CC 2021-03-23_11a CSGP Allocations 2021MEMORANDUM TO: CITY COUNCIL FROM: ROB FITZROY, COMMUNITY DEVELOPMENT DIRECTOR BY: ANDREW PEREZ, ASSOCIATE PLANNER SUBJECT: CONSIDERATION OF ARROYO GRANDE COMMUNITY SERVICE GRANT PROGRAM ALLOCATIONS FOR YEAR 2021 DATE: MARCH 23, 2021 SUMMARY OF ACTION: Approving the 2021 Arroyo Grande Community Service Grant Program allocations will assist local non-profit organizations implement various service programs that directly benefit Arroyo Grande residents. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The City Council allocated a total of $50,000 in the FY 2020-21 Budget for the Arroyo Grande Community Service Grant program. There is no other fiscal impact other than staff time related to administering the program. RECOMMENDATION: It is recommended the City Council adopt a Resolution approving the Arroyo Grande Community Service Grant Program awards for Year 2021. BACKGROUND: In response to federal Community Development Block Grant (CDBG) funding limitations and restrictions, the City established the Community Service Grant Program (CSGP) in 2014 as a means of providing funding for community service projects separate and apart from the CDBG program. This local grant program historically has provided $20,000 to eligible non-profit organizations that offer specialized social service, educational, cultural, beautification, and recreational programs and projects benefitting Arroyo Grande citizens. At its regular meeting on August 25, 2020, Council directed that an additional $5,000 previously allocated to the Tourism Business Improvement District be redirected to the Community Service Grant Program. During the COVID-19 crisis, many non-profit service organizations have been unable to conduct their regular fundraising events, which they rely on to be able to continue providing important services to the community. Due to the impact of the COVID-19 Item 11.a. - Page 1 CITY COUNCIL ARROYO GRANDE COMMUNITY SERVICE GRANT PROGRAM ALLOCATIONS FOR YEAR 2021 MARCH 23, 2021 PAGE 2 pandemic and the limited fundraising opportunities for non-profit organizations during this time, Council authorized $25,000 of CARES Act revenue to be allocated to the Community Service Grant Program, bringing the total funding for this year’s Community Service Grant Program to $50,000. The City received a total of sixteen (16) applications requesting a total of $127,435. For comparison, sixteen (16) applications were also submitted in 2019, however the funding requested totaled $66,630. Applications for CSGP are reviewed by the Community Service Grant Committee (Committee). The Committee consists of one member from the Planning Commission, one member from the Architectural Review Committee, one member from the Downtown Parking Advisory Board, one member from the Arroyo Grande Tourism Business Improvement District Board, and one member from the South County Chamber of Commerce Board of Directors. This Committee convened on March 4, 2021, via Zoom videoconference, to review the applications and make funding recommendations to the City Council. ANALYSIS OF ISSUES: The Committee voted to present the following funding recommendations listed in Table 1 below (recommendations are in the far right column) for approval by Council: Table 1: 2021 CGSP Summary of Applications (Listed in Alphabetical Order) NAME OF NON- PROFIT PROJECT SUMMARY AREA SERVED GRANT AMOUNT RECEIVED IN 2020 GRANT AMOUNT REQUESTED IN 2021 GRANT COMMITTEE 1) 5Cities Homeless Coalition Rapid Re-Housing & Eviction Prevention; Winter Warming Center; Direct Financial Assistance. South County n/a $7,500 $6,000 16) United Methodist Children’s Center Childcare for children 18 months to 5 years of age. Five Cities n/a $36,000 $0 TOTAL $127,435 $50,000 In making the recommendations identified above, the Committee wished to focus primarily on funding projects and programs that directly assist individuals that have been affected by the current COVID-19 pandemic. The Committee specifically prioritized organizations that provide food, shelter, and clothing for those in need and that can effectively render their services during the COVID-19 pandemic. Other screening criteria included: whether the funds go directly to products and services for clients (versus administration costs); how many Arroyo Grande residents are served; an organization’s existing funding base (whether the requested funds are necessary for the project or program to succeed); and how the current pandemic impacted annual fundraising efforts. Staff recommends that Council approve the CSGP funding recommendations made by the Committee, as detailed in the table above and in the accompanying Resolution. ADVANTAGES: The City’s CSGP provides a funding opportunity, separate from CDBG, for local public service programs that address unmet needs in the community. DISADVANTAGES: Due to an increase in the number of non-profit agencies that submitted applications, the COVID-19 pandemic, and the total amount of funds requested ($127,435) compared to requests received in 2020 ($66,630), seven (7) of the sixteen (16) non- profit agencies are not recommended to receive funding. