Minutes 2021-08-24 ACTION MINUTES SPECIAL AND REGULAR MEETINGS OF THE CITY COUNCIL TUESDAY, AUGUST 24, 2021 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA In compliance with the State Shelter at Home Order due to the coronavirus pandemic, and as allowed by the Governor's Executive Order N-29-20, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. SPECIAL MEETING 5:00 P.M. 1. CALL TO ORDER Mayor Ray Russom called the Special City Council Meeting to order at 5:00 p.m. 2. ROLL CALL Council Members Lan George, Keith Storton, Kristen Barneich, Mayor Pro Tem Jimmy Paulding, and Mayor Caren Ray Russom were all present via teleconference. Staff members present via teleconference were City Manager Whitney McDonald, Assistant City Manager/Public Works Director Bill Robeson, City Attorney Timothy Carmel, and City Clerk Jessica Matson. 3. FLAG SALUTE Mayor Ray Russom led the flag salute. 4. PUBLIC COMMENT ON CLOSED SESSION ITEMS None. CLOSED SESSION The City Attorney announced that City Council would recess to a closed session for the following: a) CONFERENCE WITH REAL PROPERTY NEGOTIATORS pursuant to Government Code Section 54956.8: Property: Harden Street at North Mason Street Agency negotiators: Whitney McDonald, City Manager; Bill Robeson, Assistant City Manager/Public Works Director Negotiating parties: Ty Green,on behalf of Alex Carapeti and Kristiane Schmidt RECONVENE The City Council reconvened to open session at 6:00 p.m. in conjunction with the Regular City Council Regular Meeting. Announcements of any reportable action from the closed session were made under Item 5. REGULAR MEETING 6:00 P.M. 1. Ordinances read in title only. None. 6. SPECIAL PRESENTATIONS 6.a. Update Regarding Countywide COVID-19 Efforts. Recommended Action: Receive update, accept public comments, discuss, and provide direction, as necessary. City Manager McDonald provided a brief update on COVID-19 statistics and efforts and responded to questions from Council. Mayor Ray Russom invited public comment. No public comments were received. Recommended Action: Receive correspondence/comments as presented by the City Manager and provide direction, as necessary. City Manager McDonald announced that the Harvest Festival and Beer Feast Events have been cancelled due to COVID-19; September 18th will be the first public workshop regarding district elections; Council will consider the following items at its upcoming meetings: Central Coast Blue, proposed water shortage declaration, ADU Ordinance, and the Water and Sewer Rate Study. Mayor Ray Russom invited public comment. No public comments were received. No action was taken on this item. 6.c. Honorary Proclamation Declaring September 17-23, 2021 as Constitution Week. Mayor Ray Russom read the Honorary Proclamation Declaring September 17-23, 2021 as "Constitution Week". Leslie Lechner, Daughters of the American Revolution, accepted the proclamation. Mayor Ray Russom invited public comment. No public comments were received. No action was taken on this item. 7. COMMUNITY COMMENTS AND SUGGESTIONS Mayor Ray Russom invited public comment. Speaking from the public were Janice Reid, Jamie Sanbonmatsu, and Jeff Edwards. No further public comments were received. City Manager McDonald responded to questions from the public. 8. CONSENT AGENDA Mayor Ray Russom asked the Council if there were any questions or any items to be pulled from the consent agenda for further discussion. Mayor Ray Russom referred to the Supplemental Memo for Item 8.e. (Consideration of a Resolution Approving Temporary Use Permit No. 21-008; Authorization to Use City Property for a Beer and Food Festival on Saturday, October 9, 2021, and Waiver of Application Fees; Location—Heritage Square Park; Applicant — Arroyo Grande Village Events; Representative — Gaea Powell) regarding a request from the applicant to withdraw the item from consideration due to the recent uptick in COVID-19 cases. Staff responded to questions from Council regarding Items 8.a. and 8.f. Mayor Ray Russom invited public comment. No public comments were received. Action: Council Member Storton moved to approve Consent Agenda Items 8.a. through 8.f., with the exception of Item 8.e., with the recommended courses of action. Consideration of Cash Disbursement Ratification. Action: Ratified the listing of cash disbursements for the period August 1, 2021 through August 15, 2021. 8.b. Consideration of Statement of Investment Deposits. Action: Received and filed the attached report listing of investment deposits of the City of Arroyo Grande, as of July 31, 2021, as required by Government Code Section 53646(b). 8.c. Consideration of Approval of Minutes. Action: Approved the minutes of the Regular City Council Meetings of July 27, 2021 and August 10, 2021, as submitted. 8.d. Adoption of a Resolution Declaring a Continued Local Emergency Related to the Coronavirus (COVID-19) Pandemic. Action: Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING A CONTINUED LOCAL EMERGENCY RELATED TO THE CORONAVIRUS (COV1D-19) PANDEMIC". 8.f. Monthly Water Supply and Demand Update. Action: Received and filed the Monthly Water Supply and Demand Report. ITEMS PULLED FROM THE CONSENT AGENDA 8.e. Consideration of a Resolution Approving Temporary Use Permit No. 21-008; Authorization to Use City Property for a Beer and Food Festival on Saturday, October 9, 2021, and Waiver of Application Fees; Location—Heritage Square Park; Applicant—Arroyo Grande Village Events; Representative—Gaea Powell. NEW BUSINESS 11.a. Presentation of the 2020 Annual Report for the Northern Cities Management Area. Assistant City Manager Robeson introduced the item and Utilities Manager Taylor presented the 2020 Northern Cities Management Area (NCMA)Annual Report and recommended that Council receive and file the report. Mr. Taylor responded to questions from Council. Mayor Ray Russom invited public comments. No public comments were received. No action was taken. The item was received and filed.
