BRANCH STREET ARROYO GRANDE, CALIFORNIA In compliance with the State Shelter at Home Order due to the coronavirus pandemic, and as allowed by the Governor’s Executive Order N-29-20, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. SPECIAL MEETING 5:00 P.M. 1. CALL TO ORDER Mayor Ray Russom called the Special City Council Meeting to order at 5:00 p.m. 2. ROLL CALL Council Members Lan George, Kristen Barneich, Keith Storton, Mayor Pro Tem Jimmy Paulding, and Mayor Caren Ray Russom were all present via teleconference. Staff members present via teleconference were City Manager Whitney McDonald, Assistant City Manager/Public Works Director Bill Robeson, City Attorney Timothy Carmel, and City Clerk Jessica Matson. 3. FLAG SALUTE Mayor Ray Russom led the flag salute. 4. PUBLIC COMMENT ON CLOSED SESSION ITEMS None. Recommended Action: Receive update, accept public comments, discuss, and provide direction, as necessary. City Manager McDonald provided a brief update on COVID-19 efforts, announced that City Hall is now open to the public on Tuesdays and Thursdays, and responded to questions from Council. Mayor Ray Russom invited public comment. No public comments were received. No action was taken on this item. 6.b. City Manager Communications. Recommended Action: Receive correspondence/comments as presented by the City Manager and provide direction, as necessary. City Manager McDonald highlighted that the Recreation Department recently published their Summer 2021 Activity Guide; additional guidance regarding the American Rescue Act Funds; and that the FY 2021-23 Budget will be presented at the June 8th City Council meeting. Honorary Proclamation Posthumously Honoring Former Arroyo Grande Police Chief Beau Pryor. Mayor Ray Russom read the Honorary Proclamation Posthumously Honoring Former Arroyo Grande Police Chief Beau D. Pryor. Chief Mike Martinez, accepted the proclamation on behalf of the Pryor family. Mayor Ray Russom invited public comment. No public comments were received. No action was taken on this item. 6.d. Honorary Proclamation Declaring May 2021 as Asian American and Native Hawaiian/Pacific Islander Heritage Month. Mayor Ray Russom read the Honorary Proclamation Declaring May 2021 as Asian American and Native Hawaiian/Pacific Islander Heritage Month. City Manager McDonald, accepted the proclamation. Recognition of COVID Safety Superstars. City Manager McDonald announced the recipients of the COVID Safety Superstar: CAPSLO: The Center for Health and Prevention, Rutiz Farms, Arroyo Grande Recreation Services Children in Motion (childcare program), Hair Saloon & Spa, Golden Moon Restaurant, Trader Joe’s, Sweet Pea Bakery, Massage Envy, Sunset North Car Wash, Zumba with Heidy Mangiardi, Ember Restaurant, Timbre Winery, Tribe Coffeehouse, Planet Fitness, Arroyo Grande Meat Company, Mule Bakery, Miner’s Ace Hardware, Heritage Salon, Achievement House Thrift Store, and Starbucks at Oak Park and West Branch St. Jocelyn Brennan, South County Chambers of Commerce, congratulated all the businesses for their commitment to safety; and read an email from Heidy Mangiardi thanking the City for its recognition. Consideration of Cash Disbursement Ratification. Action: Ratified the listing of cash disbursements for the period April 16, 2021 through April 30, 2021. 8.b. Consideration of Approval of Minutes. Adoption of a Resolution Declaring a Continued Local Emergency Related to the Coronavirus (COVID-19) Pandemic. Consideration of Approval of Letter of Support for Senate Bill 555 – Short-Term Vacation Rentals Statewide Transient Occupancy Tax Collection. Action: Approved a letter of support to the California Senate for SB 555, collection of TOT on short-term rentals, and authorize the Mayor to sign the letter. 8.g. Consideration of Appointment to the Arroyo Grande Tourism Business Improvement District Advisory Board. Action: Appointed Sean Dasmann to the Arroyo Grande Tourism Business Improvement District Advisory Board. 9. PUBLIC HEARINGS None. 10. OLD BUSINESS: None. 11. NEW BUSINESS 11.a. Consideration of the 5-Year Capital Improvement Program and 5-Year Local Sales Tax Fund Expenditures Program. City Manager McDonald introduced the item and Accounting Manager Valentine presented the staff report and recommended that the Council provide direction on priorities for the CIP as well as expenditures funded by the Local Sales Tax Fund for the upcoming 5-year programs. Staff responded to questions from Council. Mayor Ray Russom invited public comments. Speaking from the public were Steven Junor, Kevin Buchanan, and Ben Oakley. No further comments were received. City Engineer Robin Dickerson responded to questions from Council. Council expressed support for the Program. No action was taken on this item. The report was received and filed. 12. COUNCIL COMMUNICATIONS Council Member Barneich reported that the 5Cities Homeless Coalition raised $17,500 at Fin’s Benefit Drive Thru and thanked the community for their support Council Member Storton provided his condolences to the Benedetti Family and the San Luis Obispo Police Department for their loss of Detective Luca Benedetti in the line of duty. Council Member George announced that CAPSLO will be holding a public meeting on May 12, 2021 regarding the needs and challenges for low income individuals.