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve CSGP funding for the projects as proposed for the Year 2021; 2. Modify and approve CSGP funding for projects for the Year 2021; or 3. Provide other direction to staff. Projects are moving slower than anticipated due to COVID restrictions, and thus budgets are being spread thin as well. CLC has been able to pivot somewhat in our education programs working with partners and funders to provide remote services to local students. The bulk of the impact has been in our capacity to raise discretionary funds without in-person direct fundraising events, including a gala that was planned for last March which was part of a rebranding pinnacle that had been underway for almost two years. Revitalize the volunteer program at Creek Lands Conservation to provide more opportunities for local residents to give back to their community in a safe, socially distant way. This revamped volunteer program will launch with a native plant beautification workshop, connecting people to nature during a time of need. Item 11.a. - Page 71 City of Arroyo Grande Community Service Grant Program 2020-2021 Attachment B: Program/Service Information 1.Briefly describe your organization and its mission. a. Organization Description: i.Creek Lands Conservation (CLC), formerly Central Coast Salmon Enhancement, is a tax exempt nonprofit 501(c)3 organization that works alongside a wide range of stakeholders to sustainably manage land and water resources, with expertise in managing aquatic ecosystems such as rivers, creeks, wetlands, and estuaries. We aim to enhance our coastal communities through Restoration Science, Education, & Stewardship. Our work encompasses consideration of entire watersheds from ridgetops to the near coast environment and includes finding solutions to water security for communities and agriculture, species conservation, riparian management, stormwater management, and sustainable municipal and ag land-water practices. We serve the community through a combination of watershed restoration outreach and classroom education. Our restoration projects provide hands-on opportunities for the community to reconnect with their local watershed, whether through citizen science or service. Our school program aims to inspire the future generations of environmental stewards through place-based learning and experiential learning. The following is a sample of various CLC planning, management, and scientific investigation projects achieved in our local watersheds during the last decade: ● Arroyo Grande Creek Fisheries Assessment (2008) for the California Department of Fish & Game (CDFG) ●Arroyo Grande Creek Stream Gage Modification 100% Engr. Design (2009) for CDFG ● Pismo Creek Fish Passage Improvement 100% Engr. Design (2012) for CDFG ● Santa Rosa Creek Watershed Mgmt Plan (2012) for CDFG ● Pismo Creek Estuary Restoration Plan (2013) for the Coastal Impact Assistance Program through the County of San Luis Obispo ●Pismo Creek Instream Flow Study (2013) for the California Department of Fish & Wildlife ● Developed RFP for Villa Creek Estuary Restoration Project for CAState Parks (2018) ● Santa Rosa Creek Streamflow Enhancement Project for private ag landowners and WCB Streamflow Enhancement Project (in progress) Item 11.a. - Page 72 ● Integrated Water Strategies Planning Project in Santa Barbara & Ventura Counties for private landowners & the WCB Streamflow Enhancement Program (in progress) ●Crowd Hydrology, citizen science program, collects flow data funded by various organizations currently on Dairy Creek & San Luis Obispo Creek (on-going) In addition, CLC has served City residents by: ●Initiating the Arroyo Grande Creek Memorandum of Understanding (MOU) group to coordinate/cooperate on projects that benefit the City such as the Tally Ho Restoration project and the Clark property sediment basin project. ●Providing language and interpretive sign models for use in developing signage for the bioswale behind the previous location of City Hall. ●Developing, funding and implementing plans for two creek aligned trails to complement the City’s larger creek trail system. ●Assisting the developer of Cherry Creek and the City with a planting palette for the Newsome Springs swale. b. Mission Statement: i.The mission of Creek Lands Conservation is to conserve and restore freshwater and near shore marine ecosystems throughout California’s Central Coast. c. Area(s) served by organization: i.CLC serves California counties from Monterey to Ventura focusing on coastal watersheds. Our office is located within the City of Arroyo Grande. We have enjoyed a productive working relationship with the City and its residents in the following ways: • The City participated in the development of the Arroyo Grande Creek Watershed Management Plan which led to the development of a City Working Group which helped to inform the City’s Creek Resource Protection Study. Many city residents participated as stakeholders in the development of the plan. The South County Historical Society used its research for history of the Creek by ultimately publishing Bob Brown’s Story of the Arroyo Grande Creek. • The City provided Measure O funding to CLC for the development and distribution of the Arroyo Grande Creek Care Guide which was distributed to City residents and posted on the City’s website. • Residents of the City have been involved in annual Creek Clean-up events and occasional volunteer Ivy Removal efforts hosted by CLC and co-sponsored by the City. Item 11.a. - Page 73 2.How is the program or service beneficial to Arroyo Grande residents? a.Now more than ever, people are looking for ways to stay safely connected to their community and to each other. By revitalizing our volunteer program and keeping Covid regulations in mind, CLC will be able to provide more opportunities for Arroyo Grande residents to make connections with others and to give back to their community in an impactful way. Following a restructure of volunteer management protocols, a beautification workshop will get local residents involved in hands-on conservation. During this beautification workshop, participants will learn the benefits of using native plants in one’s garden for both their own water budget and to improve habitat and health of our watershed. An expert on native plants describes to participants why he/she should be using native plants