge Street and Mason Street are all-way stop controlled and Nelson Street is stop controlled at Traffic Way. Trucks over 3 tons are currently prohibited on Bridge Street. However, a bridge replacement project which will lift the restrictions is expected to commence in 2020. Traffic Operations Queuing over the Traffic Way bridge was observed during the school PM peak hour in the outside left turn lane which provides access to the US 101 northbound on-ramp. Minimal queuing was observed in the inside left turn lane. Westbound queuing was also observed at Branch Street/Traffic Way (#1) extending from the Grand Avenue/US Highway 101 Northbound Ramps intersection. During the AM peak hour, the northbound queue on Mason Street at East Branch Street was observed extending over the bridge and approached the Nelson Street intersection. Pedestrian and Bicycle Facilities There are existing sidewalks on both sides of the Traffic Way bridge. There is continuous sidewalk on the west side of Traffic Way connecting East Branch Street to Nelson Street. On the east side of Traffic Way, the sidewalk is intermittent from south of the bridge to Nelson Street. On Nelson Street, Bridge Street, and Mason Street there are continuous pedestrian facilities on both sides of the road within the potential detour routes except for the southside of Nelson Street near Traffic Way. There are existing Class II bike lanes on Traffic Way between East Branch Street and US 101 and Bridge Street is designated a Class III bike route. There are no existing bikeways on East Branch Street, Nelson Street, or Mason Street. Item 11.a. - Page 11 3 Traffic Way Bridge Replacement - Traffic Analysis Memorandum Central Coast Transportation Consulting May 27, 2020 Transit South County Transit Routes 24, 27, and 28 travel on the Traffic Way bridge. Existing transit service runs on East Branch Street, Traffic Way, Nelson Street, and Mason Street. Routes 24 and 27 travel southbound, with Route 24 providing service to Pismo Beach and Route 27 providing service to Oceano and Arroyo Grande High School. Route 28 travels northbound on Traffic Way and runs counterclockwise to Route 27. 3. PROJECT ALTERNATIVES The traffic analysis evaluated near term conditions which reflect approved and pending projects likely to be in place at the time the bridge is replaced. Construction on the bridge is expected to commence in 2023. CCTC obtained the most recent list of pending and approved projects from the City of Arroyo Grande to determine projects that would add traffic to the area prior to construction. The Near Term volume methodology is included in the MOA (CCTC, January 2020) included as Attachment A. The following project scenarios were evaluated during the Near-Term AM and PM peak hour: • Near Term No Project (Figure 1): Existing lane configurations. • Full Bridge Closure (Figure 2): Detour northbound and southbound traffic including the following: o Install a temporary traffic signal with pedestrian indications at Branch Street/Bridge Street (#2) to allow northbound left turns. o Close Nevada Street at East Branch Street. o Convert Bridge Street to one-way northbound from Traffic Way to Nelson Street. o Modify Traffic Way/Nelson Street (#4) to all way stop control. o Modify lane configurations at Branch Street/Traffic Way (#1), Branch Street/Bridge Street (#2), Branch Street/Mason Street (#3) and Nelson St/Traffic Way (#4). • Full Bridge Closure (with Bridge Street One-Way, Figure 3 and Figure 5): Detour northbound and southbound traffic consistent with scenario above and convert Bridge Street from Nelson Street to East Branch Street to one-way northbound. Modify lane configurations at Branch Street/Bridge Street (#2) and Nelson St/Bridge Street (#5). • Southbound Bridge Closure (Figures 4 and 6): Detour southbound including the following: o Convert Traffic Way to one-way northbound from East Branch Street to Nelson Street. o Convert Bridge Street to one-way northbound from Traffic Way to Nelson Street. o Convert Nelson Street to one-way westbound from Traffic Way to Bridge Street. o Close Nevada Street at East Branch Street. o Modify Traffic Way/Nelson Street (#4) to all way stop control. o Modify lane configurations at Branch Street/Traffic Way (#1), Branch Street/Bridge Street (#2), Branch Street/Mason Street (#3) and Nelson St/Traffic Way (#4). The SLOCOG model was used to estimate vehicles that would modify their travel patterns if the bridge is closed. It shows that 14 percent of eastbound right turning vehicles on East Branch Street at Traffic Way and ten percent of northbound left and through movement vehicles on Traffic Way at East Branch Street would not travel through the study area during construction if the bridge was closed, instead using other routes to their destination. The full bridge closure would also result in LOS F operations at Nelson St/Bridge Street (#5) with and without the one-way conversion. With the full bridge closure and conversion of Bridge Street to one-way northbound Branch Street/Mason Street (#3) and Nelson Street/Mason Street (#6) would also result in LOS F intersection operations in one or more peak hours. The full bridge closure circulation summary is shown on Figure 5. Under the full closure scenario, the queues at the intersection of Branch Street/Bridge Street (#2) and Nelson Street/Bridge Street (#5) would block the entire length of Bridge Street. With the conversion of Bridge Street to one-way northbound, the queues would improve at Branch Street/Bridge Street (#2) and Nelson Street/Bridge Street (#5); however, queues at Nelson St/Bridge St (#5) and Nelson Street/Mason Street (#6) would exceed the block length. Emergency response times through the study area could be increased by 30 to 90 seconds with a full bridge closure. Implementation of emergency vehicle detection at all traffic signals on Branch Street in the project area is