R 1420 iH -- ') RESOLUTION NO. 1420 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AOOPTING THE SOUTH SAN LUIS OBISPO COUNTY WATER ASSOCIATION BYLAWS. , WHEREAS, the South San Luis Obispo County Water Association comprises the cities of Arroyo Grande, Pismo Beach, Grover City, the unlcorporated communities of Ocean 0 and Halcyon, the users of water from the Arroyo Grande ground water basin, and the users of water from the Lopez Water Conservation Project; and WHEREAS, among other things, the Bylaws call for the Association: SECn ON I. To take an active interest In the problems arising In the management of surface and ground water supplies in the southwestern portion of San Luis Obispo County. SECn ON 2. To investigate such problems, formulate and disseminate factual and educational data in connection with water quality and quality In order to provide said South County, its inhabitants and the producers of water therefrom, with a dependable supply of water to meet their present and future needs. SECTION 3. To investigate legislative measures, state or local, which bear on, relate to, or control the ground water supply, the Lopez project, or a supplemental source of supply,.and If advisable to express opinions In connection therewi th; and WHEREAS, a cooperative report by the State of California, Department of Water Resources and the San Luis Obispo County Flood Control and Water Conser- vation District titled "Ground Water in the Arroyo Grande Area" dated June 1979 shows that the ground water basin extends from the Arroyo Grande Plain-Tri-Cities Mesa area, through the Nipomo Mesa area, and into the Santa Maria Valley and includes lands in both San Luis OBispo County and Santa Barbara County; and WHEREAS, said report further shows that in 1979 the Nipomo Mesa area and the Santa Maria Valley (San Luis Obispo County portion) were In an overdraft condition while the Arroyo Grande Plain-Tri-Citles Mesa area is not yet In an overdraft condition and "With average annual replen'ishment, the amount of ground water in storage at elevations above sea level in the Arroyo Grande Plain-Tri- Cities Mesa area appears to be adequate to meet the water demand until at least 1990..." and WHEREAS, the Association's long-term goal is for wise management of the water resources; and WHEREAS, to reach said goal with respect to the ground water resource will require cooperation of the urban and agricultural communities. NOW, THEREFORE, the City Council oft.the City of Arroyo Grande hereby resolves that the first steps leading to good management of the ground water resources in the South County Should be: I. That the area of initial inierest be confined to the Zone 111 area as shown on the attached map and that the Nipomo Mesa and Santa Maria Valley areas be considered at some future date at such time as agreement on ground water management within said area of initial interest is reached and it is appropri ate I to add the balance of the ground water basin area. 2. That a "safe yield" concept is the appropriate goal for ground water ! basin management. - 3. That "base 1ines" be established for urban and agricultural extractions of ground water to achieve said "safe yield" goal.