and mulch in one’s garden. The focus is how much less water can be used when landscaping with plants adapted to our state’s Mediterranean climate. Furthermore, attendees learn when it is best to plant, which plants are suitable to your garden’s level of sunlight and type of soil, and what plants can help attract beneficial insects. Participants also gain awareness for the economic benefits of planting natives, including using less water, fertilizers, and zero pesticides. In addition to personal growth, the participants will also get to improve their local watershed by planting native plants at Creek Lands Conservation along the banks of Arroyo Grande Creek on property owned by Lucia Mar Unified School District. We have identified three planting areas and prior to the workshop we will develop a planting plan with local experts. Attendees receive a tutorial on how to remove non-native weeds from the plot to be restored, how to properly remove native plants from their container, how to prepare the soil and the receiving hole, and optimal watering schedules for California native plants. Each participant is given the opportunity to plant his/her own plant. We will also partner with local organizations, such as One Cool Earth, Arroyo Grande in Bloom, UC Extension Master Gardeners, California Native Plant Society, etc., and these groups will help with planning, planting and other tasks such as mulching and weeding. Since our office is on the banks of Arroyo Grande Creek, this planting is a significant opportunity to educate the community on everyday choices one can make to increase the health of the creek for fish and future generations of Arroyo Grande residents. On site, we can tangibly explain the flow of water through the watershed and how our choices on land affect our local waterways and beyond. Our day’s planting can help decrease the levels of polluted runoff entering the creek, increase insect diversity, and increase soil permeability. A short excursion during the planting takes participants down to the creek to view a current project by CLC: Arroyo Grande Creek Stream Gauge Modification Project, funded by the National Fisheries & Wildlife Foundation. When Item 11.a. - Page 74 completed, this project will allow native Steelhead trout to migrate further up the creek to take advantage of upstream spawning habitat. This project showcases what a small group of concerned citizens can accomplish by choosing to make their watershed better for fish and its citizens. The lasting infrastructure of this workshop is a transformation of the office into a model of sustainable native plant landscaping that will be seen by all who visit. We will use the space as a teaching opportunity for everyone who visits through interpretive signage and could continue to provide the Arroyo Grande community with additional workshops, planting workdays, and garden volunteer groups. b.Approximate number of City of Arroyo Grande residents served by our organization: i.We assisted with the city's stormwater permit reporting by providing numbers of students served within the city limits receiving watershed education for many years. We have also been involved with Tally Ho residents to resolve on-going flooding issues in that subwatershed since 2001 and are a co-sponsor for the recently funded Tally Ho Restoration Project funded by the Department of Water Resources. On average, we serve 50 residents and students per year over the past decade. 3.How is local need for this program/service determined? a.As the city's watershed group, we were instrumental in winning $1million for theǧ Lucia Mar Unified School District's Drought Response Outreach Program for Schoolsǧ (DROPS) grant. The DROPS program allowed the District to design and implementǧ water conservation within school infrastructure and provided hands-on education forǧ students. We continue to provide technical expertise in water conservation andǧ education as climate change becomes part of everyday life on the Central Coast. Using our offices to train and educate residents to plan and implement water savingsǧ while beautifying our home is critical to the City’s ability to provide residents with theǧ necessary tools to sustain our community into the future. However, as aǧ science-focused organization we need assistance in building our capacity to recruit,ǧ train and deploy qualified volunteers. This program will help us meet that need whileǧ also providing an immediate opportunity for those volunteers to learn valuable habitat restoration skills that will benefit the community.ǧ 4.Describe your organizational capacity to successfully carry out the proposed activities (i.e. past performance and history of the organization will be considered to assess the agency’s prospects for achieving its goals and objectives). Item 11.a. - Page 75 a.Number of Full Time Staff: 4; Number of Part Time Staff: 2; Number of Volunteers: ~10. b.Our staff includes two hydrologists, one experienced watershed projects manager and staff expertise in program development and delivery, including previous volunteer and internship program development. We have received and implemented dozens of watershed restoration grants. Most of the grant projects include on-the-ground data collection which is used to evaluate water quality/quantity and habitat, and voluntary enhancement/improvement methods. The projects work with private and public landowners, other nonprofits and academic partners. We also work extensively with state and federal agencies to affect quality outcomes. We have experience in the community going back thirty (30) years. The watershed projects manager was involved in the preparation of the Santa Maria River Estuary Restoration Plan and the Santa Maria River Instream Flow Study. The