R 0885 , " RESOLUTION NO. 885 / . RESOLUTION AUTHORIZING APPLICATION BY THE CITY OF ARROYO GRANDE TO THE SAN LUIS OBISPO COUNTY LOCAL AGENCY FORMATION COMMISSION RELATIVE TO A PROPOSAL TO ANNEX TERRITORY TO THE CITY OF ARROYO GRANDE BE IT RESOLVED by the City Council of the City of Arroyo Grande that it does hereby request and petition the San Luis Obispo County Local Agency Fonnation Commission to approve the annexation of the territory desc.ribed in the attached Exhibit "A", to be known as "Halcyon Road No.1 Annexation", to the City of Arroyo Grande. BE IT FURTHER RESOLVED that this Council declares that: (1) rhis proposal is made pursuant to the District Reorganization Act of 1965. (2) The territory proposed to be annexed is uninhabited. (3) The reasons for this proposal are that: (a) The City will be able to offer to the territory proposed to be annexed all the services of a municipal corporation, such as fire protection, water service, police protection, localized zoning controls, road repair and others. It is felt that these services will be more efficiently and economically operated by one entity. (b) The result should be that service to the territory proposed to be annexed will be upgraded that the overall tax burden might be reduced, and other rates such as fire insurance rates might be reduced. Also, government will be more local and unified, since jurisdiction would be then in one body, the City Council of the City of Arroyo Grande. (4) The following counties, cities or districts are affected by this proposal: (a) County of San Luis Obispo (b) City of Arroyo Grande (c) County of San Luis Ol1ispo Flood Control. and Water Conservation District 3 (d) South San Luis Obispo County Sanitation District (e) Lucia Mar Unified School District (5) The real property hereby proposed to be annexed to the City of Arroyo Grande is more particularly described in Exhibit "A" attached hereto and hereby incorporated herein as though fully set forth at this point. BE IT FURTHER RESOLVED that the City Council requests that the proposed annexation be subject to such terms and conditions as are contained in Section 56740 of the Government Code of the State of California, which may be deemed applicable by the Local Agency Fonnation Commission. BE IT FURTHER RESOLVED that the City Clerk of the City of Arroyo Grande is hereby directed to file a certified copy of this resolution with the Executive Officer of the San Luis Obispo County Local Agency Fonnation ~ommission. T. Stratton, C. E. , September 1875, recorded in Book A Page 65 of Maps in the office of the County Recorder of said County, described as follows: Beginning at the Northwest corner of said lot designated S. 255 on said map; thence South along the West line of said lot, 638.6 feet to the Northwest corner of the land described in the deed to Fred A. Grieb and Gertrude H. Grieb, his wife, recorded September 29, 1927 in Book 38 at Page 85 of Official Records, being the true point of beginning; thence East along the North line of the land so described in said deed, 842.75 feet to a point; thence at a right angle South 147 feet; thence at a right angle West 842.75 feet to a point in the West line of said lot; thence North along the West line of said lot, 147 feet to the true point of beginning.
