CC 2020-10-27_08h Acceptance of 2020 Concrete Repairs Project MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, ASSISTANT CITY MANAGER/PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2020 CONCRETE REPAIRS PROJECT, PW 2020-03 DATE: OCTOBER 27, 2020 SUMMARY OF ACTION: Accept the 2020 Concrete Repairs Project and begin the one-year warranty period for defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The final contract and change orders resulted in a total cost of $110,817 to the City, $103,963 for the direct contract amount and $6,854 for contingencies. The contract was included as part of the FY 2020-21 Capital Improvement Program budget and was funded by Local Sales Tax. The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council: 1) Accept the project improvements as constructed by G. Sosa Construction, Inc. in accordance with the plans and specifications for the 2020 Concrete Repairs Project, PW 2020-03; 2) Direct staff to file a Notice of Completion; and 3) Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On June 23, 2020, the Council awarded a construction contract to perform the 2020 Concrete Repairs Project to G. Sosa Construction, Inc. in the amount of $103,963 and authorized the City Manager to approve change orders in the amount of $10,396. The contractor’s final construction cost for the project is $110,817. The work involved the removal of mature Liquid Amber trees that were damaging and/or uplifting the adjacent sidewalk along Village Glen Drive and replacing them with Chinese Pistache or Arbutus Marina trees. The project also included removal and replacement of trees at two locations on Woodland Drive. Following tree removal, sidewalk repairs were performed. Sidewalk areas where displacements were still minimal (less than 2 inches) were repaired using lower-cost Item 8.h. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE 2020 CONCRETE REPAIRS PROJECT, PW 2020-03 OCTOBER 27, 2020 PAGE 2 concrete slicing. Sidewalk areas with larger displacements consisted of removing and replacing the damaged sidewalk panels. The project scope also included sidewalk repairs in various locations where trip and falls have been noted. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications within the contract time frame, under the available budget, and there are no outstanding issues. It is, therefore, recommended that the City accept the 2020 Concrete Repairs Project and begin the one-year warranty period for defects that may arise. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Accept the 2020 Concrete Repairs project; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. The project reduces potential trip and fall hazards along selected streets, addresses complaints received from the public, and improves access for individuals with mobility limitations. The project reduces deferred maintenance costs by helping to protect existing City infrastructure by removing trees that damage and uplift sidewalk panels and replacing them with more appropriate species. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project.