hydrologists were involved in developing and implementing the State Parks Estuaries Monitoring Program in San Luis Obispo County. One hydrologist was involved in a first generation watershed report card. We are confident in our ability to implement and execute an immersive, impactful volunteer program and native plant beautification workshop. Morton, PhD (Board President) slodiversity@gmail.com (805) 270-3511 Community Diversity Education and Training Program 5,000 The Diversity Education and Training Program has been able to continue, with some modifications, during the pandemic. Through this program, we present speakers to students and the broader community. Holding these programs online during the pandemic has lowered our expenses, expanded our reach to the broader community, and has brought diversity education into the homes of thousands. As long as students are distance-learning these speakers will be presented on Zoom. The Coalition has seen an increase in funding during 2020, likely due to increased cultural and social awareness following the tragic death of George Floyd and many others. We are a grassroots organization and rely on the generosity and support of our local community. The Diversity Education and Training Program brings renowned speakers to share their stories with Arroyo Grande-based students in the schools and with the broader public at Community Forums. We work in partnership with teachers to pair speakers and curriculum, support their professional development, and promote tolerance at all levels. We also provide sponsorships annually for local teachers to attend the Museum of Tolerance in Los Angeles. Several hundreds of community members have attended each of our most recent Community Outreach meetings with world-renowned speakers, held via Zoom due to COVID-19. The Diversity Coalition provides programs and resources dedicated to the promotion of and advocacy for the inclusion and affirmation of diversity in our community and countering negative acts of prejudice or bias against its citizens. Ultimately, the Diversity Coalition aims to serve the entire County. This funding request is specifically in furtherance of our partnerships with teachers at Paulding and Mesa Middle Schools and Arroyo Grande High School to deliver guest speakers to these schools and the broader community during the 2021/2022 school year. The Diversity Coalition’s focus is clear: the more we educate, the more compassion and empathy we create and foster, which leads to a more informed, accepting, safer, and healthier community. We seek to serve the most vulnerable in our community. In many cases, this means the minorities in our community. We address these equity gaps by ensuring social and racial justice is embedded in each of our programs. Two studies conducted by the Community Foundation of SLO County demonstrate the critical need to teach tolerance. Fifty-percent of 11th graders who identified as lesbian, gay, or bisexual reported seriously considering suicide in the past 12 months (2015). Amongst 11th grade girls, 48% felt so sad/hopeless almost every day for at least two weeks that they stopped some of their usual activities, 49% reported feeling unsafe at school (2020). The Diversity Education and Training Program is entering its fifth year, having enriched the lives of over 4,000 local middle and high school students with guest speakers ranging from Holocaust survivors, African refugees, refugee relocation experts, and others who have had their lives affected by bias, prejudice, or hate. The program began with the Lucia Mar School District in 2017, expanded to include the San Luis Coastal School District in 2019, and aims to expand into the North County in the 2021/2022 school year. We operate with an eight-person volunteer Board comprised of community members with diverse backgrounds and skills whom each have specific roles and responsibilities as Board members. This educational program is core to our work as an organization and has the full support of our Board. Ciesinski executive-director@ecoslo.org 805-544-1777 Emma Rillero, AmeriCorps Volunteer Services - Community Engagement programs@ecoslo.org 805-544-1777 Neighborhood Cleanup 4,250 Our funding and volunteer engagement has been affected by COVID-19 as we have not been able to hold large, public events. Our volunteer programs (data-driven cleanups, park beautification, and tree plantings) were paused for 6 months and fundraising events for 2020 were cancelled. We have been able to relaunch our volunteer programs in very limited capacities that allow the community to be involved in COVID-safe ways (smaller cleanups and tree plantings, as well as ongoing neighborhood tree care). Additionally, some of our community education programming (non-volunteer events such as waste and recycling programs) have been able to shift to online presentations. We have been able to adapt most of our programs during this time, though some are still on-hold. Generally speaking, COVID-19 has negatively impacted the natural environment from an influx in trash, and thus our mission of protecting the environment has expanded to address the needs brought on by COVID-19. We've witnessed an increase in takeout food containers, more people in outdoor areas, and new trash items such as PPE gear (gloves and masks) ending up in our streets and parks. These are many of the reasons why we’d like to launch an ongoing neighborhood cleanup program. ECOSLO’s Neighborhood Cleanup is an ongoing volunteer effort for data-driven cleanups throughout SLO County, including Arroyo Grande. With COVID-19, there’s an increase in trash that ends up in our neighborhoods, downtown areas, parks, trails, and creeks. This program empowers volunteers to take care of their local