A RESOLUTION OF THE CI'r.l COUNCIL OF THE
CITY OF ARROYO GRANnE SUPPORTING PROPOSBD
1970 LEGISLATION TO CHANGE FORMULA FOR
DISTRIBUTION OF GAS TAX HIGHWAY CONSTRUCT-
.IQN FUNDS
WHEREAS, the majority of. the population in the State
resides in the thirteen southern counties; and
WHEREAS, ~e ~~ority of the registered vehicles are
also in these counties; and
WHEREAS, in recent years allocations of 9as tax funds
to cities and counties have. increased, and administrative
and engineering requirements and restrictions iropesedDY
the state have been modified, and
WHEREAS, further modifications are desirable authoriz-
ing cities and counties to utilize gas tax funds on non-
select system streets on a fifty-fifty matching fund basis
from non-gas tax sources and authorizing use of gas tax funds
to provide street lighting on those streets qualifying as
select system streets; now therefore, be it

; . RESOLVED BY THE .CITY COUNCIL OF THE CITY OF A!UtOYO
GRANDE that legislation be introduced to revise the MByo-
Breed formula to provide that 60% of the state gas tax funds
be returned to the thirteen southern counties instead of the
presently existing formula of 55%, and, be it further
RESOLVED, that legislation be introduced which would
permit cities to utilize gas tax funds on non-select system
streets providing they match state gas tax funds on a fifty-
fifty basis from non-gas tax sources; and, be it further
RESOLVED, that the gas tax funds be available for street
lighting'C>Jl these streets qualifying as select system streets.
On motion of Councilman Levine, seconded by Councilman
Talley and on the following roll call vote, to wit:
AYES: Councilmen Levine, Wood, Talley and Mayor 'lbompson
NOES: None
ABSENT: Councilman Schlegel
the foregoing resolution was passed and adopted this 9th day
of December, 1969.
