R 1546 111) 1 ,,./ RESOLUTI ON NO. 1546 . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ESTABLISHING REQUIREMENTS FOR OFF-STREET PARKING ON GRAND AVENUE WHEREAS, it has been recommended that a two-way left turn lane be installed on Grand Avenue between Halcyon Road and the Freeway by the Office of Traffic Safety in their report of May, 1979; and WHEREAS, the Engineering Department of the City of Arroyo Grande performed a traffic study analyzing the frequency of rear end collisions In that portion of Grand Avenue: and WHEREAS, during the study it was determined that the annual accident rate for that portion of Grand Avenue per million vehicle miles for 1977 to 1980 was found to be 10.73 above the national average, which Is 6.6; and WHEREAS, additional studies Included spot speed surveys, off and on street parking surveys, and personal interviews with citizens living in adjacent residences and operating businesses on that portion of Grand Avenue between Halcyon Road and the Freeway; and WHEREAS, these studies concluded that installation of a two-way left turn lane would result in a 40 to 45 percent reduction in injuries and savings of $100,000 per year in costs due to damages and injuries to the public. The Engineering Department of the City of Arroyo Grande felt it necessary to present the aforementioned data to the City's Parking and Traffic Commission at their regular meeting of October 16, 1980; and WHEREAS, the Staff and Commission felt it necessary to gain Input from the public and the property owners involved were notifie4 of the proposed agenda item; and WHEREAS, the existing right of way could only accommodate the Installation of the two-way left turn lane by removal of the on-street parking for that entire portion of Grand Avenue between Halcyon Road and U.S. 101; and WHEREAS, during the hearing, testimony indicated that regardless of Staff studies, it was the opinion of the business persons and residents along Grand Avenue between Halcyon Road and the Freeway that until alternate parking Is developed, It would be a serious financial hardship to remove on-street parking; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grande that on-street parking on Grand Avenue shall be eliminated in piecemeal fashion as use permits and building permits are issued. BE IT FURTHER RESOLVED that as a condition to Issuance of future development permits and use permits for the properties, the applicant shall provide alternate parking for the property fronting on Grand Avenue.