community safely during COVID-19. Number of Full Time Staff:Number of Part Time Staff: Number of Volunteers: see OUTCOMES section 1 15 Since 1971, ECOSLO has served San Luis Obispo County in protecting and enhancing the natural beauty of our communities. We work to empower the community to care for the environment and serve as a central resource for environmental protections in SLO County. Our current programs include: data-driven cleanups including our annual Creeks to Coast Cleanup each September, County Park beautification projects, Urban Tree plantings and ongoing tree care, environmental advocacy, educational hikes, sustainability and recycling education, and as part of the California Green Business Network, the SLO County Green Business certification program. The Environmental Center of San Luis Obispo (ECOSLO) is a local, non-profit organization that educates, advocates, and acts to protect and enhance the natural environment and human well-being of San Luis Obispo County. All of San Luis Obispo County The Neighborhood Cleanup program will empower volunteers from Arroyo Grande to clean up, take care of, beautify, and protect the areas in the city that are negatively impacted by trash, including an increase of single-use packaging and PPE gear. Many residents will benefit by having a COVID-safe opportunity to volunteer nearby within their community. All residents (including wildlife!) and visitors will benefit by having a community that is cleaned up and cared for regularly so they can enjoy the natural environment without the burden of trash. By identifying the specific trash items picked up, we’ll be able to focus awareness around those items to the residents and visitors. Local need has been determined by our experience with cleanup efforts for SLO County Creeks to Coast Cleanup the past 6 years, including more recent coordinated efforts with the City of Arroyo Grande staff. There are several areas within Arroyo Grande that are greatly impacted by trash and where we would initially target volunteer ongoing cleanup efforts: Oak Park Plaza, including the James Way Oak Habitat and drainage area; Kiwanis Park; Branch St. including downtown and along the Arroyo Grande Creek. ECOSLO has been the leader for data-driven cleanups in SLO County for over 15 years. Under the leadership of our Executive Director, ECOSLO’s AmeriCorps Member will spearhead a volunteer committee that has several active members (including two Arroyo Grande residents) that will help with volunteer recruitment, fundraising, and ongoing cleanup logistics. During ECOSLO cleanups in SLO County, the efforts are very visible and we frequently hear from residents, visitors, and business owners how appreciative they are of cleanup efforts within the community. ECOSLO successfully completed SLO County Creeks to Coast Cleanup in September of this year that included distributing over 200 neighborhood cleanup kits throughout SLO County. Over the course of 18 neighborhood cleanups in Arroyo Grande, nearly 150 lbs of trash was tracked as being picked up in Arroyo Grande, including: 348 cigarette butts and 255 food wrappers. From SLO County Creeks to Coast Cleanup, we have 22 current volunteers in Arroyo Grande we can reach out to for this new program. The Arroyo Grande community overall will be better off with ECOSLO coordinating an ongoing neighborhood cleanup program. The city will have less trash and be more beautiful. The natural areas of the city will also benefit, as cleanups protect natural spaces, including reducing harmful trash in waterways such as creeks and storm drains. It is difficult to determine the percentage of residents benefiting from this program, other than stating this would be a benefit to all residents in Arroyo Grande. Application Please describe how your organization has been affected by COVID-19 (e.g. How has funding been impacted? Has your mission changed/expanded to address needs brought on by the virus?): The Transitional Age Youth, or “TAY” - those ages 16-24 who are emancipating from the foster care system - and families that FCNI serves have been impacted by Adverse Childhood Experiences, and often struggle to meet their basic needs. The possibility of going hungry or not being able to maintain housing has only increased as their employers have had to reduce hours or cut staff due to the pandemic. Financial strain and the disruption of the activities of daily living have increased stress on our youth and families working to heal from past trauma and the concomitant mental health impacts. In order to successfully address their mental health needs, assist them to develop the daily living skills required for independence, and work with them on educational and career goals, we must ensure that they can remain stably housed, have enough to eat, and can properly care for their children. COVID -19 has had a significant impact on FCNI’s ability to ensure that these basic needs are met, while also continuing to provide services that support our TAY and families in their efforts to achieve self-sufficiency. Our primary services are intensive, one-on-one, behavioral interventions with children, youth and families, most of which are essential “entitlement” services. The need to isolate and socially distance has resulted in a shift to telemedicine, which has led to significantly reduced contact hours/treatment times, thus reducing billable hours. Fear of exposure to the virus has meant that foster parents are unwilling to accept new placements, further reducing the availability of family-based care for vulnerable youth, as well as agency revenue. Additionally, FCNI contracts with various County agencies to provide services; the impact of COVID-19 on these agencies has resulted in far fewer referrals. Reduced