A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE COMMENDING EXECUTIVE ASSISTANT TO THE CITY MAN-
AGER, HELEN COOPER, FOR HER OUTSTANDING SERVICE TO THE
CITY OF SAN BUENAVENTURA AND TO THE CHANNEL COUNTIES'
OIVISION OF THE LEAGUE OF CALIFORNIA CITIES.
WHEREAS, Helen Cooper will be retiring from public service as Executive
,istant to the City Manager on March 2, 1979, from the City of San Buenaventura;
WHEREAS, Helen Cooper has brought a new dimension to the effectiveness of the
.,enel Counties' Division of the League of Cal ifornla Cities; which is representa-
.. of all Cities within the Counties of San Luis Obispo, Santa Barbara, and

1 WHEREAS, Helen Cooper has, with hard wor.k, epitomized the word "PROFESSIONAL,"
. in her graciousness has gained the respect of all Members of the Channel
.-ties' Division of the League of California Cities; and
WHEREAS, Helen Cooper has demonstrated that a government employee can be, and
,ffident and sensitive to public needs; and
WHEREAS, Helen Cooper's community service has gone beyond the boundaries of
_, City of San Buenaventura with her efforts to the Channel Counties' Division of

WHEREAS, the City Council of the City of Arroyo ~rande wishes to take this
.:,)rtunity to express itself toward this end.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DOES HEREBY
iJLVE AS FOLLOWS:
That it recognizes the accomplishments of Helen Cooper as the Executive
stant to the City Manager for her many years of service to her community and
. :,d the boundaries of the City of San Buenaventura, in particular for her
..,ices to the Channel Counties' Division of the League of Cal ifornia Cities.
BE IT FURTHER RESOLVED that the City Council of the City of Arroyo Grande
",by wishes continued health and happiness to Helen Cooper In her new endeavors.