recommended to minimize delay. Partial Closure Results The analysis showed that a partial closure of southbound traffic only results in LOS D or better operations in the project vicinity with the proposed improvements. The southbound bridge closure circulation recommendations are shown on Figure 6. The closure of southbound Bridge Street between Nelson Street and Traffic Way will channelize southbound detoured vehicles to Nelson Street to access Traffic Way versus the skewed intersection of Bridge Street/Traffic Way. To reduce vehicle demand and potential conflicts at the Nelson Street/Traffic Way (#4) intersection, we recommend that southbound Traffic Way be open only to emergency vehicles. With the westbound detoured vehicles at the intersection, we recommend that the intersection be modified to all way stop control and the existing northbound and westbound right turn lanes be restriped. If southbound Station Way remained open the northbound queue on Traffic Way at Nelson Street would extend into the Bridge Street intersection. Under the southbound closure scenario, northbound queues at the intersection of Branch Street/Traffic Way (#1) would extend south of Station Way due to the additional green time needed on Branch Street for eastbound through vehicles. The westbound left turn queue at the intersection of Branch Street/Mason Street (#3) can be accommodated in the existing two-way left turn lane (TWLTL). The westbound queues at the intersection of Nelson Street/Traffic Way (#4) exceed the storage length but can be accommodated at the Nelson Street/Bridge Street (#5) intersection. The southbound bridge closure provides acceptable traffic operations and substantially faster emergency response times compared to the full closure. Pedestrians can use Bridge Street as a detour route. We recommend that pedestrians cross Traffic Way at the existing crosswalk at the Nelson Street/Traffic Way (#4) intersection where all-way stop control is proposed. However, there are no sidewalks on Nelson Street between Traffic Way and Bridge Street. Bus, Truck and Emergency Vehicle Circulation The truck turning exhibits prepared by Quincy Engineering are included as Attachment B and summarized below. With the conversion of Branch Street to two westbound lanes from Traffic Way to Bridge Street under the full closure scenario, northbound detoured large vehicles, including California legal trucks, can turn from Bridge Street to Branch Street with the proposed striping. Mason Street is not recommended as a northbound truck detour route. For southbound detoured large vehicles, Mason Street and Nelson Street are recommended. The removal of the northbound right turn lane at Branch Street/Mason Street (#3) will allow access for detoured eastbound and westbound fire trucks as well as eastbound California legal trucks on Branch Street to travel south on Mason Street at the intersection. Westbound left turning California legal trucks and larger cannot be accommodated at the Branch Street/Bridge Street (#2) or Branch Street/Mason Street (#3) intersections without closing additional turn lanes or encroaching into opposing lanes and will likely need to use US 101 as a detour route. Closing the westbound left turn lane at Branch Street/Mason Street (#3) would increase the intersection delay by over two minutes under the full closure scenario and would degrade intersection operations to LOS F under the partial closure scenario and is not recommended. South County Transit Route 28 travels northbound on the Traffic Way bridge and could use Bridge Street under the full closure scenario. South County Transit Routes 24 and 27 currently travel southbound on the Traffic Way bridge. Route 24 runs counter-clockwise and travels on Traffic Way, Nelson Street, Mason Street to return to East Branch Street. Route 27 also travels counter-clockwise and travels on Traffic Way to Fair Oaks Avenue. We recommend that Route 24 travel clockwise east of US 101 and use Mason Street, Nelson Street, and Traffic Way to return to East Branch Street under the partial closure scenario, Route 27 could consider the same route on Mason Street and Nelson Street or use US 101 to access Fair Oaks Avenue. Route 24 and Route 27 would likely need to use US 101 under the full closure scenario. We recommend bus, truck and emergency services turning templates be applied to the recommended detour routes, including Nelson Street, to confirm access and determine if additional parking needs to be removed. Construction of the bridge will affect travel patterns in the area. Vehicle, pedestrian, bicycle and transit detours will be required. This memorandum of assumptions (MOA) has been prepared for your review, comment, and approval following the project team meeting on December 9th, 2019, between CCTC, Quincy Engineering, and City staff from Community Development, Public Works, Police, and Fire. We propose to analyze the AM and PM peak hour for the following scenarios: • Near Term No Project Conditions: Existing plus approved/pending projects with existing traffic conditions. • Near Term Full Closure Conditions: Existing plus approved/pending projects with a full bridge closure and detoured northbound and southbound traffic. Two versions of this alternative will be evaluated: o Direct traffic shifts assuming all bridge traffic diverts to the nearby detour routes, and o Broader traffic shifts assuming advance detour notice is posted that shifts broader travel patterns, resulting in increased usage of nearby freeway offramps. This scenario would be developed by applying the SLOCOG travel demand model. • Near Term Southbound Closure Conditions: Existing plus approved/pending projects with a partial bridge closure (northbound traffic remains open) and detoured southbound traffic. Additional scenarios may be developed pending the results of this analysis. Preliminary analysis shows that a full