referrals and limited contact compromise our ability to serve those who seek our assistance, and the resulting decrease in revenue means we cannot comprehensively address their needs. Brief description of the proposed program or service (50 words or less): FCNI offers Transitional Age Youth housing with wrap-around services designed to help them successfully move to independence. We are proposing to install a solar energy system on one of our Arroyo Grande properties in order to reduce administrative costs, allowing us to invest more directly in our youth. Item 11.a. - Page 147 Organization Description (include summary of community services provided): FCNI is committed to helping children, youth and families in our community who have experienced trauma and Adverse Childhood Experiences stemming from childhood abuse and neglect, family separation, and/or homelessness and other impacts of poverty, find stability and live healthier lives. Since our founding in 1987, we have operated with a core purpose to provide family-based treatment programs as an alternative to group home or institutional care of children and youth. FCNI currently offers 20 programs in five service divisions: Behavioral Health Services, providing mental health treatment programs that heal, empower and stabilize children and youth; Education Support Services, giving current and former foster youth academic and life skills development training to promote independence; Family Support Services, offering programs that empower families and stabilize children and youth; Housing and Support Services, assisting homeless and at-risk households to identify and/or secure affordable housing while providing supportive services to ensure their success; and Community Resources Development, inviting local individuals, organizations and businesses to partner with FCNI to enhance our services. Throughout our history, we have successfully served over 20,000 individuals. In our most recent fiscal year, we served more than 2,300 low-income children, youth and families with an overall success rate of 90%. This success rate is based on achieving life-changing results, such as: children and youth being reunited with family; youth successfully transitioning to independent living; and homeless families, or those at-risk of homelessness, securing safe and stable housing. Number of Arroyo Grande Residents Served: FCNI owns and operates nine units of housing in two properties in Arroyo Grande, serving up to 15 TAY and their dependents, if any, at any given time, as well as two Resident Advisors. TAY in FCNI housing gain skills and become ready to move-on at different rates, thus we often serve a greater number of youth throughout the year than we have units. Additionally, foster families connected to FCNI within the City house an average of 15 children, ages 3 to 18, each year. FCNI also offers services to a number of youth in the Arroyo Grande school system, and supports homeless families seeking affordable housing within the City. In all, in the last Fiscal Year, we served approximately 133 Arroyo Grande residents. Eighteen of those were housed in our Halcyon Transitional Housing property, where the current project is proposed. How is the program or service beneficial to Arroyo Grande residents? FCNI’s two Arroyo Grande properties for Transitional Age Youth provide vital housing and support to up to 15 youth, and any dependents they may have, at any given time. Through our Housing and Support Services division FCNI offers TAY who are homeless, or at risk of becoming homeless, affordable housing and comprehensive instruction in everyday life skills as they plan their futures so that they can stabilize and become self-sufficient. The “wrap-around” support we provide to youth in our transitional housing is designed to meet each TAY’s individual needs, offering mental health services, one-on-one life skill development, case management and counseling, educational support, and job readiness training. The combination of housing and support ensure each youth is able to successfully move from system dependence to adult independence. For many, FCNI is the only option available to provide them the stability needed to focus on their personal development. Item 11.a. - Page 148 How is local need for this program or service determined? FCNI operates our programs for TAY in collaboration with the County Department of Social Services. The Departments of Social Services, Probation and Behavioral Health screen and refer TAY clients to FCNI to receive services. Based on capacity, FCNI serves all youth that are referred. Describe your organizational capacity to successfully carry out the proposed activities. FCNI has been providing housing and services to families and TAY for over 20 years. We currently own and operate nine transitional housing properties for TAY and families who are homeless or at imminent risk of becoming homeless. We have overseen rehab at eight of these properties, including installation of a solar system at our other Arroyo Grande apartment complex. Each of those previous projects was completed using a combination of funding sources that included HOME, CDBG, San Luis Obispo County Title 29 funds, and City of Arroyo Grande Redevelopment Funds and Community Services Grants. Thus, FCNI has experience working under County and Federal program requirements, and in completing regular compliance reporting. Throughout the completion of these projects, subsequent monitoring and regular compliance reporting, FCNI has not been required to perform any corrective actions or had any findings. Each project has used a combination of independent contractors as well as internal FCNI staff to manage and perform the work. The agency employs three full time