RESOLUTION NO, 1031
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE URGING THE CONGRESS OF THE UNITED S';'ATES TO
ADOPT YEAR-ROUND DAYLIGHT SAVINGS TIMEo
WHEREAS, a high percentage of automobile accidents occur 8,'= ,~usk, the
normal driving time home from work; and
WHEREAS, the exposure to crimes of workers retu.r:::d.r:g home froB "t../ork 3.8
increased at the end of the daylight hours; and
WHEREAS, there is increasing environmental CO~CQrn associated with
energy-generating sources in the United States; a.nd
WHEREAS, the change from standard time to daylight savings time ba.ck
to standard time causes confusion nationally among the ,nedia, the public
transportation systems, and the work schedules in bus:tness and :tn.dustry; and
WHEREAS, there is a universal need for more recreation aad health-building
time; and
WHEREAS , the Congress of the United States has before it pr0posed
legislation introduced by Congressman Craig Hosmer (H.R, 2337 and H.Ro 2338)
which if enacted would provide for year-round daylight savings time,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Arroyo Grande respectfully requests and urges that the Congress of the ;JnLted
States adopt legislation which would provide year-round daylight savings cime
in the interest of the public health, safety, and general welfare.
BE IT FURTHER RESOLVED that the City Clerk is instructed to send copies
of this Resolution to Congressman Burt L, Talcott, Congressman William M, Ketchum,
U,S. Senators Alan Cranston and John V. Tunney, and t3e League of Califorrria
Cities,
On motion of Councilman Millis, seconded by Councilman Woad and all the
following roll call vote, to wit:
AYES: Councilmen Millis, Talley, Wood and Mayor Schlegel
NOES: Councilman de Leon
