CC 2020-09-22_06e PD Field Training Presentation_PP PresentationArroyo Grande police department Field Training and Evaluation Program Ensuring Quality of Life 1 FTO and SAC Selection and Training Field Training Officer (FTO) Selection Minimum 4 years patrol experience, minimum of 2 years with AGPD Recommendation from a supervisor Competitive testing process (oral interviews, practical exercises, written exam) Evaluation by current field training staff, supervisors, and administration Once selected, must attend 40-hour POST FTO course Attend 24-hour POST FTO update course every three years Field Training Program Supervisor/Administrator/Coordinator (SAC) Must be rank of sergeant or above as designated by Patrol Commander Typically a former FTO Must attend 24-hour POST FTO SAC course Bi-Monthly FTO Meetings Update progress on current trainees and address current training needs Evaluate any changes or modifications that need to be made to the Field Training Program Ongoing Training for FTOs Ensuring Quality of Life 2 2019 Updates to Field Training Program Complete update and rollout of new POST Certified Field Training Manual Volume 1 Overview of Field Training Program Outlines general training plan Includes POST and AGPD training expectations Volume 2 Guided training of core concepts Broken down into 18 sections (each section contains multiple competency requirements) Total of 427 competency requirements (each requirement must be instructed by FTO, then FTO signs-off when trainee shows competency in each requirement). Requirement is the same for lateral officers. Every AGPD policy is instructed by the FTO, and is reviewed and acknowledged by trainee. Manual “sign-offs” are tracked digitally in Field Training software program. Added a new mid-cycle training program Refresher of classroom instruction Hands-on scenarios District Attorney’s Office reverse ride-along program Mock courtroom testimony scenario Force Options Simulator (future addition coming) Ensuring Quality of Life 5 Field Training Program Overview Orientation Phase – 1 Week Phase One – 6 Weeks Phase Two – 6 Weeks Mid-Cycle Training Week Phase Three – 6 Weeks Shadow Phase – 1 Week Program minimum: total of 21 weeks, or approximately 840 Hours POST minimum is 10 weeks, or approximately 400 Hours Lateral Officer minimum of 6 weeks with at least 2 FTOs No POST minimum for lateral officers Ensuring Quality of Life 6 Trainee Evaluations Daily Observation Reports (DOR) Daily evaluations are completed by the FTO and consist of 34 rating dimensions, in which the FTO logs all activity, and summarizes the trainee’s current progress in each dimension. Supervisor Weekly At the conclusions of each work week, the FTO SAC reviews and summarizes the weekly DORs. The FTO SAC assesses the trainee’s progress and documents any training recommendations for the FTO. End of Phase Report Is completed at the end of each training phase and provides a summary of the training completed during the training phase. End of Program Report Summarizes entire training program, and is downloaded as a training record for the trainee Ensuring Quality of Life 7 Extensions and Remedial Training At times, circumstances may exist where a trainee is not performing at an acceptable level at a scheduled end of phase FTO and SAC discuss trainee’s current progress If extension is recommended, meet with Patrol Commander for approval Trainee is placed on phase extension (typically two weeks), and given written agreement outlining remedial training plan. Extension not always granted if trainee is not making progress or critical mistakes are made Remedial training plans are examined to determine specific areas of deficiency and create a plan of action to correct the deficiencies.
