RESOLUrIOI\ NO, 10:;'8 A RESOLUTION OF THE CITY CODNCIL OF THE CITY OF ARROYO GRANDE PROTESTING THE CONDUCT OF THE COUNCIL ON INlER- GOVERNMENTAL RELATIONS AT ITS MARCH 15, 1973 REGULAR MEETING. WHEREAS, a regular meeting of the Council on Intergovermnental Relation" was called for the purpose of adopting a State Policy on Sub-State Distric.t" and Area-Wide Planning Organizations, March 15, 1973; and WHEREAS, said meeting agenda or notice of meeting place was not sumoitted to interested agencies in advance of the meeting; and WHEREAS. said meeting place was in an obscure meeting rom". inadequate for the proper presentation of public comment; and WHEREAS , the meeting was conducted without a quo~Jm for purposes of receiving testimony on a very important State Policy; and WHEREAS, testimony from the few agencies who were fortunate to be pr8",mt was ignored by the Council; and WHEREAS, many local jurisdictions in the State of California are not at all satisfied that the Policy adopted is responsive to local government ,weds, particularly those jurisdic,tions encompassing the rural areE,S of the State of California; and WHEREAS, it has been obvious to many observers of the Council's activities that the Council on Intergovernmental Relations is interested only in establishing policy for urban metropolitan areas and L~posing said pelicy upon the rural areas of the State of California without cause or sufficient study; and WHEREAS, the membership of the Council on Intergovernmental Relations is almost entirely composed of members from urban metropolitan areas and has displayed in its actions total disregard for local government needs for tliose non-metropolitan areas of the State of California. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grande, State of California, as follows: 1. That a protest be registered with the Governor of the State of California within whose office exists the Council on Intergovermnental Relations and its staff, the Office of Intergovernmental Management, for the conduct and method of adoption of State Policy on Sub-State Districts and Area-Wide Planning Organizations. . 2, That the Governor be requested to investigate the effects of this Policy upon the rural areas of the State of California and return said Policy to the Council for further study and coordination with affected 10<'8.1 agencies. 3, That the Governor look into the membership of the Council at! Inter- governmental Relations for the purpose of altering the structure to obtain a better balance between urban and rural interests, if said Council is given the responsibility to set State-wide Policy, 4, Ihat the Governor require that said Council hold full and open meetings with adequate notice and proper distribution of agenda in advance of said meetings to jurisdictions who are affected by Policies adop::ed by the Council. 5, That the Governor instruct the Council on Intergovernmental Relations to adopt Policy which is befitting the nature: of needed and admi!J.istre.tive programs appropriate for the various governmental forms existing within the State of California. ~-~,_.._.."--- ---- --------- --- ------ "------ ~. .'\ I , _/ ., BE IT FURTHER RESOLVED that this ReeJQlution be transmitted to the Lie'0.tenant: Governor, the Chairman of the Council on Intergover~ental Relations~ the C~~irman of the Senate Governmental Operations C~ittee~ the Cr~irIT~n of the Senate Local Government Committee, the Chairman of the Ass~~bly Committee on Efficiency and Cost Control, the Chairman of the Assembly Committee on GO"Je!."ImlEmta.l Organizatior!~ the Chairman of the Assembly Committee on Intergovernmental Relationsp the Chairman of the Assembly Cmmnittee on Local G0vernment~ the Ct~ir.man of the Assembly Ways and Means Committee, Senator Donald I,.