maintenance staff as well as a Facilities Manager who oversees all major projects. A Property Management Specialist and agency CFO oversee grant programs to ensure compliance and to complete regular reporting. Program Objective: Reduce property operating costs by shifting to renewable energy and therefore diverting funds to direct client services. Major Tasks: Purchase of solar energy equipment Installation Connection to PG&E Timeline: From purchase to installation, and full implementation, we estimate no more than 4 weeks to complete the project. Evaluation: Monitoring of monthly electrical service costs to determine cost reduction due to use of solar energy. Outputs: Installation of complete solar system to service 5 apartment units resulting in reduced operating costs. Shift to renewable energy source. Outcomes: 95 -99% reduction in monthly electrical service cost, thereby reducing property operating expenses. The reduction in operating costs will divert funds from administrative use to direct client services. *Note on number of volunteers: While our annual average is between 550 and 600, we are currently seeing close to half that number. This is due to large event cancellations that utilize numerous volunteers, as well as volunteer tutors and mentors leaving the program citing safety concerns and/or do not have the ability to participate remotely. We have not received any donations to fund our work going forward once the restrictions are lifted. We are hopeful that our operations will resume in early 2021. Our volunteers are eager to get back at it and we anticipate the community will have a large backlog of broken items that need repair. Five Cities Repair Café hosts quarterly free events that support reuse, repair, and waste prevention by saving repairable items from the landfill. Our all-volunteer run Repair Café links up neighbors helping neighbors to build strong community connections and promote sustainable living. Item 11.a. - Page 154 Organization Description (include summary of community services provided): Mission Statement: x Area(s) Served by Organization: How is the program or service beneficial to Arroyo Grande residents? Number of Arroyo Grande Residents Served: How is local need for this program or service determined? Describe your organizational capacity to successfully carry out the proposed activities. Number of Full Time Staff: Number of Part Time Staff: Number of Volunteers: potentially hundreds 0 0 ~ 60 Five Cities Repair Café offers free repairs of clothing, appliances, lamps, bikes, jewelry, etc. plus tool and knife sharpening carried out by community volunteers. Except for purchase of spare parts, we do not charge a fee and we depend on donations to help cover expenses. Our goal is to provide a free service to make broken items usable again and keep them out of the landfill. While doing this we engage with our neighbors and seek to build relationships that extend out into the community. (We operate under the 501(c)(3) of our fiscal sponsor, Ecologistics, located in SLO. See their website: www.ecologistics.org) Five Cities Repair Café seeks to build community and promote sustainable living by repairing broken items for reuse and keeping them out out of the landfill. Arroyo Grande, Grover Beach, Pismo Beach, Nipomo, Oceano, Halcyon, and Avila Beach. In today’s economy it’s often impossible to find a repair service for broken items or the cost of repairing an item is too expensive, so we throw it away. At our free quarterly events Five Cities Repair Café matches talented volunteers with neighbors who bring us broken stuff. As neighbors sit with neighbors discussing and diagnosing repairs we build community one-to-one. Everyone has items that break and often there is no option to get them repaired due to lack of service providers or the expense of a repair. Our talented volunteers provide an alternative to discarding them. Los Padres Council remains dedicated to providing fun and educational programming to our Cub Scouts and their families. That is why our staff and volunteers have created "Take Home Day Camp Packages." Each package contains supplies for all of the activities that Cub Scouts would have done at camp. Activities will include crafts, STEM, woodwork, leatherwork, cooking and more. It is the council's hope that these resources will help Cub Scout families to keep progressing even as they adjust to a "socially distanced summer." It is our estimate that 100 Cub Scouts participated in each virtual camp. Scouts have always led the way, been prepared, helped other people, strived to be good citizens, and worked to be brave. Times like this are exactly why we need Scouting. The number of seniors requesting our meals has increased dramatically. In Arroyo Grande alone, last year we served 238 seniors; this year we served 297. Our costs have increased accordingly, both the increase in the amount of food and the number of the disposable trays required for home delivery. Senior donations have dropped significantly. We had to cancel our annual Night of a Million Meals fundraiser due to the virus. We provide meals five days a week plus frozen meals for the weekends. Our program staff includes our executive director, the kitchen manager, a registered dietitian, plus office and kitchen staff. We are overseen by a volunteer board of directors. We will enhance health, restore dignity, support independence, and reduce isolation for every San Luis Obispo County resident in need who is at least 60 years of age by providing meaningful connections and free, hot, noon-time meals delivered to community dining sites or at home. Our program operates 10 dining sites county-wide: Paso Robles, Atascadero, Santa Margarita, San Luis Obispo, Cambria, Morro Bay, Los Osos, Oceano (serving