RESOLUTION NO. 887
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE DECLARING ITS INTENTION TO
ESTABLISH A PARKING AND IMPROVEMENt AREA TO
PROVIDE FOR THE LEVY OF AN ADDITIONAL BUSINESS
LICENSE TAX AND FIXING THE TIME AND PLACE OF
HEARING TO CONSIDER ESTABLISHMENT OF SUCH AREA.
WHEREAS, California Street and Highway Code Section 36000 et seq. provides
the manner in which cities may establish parking and improvement areas and the
City Council of the City of Arroyo Grande intends to establish such a district;
NOW, THEREFORE, the City Council of the City of Arroyo Grande does hereby
resolve, determine and order as follows:
l. That this City Council hereby declares its intention to establish a
"parking and business improvement area" under provisions of the above referred
to Street and Highways Code Sections.
2. The boundaries of the proposed area are described as follows:
In the City of Arroyo Grande, County of San Luis Obispo, State of
California, beginning at a point on the northerly line of Branch
street, said point being 250 feet west of the northwest corner of
Branch and Nevada Streets; thence northerly 209 feet, more or less;
thence easterly 250 feet, more or less, to the west line of Nevada
Street; thence across Nevada Street and easterly to the west line of
Lot 11 of the Buena Vista Tract; thence southerly to the north line
of the property known as the Car Corral Parking Lot; thence easterly
along the northerly line of the Car Corral Parking Lot and Pedestrian
Mall to the east line of the Buena Vista Tract; thence northerly,
easterly and northerly along the east line of the Buena Vista Tract
to the southerly line of Le Point Street; thence easterly along the
southerly line of Le Point Street to the northwest corner of Lot E
of Swa11's Resubdivision; thence southerly along the west line of
Lot E and D of Swa11's Resubdivision to the north~st corner of Lot C;
thence easterly along the northerly line of Lot C to the west line of
Mason Street; thence continuing easterly to the centerline of Mason
Street; thence southerly along said centerline of Mason Street to its
intersection with the westerly prolongation of the north line of
Harden Street; thence in a more or less direct line easterly following
property lines to the west line of the Pacific Coast Railroad right-
of-way; thence northerly along said west line of the Pacific Coast
/ Railroad right-of-way to the southerly line of Le Point Street; thence
easterly along the southerly line of Le Point Street to the west line.
of Crown Terrace; thence southerly along the west line of Crown
Terrace and its southerly prolongation thereof to the centerline of
Crown Street; thence westerly along the center lines of Crown Street
and Branch Street to its intersection with the northerly prolongation
of the centerline of abandoned Whiteley Street; thence southerly 210
feet to a point; thence in a westerly direction following property
lines across Block 7 of the Short, Mason and Whiteley Addition, across
Mason Street, across Block 6 of the Short, Mason and Whiteley Addition,
across Short Street, and along the southerly line of Lot 4 Block 1 of
the Short, Mason and Whiteley Addition, thence northerly along the
west line of said Lot 4, 60 feet more or less to a point; thence
westerly 358 feet more or less to the centerline of Bridge Street;
thence northerly along said centerline to its intersection with the
easterly prolongation df the southerly line of Lot 10 of the Nevada
Tr.act; thence westerly 212 feet more or less to a pdint; thence
northerly along property lines and across Branch Street to the point
"- of beginning.
3. That this City Council proposes, in addition to the general busihess
. license tax (sometimes called business license fee and which general business
license tax is defined as a tax upon a particular business, trade or profession
within said city as set forth for such particular business, trade or profession
in the schedule of license fees, as presently exists or is hereafter amended)
imposed on businesses within the city, there be imposed upon businesses located
in said areas-as finally established, an additional business license tax, and
that said additional business license tax be $120.00 per year. Said additional
business license tax shall be levied, collected and enforced in the same manner,
.r such time or times as the City Council shall direct, and with the same penal-
ties and interest, as in the case of the general business license tax.

4. That the proposed use to which the additional business license tax
shall be put is the acquisition and development of property for off~street
parking for the business area described herein. Development as used herein
shall include (but not be limited to) landscaping, roadways and signs inci-
dental to the use of said parking area.
5. That notice is hereby given that the 8th day of September 1970 at the
hour of 8:00 o'clock P. M. is the time when, and the Council Chambers of this
City Council in the City Hall of said city is the place where, a hearing will
be held by this City Council to consider establishment of the parking and
business improvement area as herein proposed.
6. That the City Clerk shall cause this resolution to be published once
in the Five Cities Times-Press-Recorder, a newspaper of general circulation
in said city, and shall cause a complete copy of this resolution to be mailed,
postage prepaid, to each business in the proposed area, such publication and
mailing shall be completed at least ten (10) days prior to the time of the
hearing.
On motion of Councilman Talley, seconded by Councilman Wood and on the
following roll call vote, to wit:
AYES: Council Members Schlegel, Thompson, Wood, Talley and Mayor
Levine.
NOES: None.
ABSENT: None.
