EXEMPTION FOR THE 2021 STREET REPAIRS PROJECT, PW 2021-01

SUMMARY OF ACTION:
Approve construction plans and specifications, authorize the solicitation of bids, and
affirm the California Environmental Quality Act exemption determination for the 2021
Street Repairs Project.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The FY 2021-22 budget includes $2,371,200 for the Pavement Management Program
consisting of the following funds: $68,000 of Urban State Highway Account (USHA),
$307,200 of Senate Bill 1 (SB1), $245,000 of Local Sales Tax, and $1,751,000 of General
Fund Reserves. It is estimated that $1,696,709 ($63,000 of USHA, $160,872 of SB1 and
$1,472,837 of Local Sales Tax funds) will be carried over from FY 2020-21, bringing the
total amount available for the Pavement Management Program to $4,067,909. Of the
overall budget, it is estimated $3,013,000 will be needed for construction and $301,300
for construction contingencies for the 2021 Street Repairs Project. The remaining
$753,609 will be used to refresh striping throughout the City, consultant material
testing/laboratory, survey monument perpetuation, bidding and construction support
services, and design services for the 2022 Pavement Management Program project. Any
unused funds will be recommended for carry over to FY 2022-23. Staff time will be
necessary to provide construction management and inspection services for the project.
RECOMMENDATION:
It is recommended the City Council: 1) Approve a Budget Amendment Request to
carryover $1,696,709 of unexpended funds from FY 2020-21; 2) Approve the construction
plans and specifications for the 2021 Street Repairs Project; 3) Authorize the City Clerk
to advertise for construction bids; 4) Find that the project is categorically exempt from the
California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15301(c);
and 5) Direct the City Clerk to file a Notice of Exemption.

BACKGROUND:
On April 27, 2021, the City Council reviewed potential streets to be included in the 2021
Street Repairs project. Two options were presented and Council selected Option 2 -
Correct Base Failures (Digouts) and Alligator Cracking with the intention of providing the
highest estimated service life while stretching the amount of the available budget. At that
time, it was estimated $1.4M would be available for construction and seven of the eleven
street segments could be accomplished.
On July 27, 2021, Council reviewed alternatives for appropriating funds in excess of the
20% Fund Balance Goal Limit and elected to invest the excess reserves into the City’s
infrastructure, specifically pavement maintenance. The remaining four street segments
identified on April 27, 2021, were added to the 2021 Street Repairs project utilizing $1.75
million of excess reserves.
ANALYSIS OF ISSUES:
As follow up to Council’s July 27, 2021, action, staff and the City’s design consultant
added the remaining four street segments to the construction documents. The resultant
project proposes to correct base failures (digouts) and alligator cracking on the following
street segments:

The proposed contract time is 110 working days. Should successful bids be received and
a construction contract awarded, work is expected to be performed between November
2021 and May 2022. Plans and specifications are available for review at the Public Works
Department.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:

2. Do not approve staff’s recommendations and request further information;
3. Modify and approve staff’s recommendation; or
4. Provide other direction to staff.
ADVANTAGES:
Correcting base failures (digouts) and alligator cracking will help to extend the service life
of the treated street segments.
DISADVANTAGES:
There will be traffic inconveniences to the travelling public during construction. Staff will
monitor the traffic control to conform to the requirements of the Municipal Uniform Traffic
Control Devices manual (MUTCD) to mitigate any negative effects. City inspectors will be
at the site during construction to make adjustments for isolated instances (driveway
access, etc.).
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guideline Section 15301(c) covering the repair and maintenance of
existing highways, streets and sidewalks.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
