R 0921 .... " , RESOLUTION NO. 921 '../ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE MEMORIALIZING THE CALIFORNIA LEGIS- LATURE TO PROVIDE MEANINGFUL TAX RELIEF FOR THE . HOMEOWNER BY ENACTING LEGISLATION FOR TAX REFORM WHICH EMBODIES A BALANCED REVENUE PROGRAM TO MEET THE ONGOING NEEDS OF CITIES. RESOLVED, by the City Council of the City of Arroyo Grande, California, that: WHEREAS, the historic reliance upon the property tax as a fundamental source of revenue for local government has generated a burden upon the indi- vidual homeowner which is fast becoming intolerable and threatens to under- mine our basic concept of home and property; WHEREAS, the responsibilities of local government are no longer limited to the traditionally accepted needs and requirements of the homeowner but extend into mass unrelated fields which appear to impinge upon the homeowner only slightly albeit collectively necessary for his survival in an urban environment; WHEREAS, relief from the property tax burden is an absolute necessity and cannot await the problems of partisan politics nor can it be provided without recognizing the need for the funds and making the necessary tax shifts to eliminate the losses that cities will incur; WHEREAS, the League of California Cities is committed to the develop- ment of a specific revenUe program to meet the ongoing needs of cities through a balanced tax reform; and WHEREAS, it is the sense of this Council that it is imperative for it and the Councils of each City in California to petition the California Legislature with the urgent requirement for responsible tax relief for the individual homeowner through a balanced program of tax reform which will provide for the ongoing needs of cities. NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED, that: 1. This Council, and it hereby, respectfully memorializes the Cal- ifornia Legislature to provide meaningful tax relief for the homeowner by enacting legislation for tax reform which embodies a balanced reVenue pro- gram to meet the ongoing needs of cities. 2, This Council, and it hereby, endorses the position taken by the League of California Cities by resolution adopted at its annual conference in San Diego, October, 1970, and pledges its support in developing a positive program for municipal revenue needs. 3. The City Clerk be, and she is hereby, ordered to cause a copy of this resolution to be forwarded to all appropriate bodies and to the state legislators representing San Luis Obispo County as an indication to each that insofar as this Council is concerned, without proper and adequate tax reform during this legislative session, many programs for urban living and preservation of the environment which have been given much Legislative attent- ion and publicity will fail because the homeowner can no longer carry the burden of financing local government through the property tax, On motion of Councilman Talley, seconded by Councilman Wood, and on the following roll call vote, to wit: AYES: Council Members Schlegel, Thompson, Wood, Talley and Mayor Levine.