Arroyo Grande), and Nipomo. Our program is currently providing free, home-delivered noontime meals to 297 seniors in Arroyo Grande. These meals help seniors stay healthy and independent. Our program is alleviating food insecurity and financial insecurity among vulnerable seniors, while keeping them safe in their homes during the COVID-19 shutdown. Seniors can call our office to request our meals. Seniors are also referred to us by other agencies, including home health services, hospitals, and doctors offices. The fact that we are serving 20% more seniors in Arroyo Grande this year than last year shows that the need for our program is growing. Senior Nutrition Program/Meals That Connect has been serving the seniors in SLO County as a registered 501(c) (3) nonprofit since 1991. Our paid staff includes the executive director, kitchen manager, registered dietitian, bookkeeper, office staff, cooks, drivers, and site managers. We are overseen by a volunteer board of directors. The emergency declarations have prohibited our rental income from weddings, funerals and society functions for fear of spreading the disease. In addition, the annual Antique Show which provides a major percentage of our income, has been prohibited and canceled for February, 2021. All other fundraising efforts have resulted in the same fate including summer concert series concessions, rummage sale, and book sale at community events. The impact of COVID-19 has eliminated our self-sustainability blocking all fundraising efforts other than membership dues and direct donations. Yet, the majority of our expenses continue regardless of community access. The mission remains the same but the virus has financially crippled our organization. The proposed program will continue the free community history programs through theater, museums, readings and presentations. In addition it will preserve access to the community's history research library by rehabilitation of the historic building and preserving the exterior for all to enjoy in the future. Five of the building used in the operation are themselves historic buildings. The primary structures housing our museums consist of The Heritage House, the Barn Museum, The Santa Manuela Schoolhouse and the Paulding History House. The community history library is contained in a restored home affectionately known as "Ruby's House". Our IOOF Lodge building serves as our community meeting area, theater for historic plays and informational presentations and also serves as our repository for an extensive artifact and archive collection. The mission statement of the South County Historical Society is "Serving the Public Trust by Preserving Local History". Located in Arroyo Grande, we do focus on the preservation of history for the entire South San Luis Obispo County. However, all of our programs and services are located in the City of Arroyo Grande. A cultural awareness promotes a feeling of ownership as a citizen or visitor. Learning the lessons of history through visiting museums, presentations, and visualizing the life circumstances of the past all lead to a better understanding or our community offered to all without charge by the South County Historical Society. Much of the need for our historic services is driven by attendance. With the annual number of visitors at 10,000 people for museums and events, we offer the opportunity to enjoy and interpret history though the community historic core surrounding Heritage Park. These programs increase tourism impacting the businesses and sales tax revenue for the city. Following a grass-roots format, the historical society has successfully operated with one half-time employee with the bulk of the services provided by unpaid volunteers. Each program has a group of designated volunteers who pool together for large scale events such as the annual Antique Show. As our programs require, we maintain a large number of society members to draw upon to increase our available volunteers which has been a successful recipe for many years. The maintenance component of the grant request will need to be contracted with a professional carpenter/builder. The Arroyo Grande United Methodist Children's Center (AGUMCC) closed since March 18, 2020 while staff worked through April 10, 2020 to clean, sanitize and change over classrooms for when school returned. A Plan of Action Application to Re-Open has been completed, staff training and parent Orientation Information Packets have been developed so staff and families feel informed and confident their safety has been put first. A new check-in/check-out process for parents/children offers more safety for our children and staff. AGUMCC reopened September 21, 2020. We have approximately 25 children enrolled with a full capacity of 41; half of the 25 children are part-time. COVID restrictions for staffing and cohorts of children, low enrollment, increased cost of staffing to manage the cleaning guidelines we are not able to make payroll from month to month since re-opening. Our purpose is to provide quality childcare to families of children 18 months - 5 years of age. We offer a low child to teacher ratio with staff that is dedicated to fostering a healthy, safe and nurturing environment. Our goal is to develop age appropriate learning experiences both inside and outside the classroom. All famlies are welcome to participate in our program as we respect diverse religions and cultures while perserving our own Christian identity Item 11.a. - Page 252 COMMUNITY SERVICE GRANT APPLICATION 2020-21 ATTACHMENT B: PROGRAM/SERVICE INFORMATION Organization Description (include summary of community services provided): Mission Statement: x Area(s) Served by Organization: How is the program or service beneficial to Arroyo Grande residents?
