R 0936 r"'-. -- RESOLUTION NO. 936 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE SUPPORTING A.~ AMENDMENT TO THE ELECTIONS CODE TO ENABLE THE SAVING OF UNNECESSARY ELECTION EXPENSE BY ELIMINATING THE REQUIREMENT FOR UNNECESSARY PRECINCT OFFICERS. THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE HEREBY RESOLVES: Section 1. Chapter 7 of Division 9 of the Elections Code authorizes the counting of ballots by electronic or electro-mechanical devises, and the utili- zation of such devices substantially reduces the workload of precinct officers in conducting elections; and Section 2. The City Clerks have found through conducting a number of elections utilizing such devices that the present requirement under Elections Code 1603 for four precinct officers results in at least one unnecessary pre- cinct officer where ballots are counted by such devices; and Section 3. The Legislature has heretofore provided for reduction of the size of precinct boards to three members where voting machines are used, and such reduction has worked satisfactorily and equally cogent reasons exist for a similar reduction where electronic or electro-mechanical devices are used for the counting of ballots; and Section 4. The elimination of one unnecessary precinct officer will re- sult in the saving of many thousands of dollars of taxpayers' funds at every municipal election without in any way impairing the efficiency, accuracy or security of election returns. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AS FOLLOWS: That the City Council of the City of Arroyo Grande hereby endorses and supports amendment of the Elections Code by the adoption of a new Section 1604.1 to authorize election boards to provide for precinct boards to consist of one inspector and two judges, in cases where ballots are to be counted by means of electronic or electro-mechanical devices as provided in Chapter 7 of Division 9 of said Elections Code; be it FURTHER RESOLVED, that the City Clerk of the City of Arroyo Grande is hereby directed to forward copies of this Resolution to the League of Cali, fornia Cities, and to the State Senators and Assemblymen representing the area within the City of Arroyo Grande in the California Legislature. On motion of Councilman Wood, seconded by Councilman Talley, and on the following roll call vote, to wit: AYES: Council Members Thompson, Wood, Talley and Mayor Levine. NOES: None.
