R 1122 -, -. RESOLUTION NO. ll22 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE SPECIFYING THE BUILDING PERMIT SYSTEM WHICH HAS BEEN ADOPTED WITHIN THE CITY OF ARROYO GRANDE. WHER~:AS, the City of Arroyo Grande has adopted and is enforcing tlH' UNIFORM BUILDING CODE, 1970 Edition, and Zoning Ordinance No, 24 C.S. .t amended; and WHEREAS, Section 301 of the UNIFORM BUILDING CODE prohibits any nct'Son, firm or corporation from erecting, constructing, enlarging, altering, r.,p. l ring, improving, moving or demolishing any building or structure without first, "tain- ing a separ.,te building permit for each building or structure from the Bui [ding Official; and WHEREAS, the Building Official must examine all plans and specifications for the proposed construction when application is made to him for a building permit.. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grandc as follows: 1, That the Building Official shall review all building permit applica- tions for new construction or substantial improvements to determin., wheth,'r proposed building sites will be reasonably safe from flooding, If a proposed building site is in a location that has a flood hazard, any proposed new construction or substantial improvement (including prefabricated and mobile homes) must (i) be designed (or modified) and anchored to prevent flotation, collapse, or lateral movement of the structure, (ii) use construction materials and utility equipment that are resistant to flood damage; and (iii) use construction methods and practices that will minimize flood damage; and 2, That the City Engineer shall review subdivision proposals and other proposed new developments to assure that (i) all such proposals are consistent with the need to minimize floQd damage, (ii) all public utilities and facilities, such as sewer, gas, electr1caljand water systems are located, elevated,. and constructed to minimize or e11aina,te floQd damage, and (Hi) adequate dr:d,nage is provided so as to reduce exposure to flood hazards; and 3, That the Director of Public Works shall require new or rcplacement water supply systems and/or sanitary sewage systems to be designed ~o minimize or eliminate infiltration of flood, waters into the systems and discharges from the systems into flood waters, and require on-site waste disposal systems to be located so as to avoid impairment of them or ,contamination from them during flooding, On motion of CouncillDan SpierUbg. seconded by Councilman d'C' L.'tHl and on the following roll call vote, to wit: AYES: Councilmen Schlegel, Millis, Spierling, de Leon and Mayor Talley NOES: None ABSENT: None the foregoinR Resolution was passed and adopted this 27th day of August, 1974, "~C'i --"I' ,..iu:<L 'I. rk.l t?a-n,4L- ' .,:f/ -' I c9 ~'l(kr MAYOR ( ATTEST: ,) CITY CLERK , I, Inc" A. del Campo, City Clerk of the City of Arroyo Grande, County of San Luis Obispo, State of California, do hereby certify that the for"going Resolution No. 1122 is a true, full and correct copy of said resolution passed and adopted by the City Council of the City of Arroyo Grande at a regular meeting of said Council held on the 27th day of August, 1974, WITNESS my hand and the seal of the City of Arroyo Grande affix"d this 28th day of August, 1974, / 'J " --<-,~ Ii -"" / ar!