bridge closure would require a temporary signal at the Bridge Street/Branch Street with dual northbound left turn lanes. This will likely require converting Bridge Street to one-way northbound and elimination of parking on the north side of Branch Street to provide two receiving lanes. Even with the one-way conversion, queues would regularly spill back across the Bridge Street bridge and would increase response time for emergency vehicles. We propose evaluating a partial closure option that would maintain northbound flows through construction. This option would likely result in better traffic operations but would extend the duration and cost of construction. On Fair Oaks Avenue and Traffic Way, there is access to a southbound on- and off-ramp and a northbound off-ramp. However, there is no US 101 northbound on-ramp access south of Grand Avenue in Arroyo Grande. The intersections of East Branch Street with Traffic Way and Mason Street are signalized. The intersections of East Branch Street with Bridge Street and Nevada Street are two-way side street stop controlled with left turns to East Branch Street prohibited. The intersections of Nelson Street with Bridge Street and Mason Street are all-way stop controlled and Nelson Street is stop controlled at Traffic Way. Trucks over 3 tons are currently prohibited on Bridge Street. However, a bridge replacement project which will lift the restrictions will begin in 2020. There are existing sidewalks on both sides of the Traffic Way bridge. There is continuous sidewalk on the west side of Traffic Way connecting East Branch Street to Nelson Street. On the east side of Traffic Way, the sidewalk is intermittent from south of the bridge to Nelson Street. On Nelson Street, Bridge Street, and Mason Street there are continuous pedestrian facilities on both sides of the road within the potential detour routes except for the southside of Nelson Street near Traffic Way. There are existing Class II bike lanes on Traffic Way between East Branch Street and US 101 and Bridge Street is designated a Class III bike route. There are no existing bikeways on East Branch Street, Nelson Street, or Mason Street. South County Transit Routes 24, 27, and 28 travel on the Traffic Way bridge. Existing transit service runs on East Branch Street, Traffic Way, Nelson Street, and Mason Street. Routes 24 and 27 travel northbound, with Route 24 providing service to Pismo Beach and Route 27 providing service to Oceano and Arroyo Grande High School. Route 28 travels northbound on Traffic Way and runs counterclockwise to Route 27. Existing Traffic Conditions In October 2019, roadway tube counts were collected near the Traffic Way bridge south of East Branch Street as shown in the Exhibit 1. Data at Nelson Street & Mason Street was collected during the peak hours. The existing lane configurations are shown in Figure 1. The existing turning movement counts are shown in Figure 2 and are included as Attachment A. Approximately 60% of vehicles on the bridge are traveling northbound. Over 90% of the northbound vehicles turn left at East Branch Street. Queuing over the bridge was observed during the school PM peak hour in the outside left turn lane which provides access to the US 101 northbound on-ramp. Minimal queuing was observed in the inside left turn lane. During the AM peak hour, the northbound queue on Mason Street at East Branch Street extended over the bridge and approached the Nelson Street intersection. During the AM, bridge volumes were high mid-day; however, the intersection turning movement counts peaked from 7:15 to 8:15 AM. During the PM peak hour, the bridge volume peaked from 2:45 to 3:45 PM. Some of the intersection turning movements peaked from 4:45 to 5:45 PM; however, the bridge volume was significantly lower during this time period. Based on the detailed roadway data and intersection turning movement counts, we recommend analyzing the following peak hours: • AM peak hour: 7:15 to 8:15 AM • PM peak hour: 2:45 to 3:45 PM CCTC has obtained the existing signal timing data from the City. Adjustments to the signal timing (pedestrian clearance times, yellow clearance times, etc.) may be recommended and used in the traffic analysis based on the latest version of the California Manual on Uniform Traffic Control Devices (CAMUTCD). Construction is expected to commence in 2023. CCTC obtained the most recent list of pending and approved projects from the City of Arroyo Grande to determine projects that will add traffic to the area in addition to those identified in the East Cherry Avenue Specific Plan EIR as shown in Table 1. Table 1: Approved and Pending Project List The East Cherry Avenue Specific Plan EIR identified approved and pending intersection volumes at East Branch Street/Traffic Way (a study intersection) and Bridge Street/Traffic Way. Preliminary Analysis and Recommendations During the peak hours, approximately 300 more vehicles travel northbound over the Traffic Way Bridge than in the southbound direction. Preliminary analysis shows that a full bridge closure would require a temporary signal at the Bridge Street/Branch Street with dual northbound left turn lanes. This will likely require converting Bridge Street to one-way northbound and elimination of parking on the north side of Branch Street to provide two receiving lanes. Even with the one-way conversion, queues would regularly spill back across the Bridge Street bridge and would increase response time for emergency vehicles. Some drivers will likely avoid the detours and modify their travel patterns. From Fair Oaks Avenue near the High School, US 101 North is approximately 0.6 miles farther accessed via Halcyon Road versus Traffic Way and East Branch Street. From Branch Street southbound vehicle can use US 101 and exit at Fair Oaks Avenue. We propose to evaluate the likely travel pattern changes using the SLOCOG Travel Demand Model.
